4. Arriving: registration, residence, driving, healthcare

Residence and visa — get the order right. Colombians are third-country nationals, so you must have your Swedish residence permit approved by Migrationsverket (the Migration Agency) before you travel — typically a work, family or study permit. This is the step that must come first, because everything downstream depends on it. When you arrive you collect your residence-permit card (uppehållstillståndskort).

Personnummer at Skatteverket. To become a resident on paper you register your move with the Swedish Tax Agency (Skatteverket), which enters you in the population register (folkbokföring) and issues your personnummer — the personal number that unlocks banking, healthcare, salary and almost all public services. You generally need to attend in person and show your valid residence permit.
