Portugal to Colombia is an intercontinental relocation that touches two very different administrative systems: Portugal’s EU-based tax and customs framework, and Colombia’s non-EU import regime run by DIAN, Migración Colombia and ICA. This guide covers both halves of the move — closing things out correctly on the Portuguese side (tax residency, customs export, pets) and clearing your household goods, pets and vehicle correctly on arrival in Colombia — plus a short note on moving back the other way. It is written for a Portugal-based resident (Portuguese national, EU citizen, or third-country national living in Portugal) relocating to Colombia for work, retirement, or family reasons.

Key takeaways

  • Your Colombian visa category (Visitante "V", Migrante "M" or Residente "R") determines whether you qualify for duty-relief on household goods — check the official visa list first via Cancillería, Tipos de Visa.
  • Portugal’s tax authority, the Autoridade Tributária e Aduaneira (AT), requires you to update your fiscal address/status from resident to non-resident within 60 days via the Portal das Finanças e-balcão (Portal das Finanças); your NIF stays valid for life, only the fiscal status changes.
  • There is no legal obligation for EU citizens to notify AIMA when leaving Portugal, though voluntary deregistration is possible — see the EU’s official "Your Europe" portal (deregistering residence).
  • In Colombia, household goods ("menaje doméstico") for people establishing residence enter under tariff heading 9805.00.00.00 with a single 15% ad valorem tax, one shipment per family unit (usable once every five years), cleared at one customs office only; the goods may arrive up to one month before or four months after you do, but DIAN will not finalize clearance until you have personally arrived — full rules from DIAN, ABC Importación de Menaje Doméstico.
  • Colombia does not allow import of used vehicles except certified antique/classic cars — confirmed by Cancillería’s official FAQ.
  • Cash or monetary instruments over USD 10,000 (or equivalent) must be declared to DIAN on Form 530 when entering or leaving Colombia — see DIAN, Declaración de Viajeros Formulario 530.
  • Pets need paperwork on both ends: DGAV governs export of dogs, cats and ferrets from Portugal to non-EU countries (DGAV, Sair de Portugal para um país fora da UE), and ICA governs entry into Colombia (ICA, Ingreso de Perros y Gatos a Colombia).
  • Returning nationals moving back to Colombia need a consular certificate of foreign residence (24 continuous months in the last 3 years) to qualify for menaje doméstico relief — see Cancillería, Certificaciones.

1. Your Colombian immigration status decides your customs treatment

Colombia’s duty relief for household goods is not automatic for every arriving traveller — it is tied to establishing residence. Migración Colombia and the Ministry of Foreign Affairs (Cancillería) sort foreign nationals into three visa families: Visa V (Visitante) for short stays without intent to settle, Visa M (Migrante), and Visa R (Residente) for those settling permanently (Cancillería, Tipos de Visa). Only people who qualify as a "resident returning from abroad" — someone who has lived outside Colombia at least 24 continuous or discontinuous months within the prior 3 years and is arriving to establish residence — can invoke the menaje doméstico regime that waives import licensing and applies the flat 15% tax instead of standard tariffs, under Colombia’s customs statute (Decreto 1165 de 2019, Article 281, and Resolución 46 de 2019, Article 293, as reflected in the DIAN guidance above). Colombian nationals typically prove this with a consular certificate; foreign nationals typically demonstrate it through their M or R visa together with their cédula de extranjería. Arriving on a tourist/visitor visa with no residence status means your shipment is treated as an ordinary commercial or personal-effects import, without the relief. Confirm your visa category and file for your cédula de extranjería before your container or air shipment arrives — it is one of the documents DIAN will ask for at clearance.

2. The Portugal side: tax exit, customs export, and deregistration

Customs authority. Portugal’s tax and customs functions sit under one body, the Autoridade Tributária e Aduaneira (AT). Because Colombia is outside the EU customs union, moving your belongings out of Portugal is legally an export from EU customs territory, handled through AT’s export declaration procedures; in practice, for a full household move this declaration is normally filed by your moving company or customs broker on your behalf, not by you directly (AT / Portal das Finanças).

