Moving from India to Sweden (2026): Relocation Guide
Key takeaways
- Swedish Customs (Tullverket) grants relief from customs duty and VAT on your used personal belongings (flyttsaker) if you have had your normal residence outside the EU for at least one continuous year and have owned and used the goods for at least 6 months.
- India is not on the EU’s list of approved third countries for pets, so a dog or cat needs a rabies antibody titration test (blood drawn at least 30 days after vaccination, result at least 0.5 IU/ml) followed by a mandatory three-month wait before EU entry. This is your longest-lead task, so plan pets first, around four to five months ahead.
- Before leaving India, settle your tax position, obtain an income-tax clearance if required, close your FRRO registration where relevant, and get an AQCS export health certificate for any pet.
- Sweden has a two-step order: first obtain a residence permit from Migrationsverket (the Migration Agency), then register with Skatteverket (the Tax Agency) to be entered in the population register and receive your personnummer.
- Most Indian nationals need a residence or work permit granted before travelling.
- Sea freight from Nhava Sheva (Mumbai) or Chennai to Gothenburg is the standard channel; air freight suits a small, urgent shipment.
1. Leaving India: what to close out
A move from India to Sweden has an Indian export half and a Swedish import half. Getting the Indian side right first keeps Swedish customs and registration straightforward.
Start with immigration and tax. Indian citizens relocating long term should close any resident registration held with the Foreigners Regional Registration Office (FRRO) where it applies. If you have taxable income in India, ask a chartered accountant whether an income-tax clearance certificate is needed before departure, and pin down exactly when you cease to be an Indian tax resident for the year, because this shapes how both India and Sweden tax your income. Do this early, as the timing affects your Swedish tax registration.
Then plan the household export. India levies no export duty on used personal effects, but the shipment must be packed, inventoried and cleared for export. Prepare your passport, a valued packing list with purchase dates, a list of electronics and a signed declaration. Keep evidence that you have owned and used the goods, because Tullverket applies the same ownership-and-use test in Sweden. Restricted items, such as firearms, certain wildlife products, large amounts of gold and Indian antiquities, either cannot leave the country or need permits, so tell your mover about anything unusual early.
If you are bringing a pet, its timeline (Section 5) governs everything else. The Indian export side runs through the Animal Quarantine and Certification Service (AQCS), which issues the export No Objection Certificate shortly before travel, but the EU-side titre test and three-month wait must be arranged months ahead.
2. How your household goods ship to Sweden
The standard route is a sea container from Nhava Sheva (Jawaharlal Nehru Port, serving Mumbai) or Chennai to Gothenburg, Sweden’s largest port and the main gateway for household goods, sometimes via a transhipment hub such as Rotterdam or Hamburg. You can book a full container (a 20-foot or 40-foot unit) for a whole home, or a shared groupage service where you pay only for the volume you use, which suits smaller loads.
Transit time is an estimate rather than a guarantee. Sailings from western India to the Baltic and North Sea have historically taken around five to six weeks port to port, and often longer than a Rotterdam service because of the extra feeder leg into Scandinavia; routing via the Suez Canal or around the Cape of Good Hope, transhipment and port congestion all add variability. Build in a buffer of a few weeks for the full door-to-door timeline once Swedish customs clearance and inland delivery are counted.
Air freight is the fast option for a limited set of essentials, such as clothes, a laptop, kitchen basics or children’s items. It is far more expensive per kilogram, so keep it to a few boxes and send the bulk by sea. Either way, a detailed inventory and photographs of valuable items protect you for both customs and insurance.
3. Sweden customs & transfer-of-residence relief
Sweden applies the EU removal-goods relief, known locally as tullfrihet for flyttsaker (customs relief for personal belongings). It waives customs duty and import VAT on used personal property, a meaningful saving on a container.
The conditions are clear. You must have had your normal residence outside the EU for a continuous period of at least one year, you must intend to live in Sweden (generally for at least a year), the goods must have belonged to you and been used by you or your household for at least 6 months before departure, and you must import them within 12 months of being registered in Sweden. Tullverket may ask for documents proving ownership and use, such as receipts, invoices or hire-purchase agreements, so keep these ready.
Practically, you make a customs declaration for the goods, which your mover or customs agent can prepare, together with an inventory and your evidence of relocation. Because the relief depends on you settling in Sweden, coordinate the container’s arrival with your own to avoid the goods sitting at the port and running up storage charges. Note that alcohol and tobacco are excluded from the personal-effects relief and are subject to the usual restrictions and duties.
