1. How an intercontinental move to the UAE actually works

A Europe–UAE move is not a van trip; it is a freight operation with a customs event in the middle. Your goods are export-packed at origin, consolidated, carried by sea or air, cleared through UAE customs against your residence visa, then delivered and unpacked at your new address. The single most important sequencing fact: you generally need your UAE residence visa in place before your shipment can be cleared, because customs requires a residency visa copy to grant the duty exemption on personal effects (Dubai Customs). Many people therefore fly out first, secure the visa and Emirates ID, then have the household follow — or time the shipment’s arrival to land just after residency is issued.

3. UAE customs for your used personal effects

The good news: genuinely used personal and household effects are cleared free of customs duty once inspected, provided they are of a reasonable personal quantity and not for resale (u.ae). To clear them, Dubai Customs asks for a passport copy, a residency visa copy and a written list of the imported goods (Dubai Customs).

Two things catch people out. First, new items are treated differently: the standard UAE customs duty is 5% of the value plus cost, freight and insurance (CIF), and if inspectors find brand-new goods or commercial quantities they will levy the 5% (u.ae). Mark each line of your inventory as used or new with an honest estimated value. Second, everything is subject to physical inspection, so your packing list must match the container.

Practical notes for arrivals in general: cash or equivalent above AED 60,000 must be declared, and personal gifts/perfume within your accompanied baggage are duty-free up to AED 3,000 (u.ae). Abu Dhabi shipments clear under the same federal framework via Abu Dhabi Customs; confirm any emirate-specific detail with the Federal Customs Authority.

4. The prohibited and restricted list — read this before you pack

This is the section that matters most for the UAE, because the penalties are severe and the rules are unlike Europe’s. The UAE distinguishes prohibited goods (banned outright) from restricted goods (allowed only with prior approval from the controlling authority) (u.ae banned and restricted goods).

Prohibited items — banned outright — include all narcotic drugs, gambling tools and machines, live swine, ivory, and any printed material, media or artwork whose content is offensive to Islam, blasphemous or pornographic. 5. Medicines and alcohol: the two that catch people out

Medicines. Many everyday European prescriptions — including some painkillers, sleep aids and psychiatric medications — are controlled or narcotic substances in the UAE. To bring them in legally you apply to the Ministry of Health and Prevention (MoHAP) for a permit to import medicines for personal use, via the MoHAP website or app using UAE PASS, attaching a valid prescription.   • Employer-sponsored work visa. Your employer secures a work permit through the Ministry of Human Resources and Emiratisation (MOHRE) (or the relevant free-zone authority), which underpins an entry permit; after arrival, medical test and biometrics, the residence permit and Emirates ID are issued by ICP (or GDRFA in Dubai) (u.ae work permits; ICP).
  • Golden Visa (self-sponsored). 8. Setting up your life: ID, bank, home, health, school

Once you land, a fairly standard sequence unlocks everything:

  1. Residence visa + Emirates ID. After your medical fitness test and biometrics, ICP/GDRFA issues your residence permit and Emirates ID, the card that identifies you for almost every service (ICP).
  2. Housing and tenancy registration. Sign a tenancy and register it. In Dubai the tenancy contract must be recorded in Ejari via the Dubai Land Department; a registered Ejari certificate is required for visa steps, utility (DEWA) activation and school enrolment (DLD). Abu Dhabi’s equivalent is Tawtheeq, the tenancy-registration system run by the Abu Dhabi Department of Municipalities and Transport and handled on the official TAMM platform (TAMM / Abu Dhabi Government).
  3. Bank account. Emirati banks typically require your Emirates ID (or at least the residence-visa stamp), passport and often a tenancy/salary document.
  4. Health insurance. Health cover is mandatory for residents in Dubai and Abu Dhabi. Since 1 January 2025, a valid health-insurance policy is a prerequisite for issuing or renewing a residency permit for private-sector employees and domestic workers, and the mandate is being extended to the other emirates (u.ae health insurance). 9. No income tax — but do the real cost-of-living maths

The headline is true: the UAE levies no personal income tax on salaries, freelance income or investment gains (u.ae taxation). That is a substantial uplift versus most of Europe. But it is not "no tax anywhere": there is 5% VAT on most goods and services, excise tax on items such as tobacco, energy and sweetened drinks (u.ae excise tax), and — if you run a business — a corporate tax on profits above a threshold (u.ae taxation).

More importantly, budget for the real cost of living. Rent is the big one, and in Dubai landlords often expect a small number of cheques or a large upfront share; utilities (DEWA), mandatory health insurance, schooling and car costs add up. Do the arithmetic on take-home-after-rent, not just the tax saving. Also check whether you remain tax-resident anywhere in Europe: several countries tax on residency ties or have exit/reporting rules, and a few tax by citizenship — take advice in your home country before you move.

10. Moving back to Europe (the reverse leg)

The return trip flips the customs logic. Coming into the EU, your used household goods can usually be imported free of customs duty and import VAT under transfer-of-residence relief, set out in EU law under Council Regulation (EC) No 1186/2009 (Articles 3–11). The standard conditions are that your normal residence was outside the EU for a continuous period of at least 12 months, that you owned and used the goods for at least six months before the move, and that you import them within 12 months of establishing EU residence (German Customs / Zoll — an official member-state example). Every member state applies the same EU rule but with its own forms and evidence, so confirm the exact procedure with the destination country’s national customs authority before shipping.