Tax residency exit. Before or immediately after you leave, update your fiscal address and residency status on the Portal das Finanças. If you no longer have a Cartão de Cidadão-linked way to do this in person, use the e-balcão path: "Registo Contribuinte > Identificação > Alteração Morada/Singulares," which changes your status from resident to non-resident. The deadline to update is 60 days, and failing to keep your fiscal address current can trigger a fine of €75–€375 (Portal das Finanças, Alteração de Morada FAQ). Your NIF (tax number) is issued for life and does not change — only your fiscal status does. If you retain Portuguese-source income, property, or bank accounts, you may need to appoint a fiscal representative in Portugal after becoming non-resident.

Deregistration. Portugal, like most EU states, does not run a single mandatory "leaving the country" desk for its own or EU citizens. The EU’s official Your Europe portal confirms that deregistering your residence when you move is governed by national rules that vary by country, and Portugal does not impose a blanket legal duty on EU citizens to report departure (Your Europe, Deregistering Residence). What matters administratively is updating your address/status with AT (above); if you hold an AIMA-issued EU registration certificate, you may voluntarily notify AIMA of your departure, though this is not compulsory for EU nationals.

3. Ports and realistic transit times

Portugal’s export cargo for an intercontinental move typically routes through one of the country’s main container ports: Porto de Sines (Portugal’s only deep-water port and its largest container terminal), Porto de Lisboa, or Porto de Leixões near Porto in the north. On the Colombian side, sea freight typically lands at Cartagena or Buenaventura, Colombia’s principal container ports, with onward inland transport to Bogotá, Medellín or other destinations.

The following transit times are freight-industry estimates from typical routings, not figures published by any customs or port authority, and vary with carrier, season and consolidation:

  • Sea freight (FCL/LCL), Sines/Lisbon → Cartagena: roughly 20–30 days port-to-port, plus customs clearance and inland delivery.
  • Air freight, Lisbon → Bogotá: roughly 3–7 days door-to-door for smaller shipments.

Always build in buffer time for Colombian customs clearance of the menaje doméstico shipment: although the goods may physically arrive up to a month ahead of you, DIAN will not finalize the import declaration until you have personally arrived and can present your visa/cédula (see Section 4).

4. The Colombia import side: menaje doméstico and DIAN’s process

Colombia’s tax and customs authority, DIAN (Dirección de Impuestos y Aduanas Nacionales), administers the household-goods import under the "menaje doméstico" regime. Key rules from DIAN’s own guidance (DIAN, Menaje Doméstico and the ABC Importación de Menaje Doméstico PDF):

  • Menaje doméstico covers furniture, appliances and accessories normally used in a home, classified under tariff subheading 9805.00.00.00 (Decreto 1165 de 2019, Art. 281; Resolución 46 de 2019, Art. 293).
  • Only one menaje shipment per family unit, usable once every five years, cleared through a single customs office.
  • The goods may arrive up to one month before or up to four months after the owner’s personal arrival in Colombia, and must be consigned in the owner’s own name. DIAN will not finalize the import declaration until the owner has personally arrived; clearance must be requested within one month of arrival (extendable by one further month).
  • No import registration or import licence is required for menaje doméstico.
  • Goods in the shipment pay a single 15% ad valorem tax, rather than standard commercial tariffs.
  • Qualifying as a "resident returning from abroad" requires having lived outside Colombia at least 24 continuous or discontinuous months within the prior 3 years. Colombian nationals typically prove this with a consular certificate, obtainable from a Colombian consulate (e.g., the consulate in Lisbon) and valid for only one month (Cancillería, Certificaciones). Foreign nationals typically demonstrate it through their M/R visa and cédula de extranjería.

Your customs broker or moving company in Colombia files the import declaration on the DIAN-prescribed form once you and the shipment have both arrived; keep your visa/cédula, consular certificate (if applicable), and an inventory of goods ready for that filing.

5. Pets: paperwork on both ends

Leaving Portugal (export to a non-EU country): Because Colombia is outside the EU, the standard EU pet passport does not cover this move. Portugal’s veterinary authority, DGAV (Direção-Geral de Alimentação e Veterinária), handles export health certification for dogs, cats and ferrets leaving Portugal for third countries, issued at your local DGAV veterinary unit (Unidade Veterinária do Local) shortly before travel (DGAV, Sair de Portugal para um país fora da UE; DGAV, Exportação de Cães, Gatos e Furões). Movements of more than five animals, or animals not travelling with their owner, are treated as commercial and require a TRACES certificate.

