Anyone travelling on a visit visa cannot clear a full household duty-free.

2. The France export side

The authority. France sits inside the EU customs union, so shipping a household to the UAE is an export outside the Union, controlled by the DGDDI (Douane) (douane.gouv.fr). In practice your international mover files the export declaration electronically through the customs system — the single administrative document, lodged via France’s DELTA teleservice — on your behalf; a private individual rarely files it directly.

"Deregistration." France has no residents’ registration office and no municipal deregistration certificate — the concept simply does not exist as it does in, say, Germany. What you must do is fiscal.
