Relocating from the Netherlands to the United Arab Emirates means leaving the EU customs union entirely, so this is a genuine two-country move with formalities on both ends. On the Dutch side you file an export declaration, deregister from the population register and settle your tax exit; on the UAE side your household shipment clears customs against a residence visa, and duty depends on whether goods are used or new. This guide walks through both halves in the correct order, covers pets and vehicles, and closes with a short note on the reverse move. It is written for a resident of the Netherlands, whether Dutch national or expat, moving personal belongings and a whole life to Dubai, Abu Dhabi or another emirate.

Key takeaways

  • Because the UAE is outside the EU, you must file a formal export declaration for your removal goods with Dutch Customs (Douane), together with an itemised inventory list (douane.nl).
  • Export declarations are submitted electronically through the Dutch systems DMS or AGS, and the declarant must be established in the EU (douane.nl).
  • If you will live abroad for more than 8 months within a year you must deregister from the Personal Records Database (BRP) at your municipality, done within the 5 days before departure (netherlandsworldwide.nl).
  • For the year you leave you file a Dutch M-form (migration) tax return (belastingdienst.nl).
  • In the UAE, used personal effects and household goods are cleared duty-free; new items and commercial quantities attract 5% customs duty (u.ae).
  • Dubai Customs clears personal effects against a passport copy, residency visa copy and a written list of goods (dubaicustoms.gov.ae).
  • Pets need a MOCCAE import permit obtained before travel, an ISO microchip, a valid rabies vaccination and travel as manifest cargo (moccae.gov.ae).
  • Carrying cash or instruments over AED 60,000 into the UAE must be declared (u.ae).

1. Your UAE visa status drives everything

The single fact that determines how your shipment clears UAE customs is your residence status. UAE customs treats household goods as the personal effects of an incoming resident, and Dubai Customs explicitly requires a residency visa copy as part of clearing personal effects (dubaicustoms.gov.ae). In practice this means the immigration step comes first: a UAE residence visa is issued, and only then can your Emirates ID be produced, which serves as proof of your residency (u.ae).

Because the Emirates ID process only begins once the residence visa is issued (u.ae), the sensible sequencing is clear: secure your job or sponsor and residence visa, then time your sea or air freight so the container arrives after your visa is in hand. Shipping ahead of your visa can leave goods sitting in bond. Everything below — customs treatment, the paperwork, even importing a car — hangs off this residency thread.

2. The Dutch export side: customs, deregistration and tax exit

Customs authority and export declaration. The Dutch customs authority is the Douane, part of the Belastingdienst (Tax and Customs Administration). Moving within the EU needs no customs declaration, but the UAE is a non-EU destination, so Dutch Customs is clear: you must file an export declaration for your removal goods and include an inventory list (douane.nl). The declaration is filed electronically via DMS or AGS, and the declarant must be based in the EU — which is why most people have their moving company or a customs forwarding agent lodge it on their behalf (douane.nl). Watch for cultural goods such as art and antiques, which are subject to separate export rules (douane.nl).

Deregistration from the BRP. If you will live abroad for more than eight months within any twelve, you must deregister from the Basisregistratie Personen (BRP) — the population register — even if you keep a Dutch home. You do this at your municipality (gemeente), and it can only be done in the window of the five days before your departure up to the departure day itself. After deregistration your details move to the Non-residents Records Database (RNI) and your BSN stays valid. Deregistration is passed automatically to other bodies, including the tax authorities, your health insurer and pension funds — so doing it on time stops you being billed as a resident. Ask the municipality for an international proof of deregistration, which you may need to register in the UAE (netherlandsworldwide.nl).

Tax exit. For the year in which you emigrate you file a special migration return, the M-form, which covers the part of the year you were a Dutch resident. From 2020 onwards this is usually filed online via Mijn Belastingdienst with a DigiD, or on a paper form M if you cannot file online; the Tax Administration has up to three years to process it (belastingdienst.nl).

3. Ports and transit: realistic, not official, timings

The Netherlands is a natural launch point for a UAE-bound shipment. Rotterdam is the largest port in Europe and one of the world’s top ten container ports, with direct deep-sea services to the Middle East (portofrotterdam.com); most 20ft or 40ft household containers to the UAE sail from here, typically discharging at Jebel Ali, the region’s main container gateway. Air freight and accompanied excess baggage generally move through Amsterdam Schiphol.

Transit times below are freight-industry estimates, not official figures, and they vary with carrier schedules, consolidation and customs:

  • Sea freight (FCL/LCL), Rotterdam to Jebel Ali: commonly quoted at roughly 3–5 weeks port-to-port, longer for consolidated (groupage) loads that wait to fill.
  • Air freight, Schiphol to Dubai: typically a few days to about a week door-to-airport, plus clearance.

Treat any single number a mover gives you as a planning estimate and build in buffer, especially around your visa timing.