Entering Colombia: Colombia’s agricultural authority, ICA (Instituto Colombiano Agropecuario), regulates entry of companion dogs and cats under Resolution 100164 of 7 July 2021. You need an original sanitary certificate issued or endorsed by the official veterinary authority of the country of origin, dated no more than 10 calendar days before arrival, plus vaccination and deworming completed within the timeframes Colombia requires (ICA, Ingreso de Perros y Gatos a Colombia). Start this process at least a few weeks ahead of travel, since certificate validity windows are short and vaccination timing is fixed by regulation.

6. Vehicles, money, and things people forget

Vehicles. Do not plan to ship your car. Under the Andean Automotive Complementarity Agreement, Colombia generally only allows nationalization of new (current or next model-year) vehicles. The narrow exception is for certified antique/classic vehicles at least 35 years old, which need an import licence from the Ministry of Commerce, Industry and Tourism plus a certificate from the Automobile Club of Colombia (Cancillería, official FAQ on used-vehicle imports). Budget for buying a vehicle locally instead.

Money. Cash and "títulos representativos de dinero" (money orders, traveller’s cheques, etc.) over USD 10,000 or the equivalent must be declared to DIAN on Formulario 530 when entering or leaving Colombia — this applies to residents and non-residents alike, with no exceptions (DIAN, Formulario 530).

Easy to forget:

  • Updating your Portuguese fiscal address does not automatically close bank accounts, cancel rental contracts, update vehicle registration at IMT, or notify the SNS health service — each of those needs its own separate step.
  • Menaje doméstico relief in Colombia is a once-per-5-years benefit per family unit — plan a single consolidated shipment rather than several smaller ones.
  • If you keep Portuguese-source income after becoming a non-resident, check whether you need a Portuguese fiscal representative.
  • Sort your Colombian visa/cédula timeline before the shipment departs — DIAN cannot process menaje doméstico clearance until you have arrived and, where applicable, your consular residence certificate is in hand.

Reverse direction: moving from Colombia back to Portugal

Coming back the other way, EU citizens do not need a visa to resettle in Portugal. If you have lived outside the EU for at least 12 consecutive months, customs grants a comparable personal-effects exemption on household goods brought into Portugal under the change-of-residence regime, provided you can document at least six months’ prior use of the goods, a consulate/embassy declaration confirming your twelve months of residence abroad, and a residence certificate (atestado de residência) from your local parish council (junta de freguesia) (documentation required, via CTT desalfandegamento guidance). For pets, entering Portugal from a non-EU country like Colombia follows DGAV’s third-country entry rules, which can include a rabies antibody titration test depending on Colombia’s listed status — check current requirements before booking travel (DGAV, Entrar em Portugal a partir de um país fora da UE).

Frequently asked questions

Do I need a Colombian visa before my household goods can clear customs?
Effectively yes — the menaje doméstico duty relief requires that you are establishing residence (returning national, or foreign national on an M/R visa), not merely visiting. See Cancillería, Tipos de Visa.

Can my shipment arrive in Colombia before I do?
The goods themselves can arrive up to one month ahead of you (or up to four months after), but DIAN will not finalize the import declaration until you have personally arrived in the country and can present your visa/cédula — so plan the shipment’s departure around your own arrival date (DIAN, ABC Menaje Doméstico).

Will my Portuguese NIF number change when I leave?
No, the NIF is issued for life. Only your fiscal status changes from resident to non-resident, which you must update within 60 days on the Portal das Finanças (AT / Portal das Finanças).

Can I bring my car from Portugal to Colombia?
No, in nearly all cases. Colombia does not permit the import of used vehicles except certified antique/classic cars (Cancillería FAQ).

How much cash can I carry into Colombia without declaring it?
Up to USD 10,000 or its equivalent. Above that, you must file DIAN’s Formulario 530 (DIAN, Formulario 530).

How far ahead should I start the pet paperwork?
Start several weeks ahead. Portugal’s DGAV export certificate and Colombia’s ICA entry certificate both have short validity windows tied closely to your travel date, plus fixed vaccination/deworming timing (DGAV export rules; ICA entry rules).
