The Belgium-to-UAE corridor is one of the busiest professional relocation routes out of the Low Countries: engineers, finance staff, consultants and families leaving Brussels, Antwerp, Ghent or Leuven for Dubai, Abu Dhabi or Sharjah. A move like this has two customs halves that most people underestimate. On the Belgian side you must formally leave the population register, settle your tax position, and lodge an export declaration for your household goods before they leave the EU. On the UAE side your shipment is only released once you hold a valid residence visa, because residency is what unlocks the duty exemption on used personal effects. This guide walks through both halves in order, plus pets, vehicles, money, and a short note on moving back. It is written for a resident of Belgium relocating to the UAE in 2026.

Key takeaways

  • Belgian customs formalities for personal goods are handled by the General Administration of Customs and Excise within FPS Finance (finance.belgium.be).
  • Because the UAE is outside the EU, you must lodge an export declaration with Belgian Customs and submit a list of the goods you are taking (FPS Finance).
  • Leaving Belgium permanently requires deregistering in person at your commune before departure; you receive a Model 8 certificate of removal from the national register (IBZ).
  • Deregistration changes your tax status; you must file a final resident return and thereafter, if relevant, a non-resident return (FPS Finance – Leaving Belgium).
  • In the UAE, used personal effects and household goods are exempt from customs duty; brand-new items or commercial quantities are charged 5% (Dubai Customs, u.ae).
  • A valid UAE residence visa (or Emirates ID) plus a passport copy and an itemised goods list are required to clear personal effects (Dubai Customs).
  • Pets need a MOCCAE import permit before travel and are governed by the UAE’s approved-country classification (MOCCAE, u.ae).
  • Carrying cash or valuables above AED 60,000 in or out of the UAE must be declared to customs (Dubai Customs).

1. Your UAE visa status decides everything

The single most important fact about importing household goods into the UAE is that the duty exemption is tied to residency, not to citizenship or to the shipment itself. The UAE grants duty-free entry to used personal effects and household items brought in by people coming to reside in the country, subject to conditions — the items must be used rather than new, of non-commercial quantity, and not for resale (u.ae). In practice this means your residence visa must be issued and stamped (or your Emirates ID available) before customs will release a sea or air shipment to you (Dubai Customs).

The practical consequence for a Belgium move is simple: sequence your visa and your freight. UAE residence visas are almost always employer- or property-sponsored, and the entry permit, medical, Emirates ID and visa stamping all take time after you land. If your container reaches Jebel Ali before your visa is finalised, it may sit in bonded storage accruing demurrage. Many families ship an air-freight "first-week" box and send the bulk by sea to arrive after the visa is settled.

2. The Belgium export side

The authority. Customs on the Belgian side is the General Administration of Customs and Excise (AGD&A / AAD&A), part of the Federal Public Service Finance (finance.belgium.be). Belgium uses the EU’s electronic export system, so your remover files the declaration electronically rather than you queuing at a counter.

Deregistration (leaving the population register). If you are leaving Belgium permanently, you must report your departure in person at your commune (gemeente / commune) — no later than the day before you leave. The municipality removes you from the population registers and issues a Model 8 certificate (proof of discharge from the population registers) (IBZ; Model 8 form, IBZ). Communes typically ask you to complete a departure declaration in the days before you go and then email you the Model 8 (Stad Gent). Keep this certificate: it evidences the date you ceased to be a Belgian resident, which matters for both tax and customs.

The export declaration. Because the UAE is a non-EU country, FPS Finance is explicit that you must lodge an export declaration for your personal goods with Customs and submit a list of the goods you are taking (FPS Finance). Your itemised inventory — the same list your mover prepares for the UAE side — feeds this declaration. FPS Finance flags that separate rules apply to excise goods, vehicles, pets, cultural goods and prohibited goods, and advises confirming the destination-country formalities separately (FPS Finance). Unlike import into the EU, a personal-effects export carries no duty: the declaration is a control formality, and there is no personal duty or value threshold you pay to take your own used belongings out.

Tax-residency exit. Deregistering at the commune is what actually ends your Belgian tax residency. You are then required to file a final resident income-tax return covering the part of the year you were resident, and — if you keep Belgian-source income such as rental property — a subsequent non-resident return (FPS Finance – Leaving Belgium: tax return; Non-resident income tax return). The UAE levies no personal income tax, but your Belgian obligations for the departure year still stand, so settle them cleanly before you go.

3. Ports and realistic transit times

Belgium’s dominant seaport — and the natural gateway for a UAE-bound container — is the Port of Antwerp-Bruges, formed by the 2022 merger of Antwerp and Zeebrugge and now Europe’s largest export port (Port of Antwerp-Bruges). Most household sea freight from Belgium loads at Antwerp, though shipments are also routed via Rotterdam (Netherlands) when sailing schedules suit. Belgian Customs publishes guidance on export procedures from a Belgian seaport for the paperwork side (FPS Finance).

Air freight departs mainly from Brussels Airport (BRU) and Liège (LGG), arriving into Dubai (DXB/DWC) or Abu Dhabi (AUH).

The following are freight-industry estimates, not official figures, and vary with sailing schedules, consolidation and customs:

  • Sea freight (Antwerp → Jebel Ali): roughly 3–6 weeks port-to-port for a full container; longer for shared/groupage loads that wait to consolidate.
  • Air freight (Brussels → Dubai): typically 3–8 days door-to-door including handling and clearance.

Treat these as planning ranges, and build your buffer around the visa timeline rather than the sailing time.

