The duty-free clearance of a full household is reserved for foreigners coming for residence in the country, and Dubai Customs requires a residency visa copy (or Emirates ID) alongside your passport and a packing list to process the clearance (Dubai Customs).
In practice this means your sea or air shipment should be timed so that your residence visa is issued — or at least the entry permit and medical/Emirates-ID process is underway — by the time the container lands. If goods arrive before your status is sorted, you face storage and demurrage at the port. Used, non-commercial personal effects clear free of duty after inspection; if inspectors find brand-new goods in commercial quantities, a 5% customs duty is levied on those items (Dubai Customs). 2. The Italy export side: customs, deregistration and tax exit

The consignment is inspected; used personal and household effects clear duty-free, while any new or commercial-quantity goods attract the standard 5% customs duty on the CIF value (u.ae). Your mover’s UAE agent normally lodges the customs declaration and arranges the port-to-door leg. Keep prohibited and restricted items out of the container — the UAE controls alcohol, certain medicines, and printed and media material tightly, and undeclared restricted goods can hold up the whole shipment.
5. Pets: both ends of the journey
Into the UAE. Every cat or dog needs an import permit from the Ministry of Climate Change and Environment (MOCCAE), applied for online before travel through the MOCCAE portal (MOCCAE). The core requirements: a microchip to ISO standard 11784/11785; a valid rabies vaccination; and an official veterinary health certificate issued shortly before departure. Depending on the exporting country’s MOCCAE risk classification, a rabies antibody titration (FAVN) test may also be required — confirm your case against the current MOCCAE list when you apply. Pets travel as manifested air cargo, not in the cabin, and there are restrictions on certain breeds and a limit of two animals per person per year. Out of Italy. You will need the original invoice, certificate of origin, bill of lading and export documents.
