Short answer: Your Colombian pension contributions are not lost when you emigrate. If you already qualify for a pension, Colpensiones can pay it into a bank account abroad, provided you send a “fe de vida” (proof of life) every six months. If you never reach the age or weeks needed, you can claim back your contributions — indemnización sustitutiva in the public system (Colpensiones/RPM) or devolución de saldos in a private fund (RAIS/AFP); the Constitutional Court has held these rights do not expire. Social-security agreements (the Ibero-American Convention, and bilateral treaties with Spain, Chile and others) let you add up contribution periods across countries. This is general information, not financial advice.

Key takeaways

  • Colombia has two pension regimes: RPM (public, Colpensiones) and RAIS (private funds — Porvenir, Protección, Colfondos, Skandia).
  • An old-age pension in Colpensiones needs 1,300 weeks and age 62 (men) / 57 (women); a reduction in the weeks required for women is being phased in.
  • If you meet the age but not the weeks, you can claim a lump sum — indemnización sustitutiva (RPM) or devolución de saldos (RAIS).
  • These lump-sum rights do not expire and are available to people living abroad, including foreigners.
  • A granted pension can be paid abroad, but you must file a fe de vida every six months or payments are suspended (not cancelled).
  • The Ley 2381 de 2024 pension reform is not yet in force — its start date was pushed to 1 April 2027 after a Constitutional Court ruling.

The two systems: RPM vs RAIS

Colombia runs a dual pension system. The Régimen de Prima Media (RPM) is the public, pay-as-you-go, defined-benefit scheme managed by Colpensiones. The Régimen de Ahorro Individual con Solidaridad (RAIS) is the private, individual-account system managed by pension fund administrators (AFP) such as Porvenir, Protección, Colfondos and Skandia. You are affiliated to one or the other, and each has its own rules for what happens when you emigrate (Colpensiones — pasos para la pensión de vejez).

Old-age pension requirements

In Colpensiones (RPM), an old-age pension currently requires 1,300 weeks of contributions plus a minimum age of 62 for men and 57 for women. Following a Constitutional Court decision, the number of weeks required for women is being reduced progressively from 2026, gradually falling below 1,300 over the coming years. In RAIS the logic is different: you can retire once the capital accumulated in your individual account is enough to fund a pension of the required minimum, regardless of a fixed week count (Colpensiones).

If you don’t qualify: getting your money back

Emigrating before you qualify does not mean losing your contributions. If you reach the pension age but are short of weeks (or, in RAIS, capital), you can claim a one-off refund:

  • Indemnización sustitutiva (RPM/Colpensiones): a single payment refunding your contributions when you did not complete the weeks needed for an old-age pension.
  • Devolución de saldos (RAIS/AFP): the equivalent in the private system — the balance of your individual account, plus returns, paid back to you.

Crucially, the Constitutional Court has ruled repeatedly that these rights do not prescribe (do not expire), and that they are available regardless of nationality or whether affiliation was mandatory or voluntary — so foreigners and Colombians living abroad can claim them (indemnización sustitutiva — overview; Protección — devolución de saldos e indemnización sustitutiva). You claim through Colpensiones or your AFP, from abroad, with identity and (for RPM) age documentation.

Can a Colombian pension be paid abroad?

Yes. If you already receive, or are granted, a Colombian pension and you live abroad, Colpensiones can pay your monthly “mesada” into a foreign account through an agreement with a Colombian bank. You request the “Traslado Cuenta Pago al Exterior” through Colpensiones’ electronic portal and upload a bank certificate (issued within the last six months) showing your account details and international routing codes (SWIFT, ABA, etc.). Payments are made in Colombian pesos and converted to local currency; a small transfer fee (around USD 8) applies, waived for pensions granted under an international convention (Colpensiones — pensionados en el exterior).

Fe de vida (proof of life) every six months

Pensioners living permanently abroad must prove they are alive every six months so payments continue. Under Article 87 of Ley 2136 de 2021 the certificate is free, obtained at a Colombian consulate or before a local authority. Since 1 August 2025, the “fe de vida” (supervivencia) must be filed by the pensioner directly through Colpensiones’ electronic portal. If you miss it, payments are temporarily suspended until you file and Colpensiones verifies your details — the pension itself is not lost (Colpensiones — preguntas frecuentes exterior).

