Your customs situation depends entirely on where your move begins.

Moving from within the EU is straightforward. Finland is an EU member, so goods moving from another EU country travel under free movement — there is no customs duty and no import declaration on your household effects. The transport is essentially domestic in customs terms.

Moving from the UK or another non-EU country (including post-Brexit moves from Britain) means your household goods are formally imported into the EU. The good news is that Finnish Customs — Tulli — offers transfer-of-residence relief on muuttotavarat (removal goods). To qualify for relief from customs duty and VAT, your permanent home must have been outside the EU for at least 12 months, and you must have owned and used the goods for at least six months before the move. The goods must be declared to Customs within 12 months of your move, and can arrive in several consignments. A detailed, valued inventory is essential — we prepare this with you as part of the service. Relieved goods also carry a transfer restriction: they cannot be sold or given away for 12 months after import.

Registering as a resident. Whatever your origin, plan to register once you arrive. Newcomers register their details in the Finnish Population Information System at the Digital and Population Data Services Agency (DVV), where you also apply for your henkilötunnus (personal identity code) — the 11-character code you need to open a bank account, get a tax card and access services. Note that a personal identity code and a municipality of residence (kotipaikka) are two separate registrations, and you generally need both for full access to healthcare, schools and Kela benefits. EU/EEA citizens staying longer than three months must also register their right of residence before visiting DVV.