4. The UAE import side

Once your visa is in place, clearance of personal effects is administered by the relevant emirate’s customs authority — Dubai Customs at Jebel Ali/DXB, and the equivalent authorities in Abu Dhabi and Sharjah — under the Federal Authority for Identity, Citizenship, Customs & Ports Security (ICP) framework (u.ae).

What you present. Dubai Customs’ personal-effects procedure lists the core documents as a passport or Emirates ID copy, a residency visa copy, and a list of the imported goods (Dubai Customs). Your shipping documents — the original bill of lading (sea) or air waybill (air) — release the cargo from the carrier. In Abu Dhabi the owner is generally expected to be present for clearance.

Duty treatment. After inspection, used personal effects and household items are exempted from customs duty. If inspectors find brand-new goods in commercial quantities, a 5% customs duty is levied on those items (Dubai Customs). The standard UAE/GCC tariff is 5% of CIF value for dutiable goods, with much higher rates on alcohol and tobacco (u.ae). Keep original receipts for any newer, high-value items so you can evidence personal use.

Restricted items. The UAE enforces the GCC common customs law on prohibited and restricted goods. Be careful with medicines, certain electronics, drones, and any printed or media material; alcohol imports are tightly controlled. Check the current restricted list before packing (u.ae – Banned and restricted goods).

5. Pets: both ends

Leaving Belgium. The Belgian animal-health authority is the FASFC (AFSCA / FAVV). A dog, cat or ferret must be identified by a microchip and hold a European pet passport, with a valid rabies vaccination (FASFC). For travel to a non-EU country the destination country’s rules apply, and in most cases the UAE will require an official animal health certificate issued in the days before departure (FASFC – travelling outside the EU). FASFC warns that a rabies vaccination treated as valid for a longer period within the EU may be recognised for a shorter window by a non-EU destination — many apply a one-year validity — so confirm the timing against the UAE requirement, not the Belgian one.

Entering the UAE. The competent authority is the Ministry of Climate Change and Environment (MOCCAE). You must obtain a MOCCAE import permit before the pet travels (MOCCAE). Whether a rabies antibody titration (blood) test is required depends on the origin country’s classification under MOCCAE’s approved-country system, which is updated according to the global animal-health situation (u.ae). Separately, the UAE bans private ownership of wild, dangerous and exotic animals under Federal Law No. 22 of 2016, with dog owners required to license and leash their pets (u.ae); MOCCAE’s import rules prohibit a list of specific dog breeds (pit-bull types, certain mastiffs, the Japanese Tosa, and their crosses) (MOCCAE). Because the exact microchip, vaccination-interval and titre-test conditions change with the epidemiological status, verify them on the MOCCAE portal shortly before you apply. Note that pets generally travel as manifested cargo, not in-cabin.

6. Vehicles, money, and things people forget

Vehicles. A privately imported car is treated as a dutiable import: Dubai Customs applies 5% customs duty on the vehicle’s value, and clearance requires the invoice, bill of lading and your ID/visa (Dubai Customs). The vehicle must then pass inspection and be registered locally, and non-GCC-spec cars may need modifications. In Belgium, exporting a car means deregistering the plate with the DIV and handling the export declaration as a special category (FPS Finance). For most movers, selling in Belgium is simpler than shipping.

Money. Carrying cash, financial instruments, precious metals or precious stones equivalent to AED 60,000 or more in or out of the UAE must be declared to customs (online or via the official app), with a confiscation risk for non-declaration (Dubai Customs). Leaving the EU, the parallel €10,000 cash-declaration rule applies at the Belgian border.

Easily forgotten. Cancel or transfer Belgian utilities, mutuelle/health-insurance and mobile contracts; redirect your post; keep your Model 8 and final tax filings; and remember that separate export rules cover excise goods and cultural goods (FPS Finance).

How Flyto handles your Belgium to the UAE move

Flyto runs strong in-house European operations — our own offices, warehouses, teams and vehicles across Northern, Central and Southern Europe — so the Belgian collection, export paperwork and loading are handled by people we manage directly. For the long-haul leg and the UAE arrival we combine that with a carefully chosen partner and subcontractor network and trusted local partners in the UAE for customs clearance and delivery. We do not claim to do every step ourselves; we coordinate the whole chain end-to-end so nothing falls between the two customs halves.

Frequently asked questions

Do I pay customs duty to take my furniture out of Belgium?
No. Exporting your own used personal effects carries no personal duty; Belgium requires an export declaration with a goods list as a control formality because the UAE is outside the EU (FPS Finance).

Can my shipment clear UAE customs before my residence visa is issued?
In practice, no. The duty exemption and release of personal effects depend on a valid residence visa / Emirates ID (Dubai Customs). Time your sea freight to arrive after the visa.

What makes UAE customs charge me 5%?
Duty applies to brand-new items or commercial quantities, not to genuinely used household goods (Dubai Customs). Keep receipts to prove personal use of newer belongings.

Do I have to deregister at my commune before leaving?
Yes — report your departure in person before you leave; you receive the Model 8 certificate and your tax dossier moves accordingly (IBZ).

What does my dog or cat need?
A microchip and EU passport on the Belgian side plus a destination health certificate (FASFC), and a MOCCAE import permit on the UAE side (MOCCAE). Confirm titre-test needs by origin country.

And if I move back — the UAE to Belgium?
On return you again lodge the customs side with FPS Finance, and personal property may be imported into Belgium free of duty if conditions are met (residence abroad of at least 12 months, goods owned and used at least 6 months, imported within 12 months of re-establishing residence) (FPS Finance – moving from a non-EU country to Belgium). Pets need the FASFC return conditions — microchip, rabies vaccination and, from many countries, a titre test (FASFC).