Social-security agreements: adding up your years abroad

If you will keep contributing in your new country, international agreements let you totalise (add together) periods contributed in different countries to reach a pension. Colombia applies the Convenio Multilateral Iberoamericano de Seguridad Social (CMISS) since 1 August 2023, covering many Ibero-American countries (Seguridad Social (España) — Convenio Multilateral Colombia). It also has bilateral treaties, notably with Spain (approved by Ley 1112 de 2006, in force since 1 March 2008), as well as with Chile, Uruguay and Argentina (MinTrabajo — Convenio Colombia–España). Where both a bilateral and the multilateral apply, the more favourable rules to the worker prevail. These agreements can be decisive for someone who splits a career between Colombia and, say, Spain.

Keeping your affiliation active from abroad

Emigrating does not force you to cash out. You can keep your affiliation and continue contributing voluntarily so that you eventually reach the age and weeks (or capital) for a full pension — often the better outcome, since a lifelong pension is usually worth far more than a one-off refund. If you take an indemnización sustitutiva or devolución de saldos and later return to work in Colombia, you start accumulating weeks again; the earlier refund does not bar future affiliation. Weigh a lump sum today against a monthly pension for life before you claim, because claiming the refund settles that period of savings (Protección — devolución de saldos e indemnización sustitutiva).

Survivor and disability cover

The pension system is not only about old age. Both RPM and RAIS provide survivor pensions (pensión de sobrevivientes) for your dependants if you die, and disability pensions (pensión de invalidez) if you lose working capacity, subject to minimum contribution conditions. These entitlements can also matter after you emigrate — for example, a survivor pension may be payable to a beneficiary who lives abroad, again subject to the fe-de-vida and foreign-payment procedures described above. Check the specific requirements with Colpensiones or your AFP before you leave, as recent contribution timing affects eligibility (Colpensiones — prestaciones económicas).

The 2024 pension reform (Ley 2381 de 2024): status in 2026

Colombia passed a major pension reform, Ley 2381 de 2024, creating a new “Sistema de Protección Social Integral” built on pillars (solidarity, semi-contributory, contributory and voluntary savings) rather than the current RPM/RAIS choice. Its original start date was 1 July 2025. However, the Constitutional Court found a procedural defect in the law’s passage and returned it to the Cámara de Representantes, suspending its entry into force. The Court kept most of the reform intact but set a new commencement date of 1 April 2027 (Función Pública — Ley 2381 de 2024; MinSalud — ABC reforma pensional). So for 2026 the current dual system still applies; confirm the latest status before relying on any reform detail.

Frequently asked questions

Do I lose my Colombian pension contributions if I emigrate?
No. If you do not qualify for a pension, you can claim indemnización sustitutiva (Colpensiones) or devolución de saldos (AFP); the Constitutional Court has held these do not expire (Source).

Can Colpensiones pay my pension into a foreign bank account?
Yes, through a Colombian bank agreement. You request the foreign-payment transfer via Colpensiones’ portal and provide a recent bank certificate with international routing codes (Source).

What is the fe de vida and how often must I send it?
It is a proof-of-life certificate. Pensioners abroad must file it every six months (free, via consulate or the Colpensiones portal since 1 August 2025) or payments are suspended until it is verified (Source).

How many weeks and what age do I need for a Colpensiones old-age pension?
1,300 weeks, with age 62 for men and 57 for women; the weeks required for women are being reduced progressively from 2026 (Source).

Can I combine my Colombian and foreign contributions?
Yes, where an agreement applies — the Ibero-American Convention (since August 2023) and bilateral treaties (e.g. Spain) allow totalisation of contribution periods (Source).

Is the 2024 pension reform in force in 2026?
No. Ley 2381 de 2024 was suspended by the Constitutional Court and its start date moved to 1 April 2027, so the current RPM/RAIS system still applies (Source).
