A move like this has two halves that are governed by completely different authorities. On the departure side you leave the EU customs territory and the Swedish population register; on the arrival side you enter a Gulf state with its own customs, visa and biosecurity rules. 1. Your UAE visa status decides everything

Before you book a container, understand that the whole customs question at the UAE end turns on your immigration status. The duty exemption for household goods is not automatic — it is tied to residency. UAE Customs exempts used personal effects and household items from duty once they have been inspected, provided the importer holds a valid UAE residence visa (or Emirates ID); the passport and residency-visa copies are core required documents at clearance (Dubai Customs).

In practice this means you should time your shipment so your visa is issued — or at least your entry permit is in hand — before or shortly after the goods arrive. If your shipment lands before you have residency, it can sit in bond accruing storage charges. Goods that inspectors judge to be brand new and in commercial quantities are charged 5% customs duty plus VAT (u.ae), so keep receipts modest and pack genuinely used household items.

2. The Sweden export side: Tullverket, Skatteverket and your tax exit

Customs authority and the export declaration. Sweden’s customs authority is Tullverket. Because the UAE sits outside the EU customs territory, moving your belongings there counts as an export, and Tullverket requires you to notify the export of your personal belongings by lodging an export declaration (Tullverket). You can do this yourself or let your removal or forwarding company handle it. On the Single Administrative Document (SAD), you enter declaration type "EX" (the "EU" code is only for EFTA destinations — Iceland, Norway, Liechtenstein and Switzerland), procedure code "1000" in Field 37 for a normal export, and commodity code 9905 00 00 for personal property belonging to an emigrant. Field 46 takes the shipment’s statistical value in SEK — the value of the goods plus freight and insurance. An itemised list of your belongings must be attached, specifying capital goods such as vehicles, televisions, computers and refrigerators (Tullverket). There is no minimum value threshold that exempts you from declaring.

Note two special cases. Certain cultural goods may need an export authorisation and licence from the Swedish National Heritage Board, and firearms require separate handling with prior Police Authority authorisation and a border declaration (Tullverket).

Deregistration from the population register. If you plan to live abroad for one year or more, you must tell Skatteverket as soon as you have made the decision, ideally before you leave. You do this on form SKV 7665b ("Moving Abroad — Notification"), and Skatteverket will remove you from the population register with the status "emigrated." If both guardians share custody of a child under 16, both must sign (Skatteverket). Deregistration affects your personnummer-linked services, so plan for how you will handle banking, BankID and mail forwarding.

Tax residency exit. Crucially, Skatteverket warns that being removed from the population register does not by itself free you from Swedish tax — the information in your notification is used to assess any continuing tax obligation (Skatteverket). Swedish-source income you keep receiving after departure — a Swedish pension, board fees, some employment income — can be taxed under SINK (särskild inkomstskatt för utomlands bosatta), a flat final tax that is being reduced to 22.5% from 1 January 2026 and to 20% from 2027 (Skatteverket). Because the UAE levies no personal income tax, getting your Swedish tax status right is where most of the planning value sits — take advice before you go.

3. Ports and transit times

Sweden’s main gateway for containerised household goods is the Port of Gothenburg on the west coast, Scandinavia’s largest port and the only Swedish terminal able to handle the world’s biggest container vessels (Port of Gothenburg). Most sea shipments to the UAE leave from Gothenburg, usually transhipping through a major European hub before the run down through Suez to Jebel Ali (Dubai) or Khalifa Port (Abu Dhabi) — the UAE’s principal deep-water container ports. Air freight moves through Stockholm Arlanda or Gothenburg Landvetter to Dubai or Abu Dhabi.

The following transit times are freight-industry estimates, not official figures, and vary with sailing schedules, transhipment and customs:

  • Sea freight (FCL/LCL): roughly 3–6 weeks port-to-port from Gothenburg to Jebel Ali, plus packing, export clearance and final delivery at each end.
  • Air freight: typically 3–8 days door-to-door, subject to booking and clearance.

Treat these as planning ranges only and confirm the actual schedule with your mover before you commit to dates such as visa appointments or a lease start.

4. The UAE import side

When your shipment reaches a UAE port, a licensed customs broker (usually arranged by your moving company) clears it. The determining factor is whether the goods are for personal use: items for personal use are duty-exempt after inspection by customs officers (Dubai Customs). The core documents required for a personal-effects clearance are:

  • A copy of your passport and your UAE residence visa (or Emirates ID);
  • A detailed inventory / packing list of everything in the shipment;
  • The original bill of lading (sea) or air waybill (air).

Your broker will typically also prepare a customs declaration in the relevant emirate’s system and, where the destination is a specific employer or free zone, a No-Objection Certificate and power of attorney. Customs officers physically inspect the container. Printed matter and media (books, films, recordings, software) are subject to content screening, so pack them for easy access and list them clearly. Anything found to be new and in commercial quantities is charged 5% duty plus 5% VAT (u.ae). Keep in mind the standard traveller allowance is separate and small — gifts, perfumes and personal luggage up to AED 3,000 carried with you are exempt (u.ae); a full household shipment is cleared under the personal-effects procedure above, not this allowance.

5. Pets

UAE arrival side (MOCCAE). Dogs and cats need a prior import permit from the Ministry of Climate Change and Environment (MOCCAE), obtained online before travel; the pet must arrive as manifested cargo, not in the cabin. Requirements include an ISO-standard microchip implanted before the rabies vaccination, rabies vaccination given when the animal is at least 12 weeks old and at least 21 days before travel, and the core dog/cat vaccinations. Countries outside MOCCAE’s low-risk list also require a rabies antibody titration (FAVN) test, and there are banned dog breeds and a cap on pets per person per year (MOCCAE). Always confirm the current permit conditions on the MOCCAE portal, as the low-risk country list and fees change.

Sweden departure side (Jordbruksverket). On the Swedish end, the Swedish Board of Agriculture (Jordbruksverket) governs taking dogs, cats and ferrets out of the country. The animal must be microchipped and vaccinated against rabies (with at least a 21-day wait after primary vaccination), and only an official veterinarian — not every vet in Sweden holds that appointment — can issue the export health certificate. Jordbruksverket is explicit that it is your responsibility to find out and meet the destination country’s rules, so the MOCCAE requirements above drive what your Swedish vet must certify (Jordbruksverket). Swedish Customs also point pet owners to the same board’s rules for travel (Tullverket).

6. Vehicles, money and things people forget

Vehicles. Cars can be shipped but are not treated as duty-free personal effects: UAE Customs assess them at 5% of value through the Customs Valuation Department, with the original invoice, bill of lading and passport copy required (Dubai Customs). Registration and testing in the UAE add further steps, so many movers sell in Sweden and buy locally.

Money. You must declare cash, negotiable instruments, gold and precious stones exceeding AED 60,000 (or the equivalent) when entering or leaving the UAE, filed with the ICP via declare.customs.ae or the Afseh app; failure to declare risks fines and confiscation (u.ae).

Commonly forgotten. Alcohol carries very high UAE duty (50%) and separate residency licensing rules; prescription medicines can require pre-approval; and Sweden’s export declaration must list capital goods individually.