4. The UAE import side: the customs process

Once your goods reach the UAE, clearance runs under the Federal Authority for Identity, Citizenship, Customs & Ports Security (ICP) at federal level, with the local customs administration — Dubai Customs at Jebel Ali, or the relevant emirate’s authority — handling the shipment (u.ae).

The good news for a genuine relocation: used personal effects and household goods are exempt from duty. The standard UAE customs duty is 5% of value plus cost, insurance and freight, but that applies to new items or anything found in commercial quantities; a 5% charge is imposed if inspectors judge the goods commercial rather than personal (u.ae).

The Dubai Customs service is called Clearance of Personal Effects, and for passenger/personal-use goods it requires a passport copy, a residency visa copy and a written list of the imported goods (dubaicustoms.gov.ae). This is why the packing inventory you prepared for the Dutch export declaration does double duty — keep it accurate and detailed, in English, with values. Alcohol and tobacco are restricted and dutiable (alcohol at 50%, cigarettes at 100%), so declare them rather than hide them (u.ae).

5. Pets: rules on both ends

Leaving the Netherlands. Dogs and cats are among the goods Dutch Customs flags as subject to special rules when you relocate abroad, so confirm export and health-certificate requirements before you fly (douane.nl).

Entering the UAE. Pet imports are governed by the Ministry of Climate Change and Environment (MOCCAE), which issues the mandatory import permit you must obtain online before your pet travels. MOCCAE’s core conditions: the animal must carry a microchip implanted before the rabies vaccination; the rabies vaccination must be given no earlier than 12 weeks of age and at least 21 days before travel; and a valid health certificate signed by an official or government vet shortly before travel is required (moccae.gov.ae). Pets must arrive as manifest cargo, not cabin or checked baggage. Abu Dhabi’s official residents’ office likewise confirms MOCCAE approval and microchipping as the baseline for relocating with pets (adro.gov.ae). Service, emotional-support or medical dogs need additional certified training documentation (moccae.gov.ae).

6. Vehicles, money and things people forget

Your car. You can technically export a Dutch-registered vehicle, but do not expect the BPM (private motor vehicle and motorcycle tax) refund. That refund requires the RDW (Netherlands Vehicle Authority) to give the vehicle "export" status and the car to be permanently re-registered in another EU country or in Iceland, Liechtenstein or Norway within 13 weeks — a UAE re-registration does not qualify (government.nl). Combined with UAE import formalities and 5% duty on the assessed value (dubaicustoms.gov.ae), shipping a car is often uneconomic unless it is something special.

Cash. Declare cash or negotiable instruments over AED 60,000 when entering the UAE, via the federal ICP declaration channels (u.ae).

Easy to forget: collect your international proof of deregistration; keep the export declaration and inventory for UAE clearance; time freight to your visa; and remember that alcohol, drones and certain electronics are restricted on the UAE side.

How Flyto handles your Netherlands to the UAE move

Flyto runs strong in-house European operations — our own offices, warehouses, teams and vehicles across Northern, Central and Southern Europe — so the Dutch collection, packing, export declaration and Rotterdam or Schiphol departure are handled directly by us. For the long-haul leg and destination clearance we combine a carefully chosen partner and subcontractor network with trusted local partners in the UAE, so your shipment is cleared correctly against your residence visa on arrival. We do not claim to do every mile ourselves; we own the parts we do best and vet the rest.

Frequently asked questions

Do I really need an export declaration for my own furniture?
Yes. Because the UAE is outside the EU, Dutch Customs requires an export declaration plus an inventory list for removal goods, filed via DMS or AGS by an EU-based declarant (douane.nl).

When must I deregister from my municipality?
If you will be abroad more than 8 months in a year, deregister in person at your gemeente within the 5 days before departure; you then move to the RNI and the tax office is notified (netherlandsworldwide.nl).

Will I pay UAE duty on my household goods?
Used personal effects and household goods clear duty-free; the 5% duty applies to new items or commercial quantities (u.ae).

What does Dubai Customs need from me?
For personal effects: a passport copy, residency visa copy and a written list of the goods (dubaicustoms.gov.ae).

Can my dog fly in the cabin?
No. Under MOCCAE rules pets enter as manifest cargo, with an import permit, microchip and valid rabies vaccination (moccae.gov.ae).

How long is sea freight to the UAE?
Movers commonly estimate roughly 3–5 weeks Rotterdam to Jebel Ali, but this is an industry estimate, not an official schedule.

Reverse direction: the UAE back to the Netherlands

Moving home works in mirror image. Returning residents can generally import household goods into the Netherlands free of import duty, provided you have lived outside the EU for at least twelve consecutive months and have owned and used the goods for at least six months — with an inventory list to support the claim (douane.nl). On arrival you re-register in the BRP at your municipality, and for the year of return you again file an M-form migration tax return (belastingdienst.nl).
