The Finland-to-UAE corridor is a genuine two-jurisdiction move: because the United Arab Emirates sits outside the EU customs and fiscal territory, your household shipment leaves the Union entirely. That means an export leg governed by Finnish Customs, the Finnish population register and the Finnish tax authority, and an import leg governed by UAE customs, immigration and the UAE environment ministry. This guide covers both halves — the departure and export side in Finland and the arrival and import side in the UAE — plus a short note on the reverse direction. It is written for a resident of Finland (a Finnish citizen or a long-term foreign resident) relocating to the Emirates for work, family or a Golden Visa.

1. Your UAE visa status determines the customs treatment

Before any container ships, sort out your immigration status, because it drives whether your goods clear duty-free. The UAE issues residence through categories that include the work visa and the Golden visa, and your Emirates ID follows the residence visa (u.ae). Duty-free clearance of used personal effects is available to residents — both nationals returning from abroad and foreigners arriving for the first time to reside — subject to the conditions set by the customs authority (u.ae).

At clearance, UAE customs will want proof of that status: a copy of your passport and residence visa (Dubai Customs). If your Emirates ID is not yet printed when the shipment lands, your entry permit is typically used in the interim — which is exactly why air-freighting the essentials while sea-freighting the bulk (which arrives weeks later) is the usual sequencing.

2. The Finland export side: customs, deregistration and tax exit

Customs authority. The relevant body is Finnish Customs (Tulli). Because the UAE lies outside the EU, "you should submit an export declaration on your removal goods" when you move there (Tulli). A private individual files this in Tulli’s online Customs Clearance Service, logging in with online banking codes, a mobile certificate, a certificate card or the hightrust.id identification token (Tulli). An export declaration is required when "the value of the goods or consignment exceeds 1 000 euros or the weight exceeds 1 000 kilograms," and it must be made while the goods are still in Finland and can be inspected by Customs (Tulli). Enclose a general list of your removal goods ("one bed, a television set, 3 kg of clothes, dishes, books"), and keep the decision on release with certification of exit and the MRN as proof that the goods left Finland (Tulli). Note that some items are export-restricted — firearms, cultural objects and protected species — and Customs may ask to inspect them, along with the relevant permits (Tulli).

Deregistration. You must notify the Digital and Population Data Services Agency (DVV) of your move — "the mover is obliged to notify us of her or his move abroad." A stay shorter than one year is temporary (you keep your Finnish municipality of residence and state an end date); anything longer is treated as permanent, and "you no longer have a municipality of residence in Finland" (DVV). Provide your foreign address so that Finnish authorities can still reach you on pensions and similar matters.

Tax exit. File the same move-abroad notification with the Finnish Tax Administration (Vero). As a Finnish citizen, "you will normally continue as a Finnish tax resident during the tax year of your relocation, and for the three following tax years" — the three-year rule (Vero). You can become non-resident sooner only if you show that you retain no essential ties: a permanent home in Finland, a spouse remaining there, real property other than a summer cottage, Finnish social-security cover, or a business or work performed in Finland all count as strong ties (Vero). Even after leaving, Finnish-source pension, dividend, interest and rental income generally remain taxable in Finland (Vero).

3. Ports and transit times

Most Finnish household sea freight leaves through the country’s two main cargo gateways. The Port of HaminaKotka on the Gulf of Finland is the biggest port in Finland, with the Mussalo container terminal handling the bulk of the country’s boxes (HaminaKotka). The Port of Helsinki’s Vuosaari Harbour is Finland’s leading cargo port by value of goods. From either, a full-container or groupage load routes via a North-European hub (Rotterdam, Antwerp or Hamburg) and onward to Jebel Ali (Dubai), the UAE’s principal port, or Khalifa Port (Abu Dhabi).

The following transit times are freight-industry estimates, not official figures, and they vary with sailing schedules, transshipment and consolidation:

  • Sea freight (container or groupage): roughly 4–7 weeks door-to-port from Finland to Jebel Ali, plus clearance.
  • Air freight: typically a few days to about a week in transit, at a far higher cost per kilo.

4. The UAE import side

On arrival, your goods clear through UAE customs (Dubai Customs at Jebel Ali or DXB, or the relevant emirate’s authority). Used personal effects and household items are exempted from customs duty after inspection; the catch is that "a 5% customs tax will be imposed on goods if found by the customs inspectors to be in commercial quantities" or brand new (Dubai Customs). The standard UAE and GCC tariff is 5% of the value of goods plus Cost, Insurance and Freight, the common external tariff of the GCC Customs Union (u.ae).

Prepare these documents for personal-effects clearance: a passport copy, a residence visa copy, and a written list of the imported goods (Dubai Customs). Sea shipments also need the original bill of lading (air shipments the air waybill), and forwarders typically require a No Objection Certificate from your sponsor or employer. A physical customs inspection of the container is routine, so make your packing inventory accurate and detailed. Watch for prohibited and restricted goods — alcohol beyond personal allowances, certain medicines, and printed or media material can be seized.

5. Pets

Leaving Finland. The Finnish Food Authority (Ruokavirasto) is responsible. A pet must be marked with a microchip (or a tattoo) so that it can be identified, and "an individual or operator who exports a pet from Finland to a country outside the EU is responsible for examining and meeting the requirements for imports in the country of destination" (Ruokavirasto). Almost always the pet must travel with a health certificate, and an EU pet passport is recommended — it is also what you will need for re-entry to the EU (Ruokavirasto).

Entering the UAE. An import permit from the Ministry of Climate Change and Environment (MOCCAE) must be approved before the pet travels, or it will not clear on arrival (MOCCAE). Requirements include a permanent microchip whose number matches the health certificate, a rabies vaccination, an authorised veterinary health certificate, and transport as manifested cargo under IATA conditions (MOCCAE). A maximum of two companion animals per person per year may be imported (MOCCAE). Several "dangerous" dog breeds — including the American Pit Bull Terrier, the American Staffordshire Terrier and various mastiff types — are banned from import under UAE law. Confirm your dog’s breed against the current MOCCAE list before booking.

6. Vehicles, money and things people forget

Vehicles. Cars are not duty-free: the UAE levies a 5% customs tax on the assessed value of each imported vehicle (Dubai Customs). On the Finnish side, a car exported outside the EU also needs an export declaration. Given specification differences and registration hurdles, many movers sell in Finland and buy locally.

Money. You must declare cash, travellers’ cheques, jewellery, precious metals or bearer instruments exceeding AED 60,000 when entering the UAE, done online via the Afseh platform (u.ae; Dubai Customs). Non-declaration risks confiscation.