4. Arriving: registration, residence, driving, healthcare
Most Indian nationals are non-EU citizens for Swedish purposes and must arrange permission before travelling. Sweden’s order is important and differs from many other countries: you first obtain a residence permit from Migrationsverket, the Migration Agency, applying online before you move; only then can you complete the second step. Common routes are the work permit (arranged with a Swedish employer), the EU Blue Card, study permits and family reunification. Note that Sweden tightened work-permit salary thresholds in 2026, so confirm current requirements with your employer.
The second step is registration with Skatteverket, the Tax Agency. A non-EU citizen must show a valid Swedish residence permit when notifying Skatteverket of the move. If you plan to live in Sweden for a year or more you are generally required to be entered in the population register (folkbokföring), and when first registered you are assigned a personnummer, the ten-digit personal identity number that underpins banking, healthcare, salary and daily life in Sweden. In short: residence permit first, then personnummer.
For driving, a licence issued outside the EEA is generally valid in Sweden for a limited period after you become resident (broadly up to one year), but India is not among the countries whose licences Sweden will exchange. That means most Indian nationals must obtain a Swedish licence by taking the theory and practical driving tests, including an eyesight test, rather than swapping their Indian licence. Plan for this if you intend to drive beyond the initial period.
Healthcare in Sweden is largely tied to being registered in the population register; once you have your personnummer you can access the public healthcare system, with modest patient fees. Before registration, keep private cover in place.
5. Pets
Read this first, because it sets your timeline. India is not on the EU’s list of approved (listed) third countries for pet movements, which puts it in the higher-risk, unlisted category and triggers the full entry sequence for a dog or cat entering Sweden.
The order is fixed. Your pet is first fitted with an ISO-standard microchip. It is then vaccinated against rabies (the microchip must already be in place). At least 30 days after that vaccination, an authorised vet draws a blood sample, which goes to an EU-approved laboratory for a rabies antibody titration test; the result must be at least 0.5 IU/ml. From the date the blood was drawn, there is a mandatory three-month wait before your pet may enter the EU. Only then, close to travel, do you obtain the EU animal health certificate and, on the Indian side, the AQCS export health certificate and No Objection Certificate.
Because the titre test happens at least 30 days after vaccination and is then followed by a three-month wait, realistically allow four to five months from the first vet visit. Start before you finalise flights or book the container. If the wait is not complete by your travel date, your pet cannot fly with you and must follow once the three months have elapsed. Note that the tapeworm treatment required for dogs entering some EU countries does not apply to Sweden, so the rabies titre sequence remains the binding constraint on your timeline.
6. Money, banking & tax basics
A Swedish bank account and most services depend on your personnummer, so the Skatteverket registration is effectively the gateway to normal life. Before you have it, some banks offer limited services against a coordination number or your permit, but expect the personnummer to be the real unlock for salary, rent and BankID.
On tax, you generally become liable to Swedish tax once you are resident and registered, and Sweden taxes residents on worldwide income. Coordinate your departure from India with the end of your Indian tax residency so the same income is not taxed twice; the India-Sweden double-taxation treaty provides relief where overlaps arise. Highly paid or key foreign employees may qualify for Sweden’s expert-tax relief for an initial period, so ask a Swedish tax adviser whether you are eligible.
Keep every certificate, inventory and receipt from the move in one folder. The documents that satisfy Tullverket also support your tax registration and any insurance claim.

Frequently asked questions
Do I really need a rabies titre test for my dog or cat, and how far ahead should I start?
Yes. Because India is an unlisted third country, a dog or cat entering the EU needs a rabies antibody titration test drawn at least 30 days after vaccination with a result of at least 0.5 IU/ml, followed by a three-month wait from the blood-sampling date. Allow four to five months and start before booking travel. See European Commission.
What is the correct order for residence and registration in Sweden?
Residence permit first, personnummer second. You obtain the permit from Migrationsverket, then register with Skatteverket to be entered in the population register and receive your personnummer. See Skatteverket.
What are the conditions for duty-free personal belongings?
You must have lived outside the EU for at least one continuous year, have owned and used the goods for at least 6 months, intend to live in Sweden, and import the goods within 12 months of being registered. See Tullverket.
Do I need a permit before I move from India to Sweden?
Usually yes. Most Indian nationals need a residence or work permit granted by Migrationsverket before travelling, and 2026 raised the work-permit salary threshold. See Migrationsverket.
Can I exchange my Indian driving licence in Sweden?
No. India is not among the countries whose licences Sweden exchanges, so after the initial period as a resident most Indians must take the Swedish theory and practical tests. See Transportstyrelsen.
How long does the sea freight take from India to Gothenburg?
Treat it as an estimate: roughly five to six weeks port to port historically, plus a buffer for transhipment, customs clearance and inland delivery. See Tullverket.
