A move like this has two halves, each governed by a completely different rule set. On the German side you are leaving the EU customs and tax territory, which means deregistration, a possible export declaration and a hard look at your tax residency. On the UAE side you are importing household goods against a residence visa through UAE Customs. This guide walks through both halves in the correct order, plus a short note on returning to Germany later. 1. Your UAE immigration status drives everything

Before customs treatment even enters the picture, your UAE visa status decides whether your shipment clears duty-free. UAE Customs releases used personal effects without duty only against a valid residence visa or Emirates ID (Dubai Customs). The UAE distinguishes an entry permit (which lets you enter and is issued before arrival) from the residence visa (issued once you are inside the country, after which you receive your Emirates ID) (UAE Government).

Most work-based moves run through the Ministry of Human Resources and Emiratisation (MoHRE) for the work permit and the General Directorate of Residency and Foreigners Affairs (GDRFA) or the federal ICP system for the residence visa. A work permit is typically valid two months from issue, and the residence visa for one, two or three years depending on type and sponsor (UAE Government).

The practical consequence: time your sea freight to arrive after your residency is issued. If the container lands before your visa and Emirates ID are ready, you face storage and demurrage charges at the port. Many movers deliberately ship a few weeks after the person flies out.

2. The Germany export side

The authority. Germany’s customs service is the Zoll (Bundeszollverwaltung / Generalzolldirektion). Because the UAE sits outside the EU customs territory, your goods must be placed under the export procedure when they leave the EU (Zoll).

The export declaration. Germany’s electronic customs system is ATLAS; in a full declaration the declarant’s signature is replaced by a participant identification number (BIN) (Zoll). For low-value private consignments there is a lighter path: goods of a commercial nature up to a value of €1,000 may be declared orally at the office of exit (an airport, seaport or border customs office) instead of electronically (Zoll). A full container of household goods will normally exceed that threshold, so a professional forwarder files the ATLAS export declaration on your behalf and hands you the export accompanying document.

Deregistration (Abmeldung). Under the Bundesmeldegesetz, anyone giving up their German dwelling to move abroad must deregister with the competent registration authority (Meldebehörde) (Your Europe / EU). You receive a deregistration certificate (Abmeldebestätigung), which you will need to cancel the broadcasting fee, health insurance and other contracts, and which German missions abroad reference. The Federal Foreign Office reminds citizens that failing to deregister keeps you formally resident in Germany (Auswärtiges Amt).

Tax-residency exit. Ending your German residence normally ends your unlimited income-tax liability. The point to plan for is Wegzugsbesteuerung (exit taxation) under §6 of the Außensteuergesetz: if you have been subject to unlimited tax liability for at least seven of the last twelve years and hold at least 1% of the shares in a corporation, unrealised gains ("hidden reserves") can be taxed at the moment you leave (Bundesfinanzministerium). Separately, from 2025 an exit-tax rule also applies to large investment-fund holdings under the Investmentsteuergesetz (§19 InvStG). If you own a GmbH stake or a substantial fund position, get German tax advice before you deregister — this is the single most expensive item people overlook.

3. Ports and transit times

Ocean freight to the UAE almost always departs from northern Germany. Hamburg is Germany’s largest seaport and its leading container gateway (Hamburg Port Authority), while Bremerhaven is one of Germany’s largest container ports and one of Europe’s biggest car terminals (bremenports). Moves from southern Germany are often trucked to these ports, or occasionally routed via Rotterdam or Antwerp.

The transit times below are freight-industry estimates, not official government figures, and vary with sailing schedules, transhipment and port congestion:

  • Sea freight (FCL/LCL), Hamburg/Bremerhaven → Jebel Ali (Dubai): roughly 4–6 weeks port-to-port, plus packing and customs at both ends — realistically 7–10 weeks door-to-door (industry estimate).
  • Air freight, Frankfurt/Munich → Dubai: typically 3–7 days in transit, plus clearance (industry estimate).

Jebel Ali is the main UAE seaport of entry for household goods. Air is used for urgent items or small moves; sea remains the norm for a full household.

4. The UAE import side

Once your residency is in hand, clearance of a personal shipment is straightforward. UAE Customs treats used household furniture, clothing, books, kitchenware, electronics and personal items as personal effects, which are exempt from duty after inspection; anything new, in commercial quantity or intended for resale attracts 5% customs duty (Dubai Customs).

Documents required for a personal-effects clearance are:

  • Passport copy and/or Emirates ID copy;
  • Residence visa copy;
  • A detailed inventory / packing list of the shipment;
  • Bill of lading (sea) or air waybill (air), supplied by your forwarder;
  • A No Objection Certificate (NOC) from your sponsor/employer, commonly requested.

The declaration itself is filed electronically. Dubai Customs offers the Al Munasiq and Dubai Customs apps and the traveller iDeclare app for declarations (Dubai Customs); in practice your appointed clearing agent lodges it. Every shipment is physically inspected, so keep the inventory honest and specific. Alcohol, media, weapons, medicines and live animals are restricted and need prior approval, and general duty-free personal allowances (for example, gifts and personal goods up to AED 3,000, plus tobacco and alcohol limits) apply to accompanied baggage (UAE Government).

5. Pets

Leaving Germany / entering the UAE. To bring a cat or dog into the UAE you need a MOCCAE import permit (Ministry of Climate Change and Environment), applied for online before travel. The permit costs AED 200 per pet and is valid for 30 days; pets may not be imported on an expired permit (MOCCAE). Core requirements: an ISO (11784/11785) microchip implanted before the rabies vaccine; a rabies vaccination administered at least 21 days before travel and valid on arrival, with the animal old enough at vaccination (commonly at least 12–15 weeks); a health certificate whose chip number matches the animal; and cargo-only transport (pets cannot travel in the cabin). Certain dog breeds are banned. Confirm the current country classification and any titre-test requirement on MOCCAE’s portal at the time of travel.

Entering Germany (the reverse). Bringing a pet back into the EU from the UAE requires a microchip, a valid rabies vaccination and an EU animal health certificate (BMLEH; Zoll). Depending on the origin country’s rabies classification, a rabies antibody titre test may or may not be required, and identity/document checks are done at the EU point of entry — confirm the current requirement before booking.

6. Vehicles, money and things people forget

Vehicles. A car imported into the UAE is valued and inspected by Customs, with 5% customs duty levied on its value, plus 5% VAT on the duty-inclusive value (Dubai Customs). The vehicle must meet UAE registration and specification standards; many German-market cars need modification, and shipping plus re-registration often costs more than buying locally. Cost the whole picture before deciding to ship.

Money. Declare cash or financial instruments above AED 60,000 (or foreign equivalent) on entry to or exit from the UAE, via the customs declaration process; there is no fee to declare, but non-declaration risks fines (UAE Government).
