Insure the shipment on an all-risk, replacement-value basis, photograph valuables before packing, and avoid prohibited or restricted goods. Note that alcohol and tobacco are not covered by ToR relief and attract duty even within a household move.
3. UK customs and transfer-of-residence relief
When you move your normal home to the UK you can import your used belongings free of customs duty and the 20% import VAT under Transfer of Residence (ToR) relief. This is administered by HM Revenue & Customs and must be arranged before your goods arrive.
The conditions are broadly:
- You are moving your normal place of residence to the UK after living outside the UK (and the EU) for at least 12 consecutive months.
- You have owned and used the goods for at least six months before the move.
- You will keep the goods for your personal use and not sell or hire them out for 12 months.
- You import them within 12 months of arriving.
The process. Complete the ToR1 application online through GOV.UK before shipping. You will need a grouped inventory (categories such as “200 books, 40 items of clothing, 1 washing machine” are acceptable), proof of 12 months’ overseas residence, your passport photo page, and details of any vehicle or pet being imported. HMRC issues a Unique Reference Number (URN) on approval. Your shipping agent quotes the URN on the import declaration (under the relevant customs procedure code) so the goods clear free of duty and VAT. The URN is valid from before the move until up to 12 months after arrival.
Brand-new items, second-home furnishings, tobacco and goods you cannot show you owned for six months fall outside the relief and may attract duty and import VAT. A car can be included in the ToR application but must separately meet UK registration, type-approval and emissions rules.
4. Arriving: registration, residence, driving, healthcare
The UK has no single town-hall registration like continental Europe; instead you complete a handful of separate steps.
eVisa and BRP. Set up or check your UKVI account so your immigration status is visible as an eVisa; physical Biometric Residence Permits have been phased out in favour of the digital record. You will use a share code to prove your right to work and rent.
National Insurance number. Apply for a National Insurance (NI) number after arrival; you need it for employment and tax. Many Skilled Worker applicants already have one printed on their old-style documentation, but if not, apply online.

Read this first, because it sets the whole timeline. Great Britain has its own pet-travel regime after leaving the EU, but it works on the same risk principle, and India is an unlisted (non-listed) country, so the strictest rules apply to dogs, cats and ferrets.
The required sequence is:
- Microchip first (ISO 11784/11785 compliant). Any rabies vaccination given before the chip does not count.
- Rabies vaccination after the chip.
- Rabies antibody blood (titre) test: blood drawn at an approved laboratory at least 30 days after the vaccination, with a result of at least 0.5 IU/ml. Because India is unlisted, this test is required.
- Three-month wait: your pet cannot enter Great Britain until three months after the date the successful blood sample was taken.
- A GB health certificate (or valid documentation) for entry, plus the AQCS export paperwork from India.
- Enter through an approved route and carrier; dogs, cats and ferrets from unlisted countries must travel on an approved transport route with an authorised carrier.
