Key takeaways

  • Your shipment arrives as a non-UK import. Apply for Transfer of Residence (ToR) relief with the ToR1 form to get a Unique Reference Number (URN) before your goods arrive, so used belongings clear free of customs duty and import VAT.
  • Close out Malaysia first: cancel your immigration pass (Employment Pass or MM2H), get tax clearance from LHDN, and apply to withdraw your EPF under the “leaving the country” rules.
  • Pets differ from the EU route. Malaysia is an EU-listed country, but for Great Britain it is currently an unlisted country — so a dog or cat needs a microchip, rabies vaccination and a rabies blood (titre) test, then a waiting period, plus a GB pet health certificate (and tapeworm treatment for dogs). A Malaysian DVS/MAQIS export certificate is needed to leave. Confirm live rules on GOV.UK.
  • Sea freight from Port Klang to Felixstowe takes roughly five to eight weeks door-to-door; air freight is much faster and much dearer.
  • On arrival, register with a GP, sort council tax, apply for a National Insurance number if you will work, and check your visa allows work before starting a job.

1. Leaving Malaysia: what to close out

Getting your Malaysian affairs closed cleanly saves money and avoids problems that are hard to resolve once you are in the UK.

Immigration pass. Employment Pass holders normally have the pass cancelled by their employer through the Immigration Department of Malaysia (Jabatan Imigresen) on resignation. If you hold a Malaysia My Second Home (MM2H) pass, understand that it is cancelled on permanent departure and is not simply reinstated — returning later means reapplying under the rules then in force. Reclaim any MM2H fixed deposit through the required process and keep every cancellation document.

Tax clearance. Anyone leaving Malaysia for good should obtain tax clearance from the Inland Revenue Board (LHDN). Employers commonly hold your final salary until LHDN issues the clearance letter (Surat Penyelesaian Cukai). File your final return for the year of departure — Borang BE for employment income or Borang B for business income.

EPF (KWSP) withdrawal. Foreign workers and expatriates can withdraw their entire Employees Provident Fund balance under the “Leaving the Country” provision. Eligibility depends on the end of your Malaysian employment, so assemble your resignation or contract-termination letter, cancelled work permit and tax clearance. KWSP recommends applying about two months before your permit expires. Such withdrawals are generally untaxed in Malaysia. Malaysian citizens qualify for the full withdrawal only if they formally renounce citizenship.

Banking and utilities. Keep a Malaysian account open until your final pay, EPF payout and deposit refunds have cleared, then close accounts and cancel direct debits, insurance, mobile and broadband. Download statements — UK banks, landlords and HMRC may want proof of prior address and income.

Household export. The Royal Malaysian Customs Department (Jabatan Kastam Diraja Malaysia) governs the export of personal effects. Your mover prepares the export declaration; you supply an honest, detailed inventory, flagging any restricted items.

2. How your household goods ship to the UK

Most Malaysia-to-UK household moves go by sea container, packed and sealed at your Malaysian home. A whole house typically fills a sole-use 20ft or 40ft container (FCL); a flat or partial move suits a shared container (LCL / groupage), where you pay only for the space you use.

The usual routing is Port Klang to the Port of Felixstowe, the UK’s busiest container port, with onward road delivery anywhere in Britain (London Gateway and Southampton are common alternatives). Door-to-door timing is qualitative: allow roughly five to eight weeks — a few days to collect and export-pack, around 25–35 days at sea via the Suez Canal, then customs clearance and inland delivery. Schedules, port congestion and weather shift these figures, so treat any single date as an estimate.

Air freight is the express option — about a week from collection to delivery — and is ideal for a small, urgent consignment (a few boxes, work gear, seasonal clothing) while the bulk follows by sea. Priced on volumetric weight, it costs several times more per cubic metre. Your inventory is central — it drives both the shipping documents and your UK Transfer of Residence claim — so keep the packing list detailed, valued and signed.

3. UK customs & transfer-of-residence relief

As a non-UK import, your shipment must clear UK customs. The relief that keeps it free of customs duty and import VAT is Transfer of Residence (ToR), run by HMRC. You apply before your goods arrive using the ToR1 application; HMRC then issues a Unique Reference Number (URN) that your shipping agent quotes on the import declaration to release your belongings duty-free.

Key points for a successful claim:

  • You must be transferring your normal place of residence to the UK after living outside it (the standard expectation is at least 12 months abroad).
  • The relief covers goods you have owned and used — not items bought new for the move.
  • Apply to HMRC before the goods arrive; a URN can be issued up to six months before you move and remains valid up to 12 months after your arrival.
  • You prepare a list of the goods being imported (you can group similar items — e.g. “books”, “kitchenware” — rather than listing every one) and supporting evidence of the move.

Get the ToR1 in early. If your container reaches Felixstowe before your URN is issued, goods can be held in bond and may attract duty and 20% import VAT plus storage charges. Alcohol, tobacco and vehicles have separate rules. Your agent normally handles the import declaration itself once the URN is in hand.

4. Arriving: registration, residence, driving, healthcare

Immigration status. The UK is not part of EU freedom of movement, so nationality no longer changes the basic picture the way it does inside the EU: nearly everyone moving to live and work in the UK needs the correct visa arranged in advance — for example a Skilled Worker visa, a family visa, or another route — usually applied for before travel. Check that your visa permits work and note any conditions before you take a job. Most work and study visas also require paying the Immigration Health Surcharge, which gives access to the NHS.

There is no single “town hall” registration in the UK the way there is in much of the EU. Instead you complete several separate steps:

  • Council tax: tell your local council you have moved in so your household is registered for council tax and local services.
  • Register with a GP: sign up with a local GP surgery to access NHS healthcare — do this early, as it is free to register and needed before most non-emergency treatment.
  • National Insurance (NI) number: if you will work, apply for an NI number so tax and contributions are recorded correctly.
  • Open a UK bank account and set up utilities, which usually need proof of address (a tenancy agreement plus a bill or council-tax letter).

Healthcare. Once you have paid the Immigration Health Surcharge (where your visa requires it) you can use the NHS; registering with a GP is the practical gateway. Some new arrivals also take out private cover for speed on non-urgent care.

Driving licence. You can generally drive in Great Britain on your Malaysian licence for up to 12 months from becoming resident. To keep driving beyond that, you must obtain a UK licence; depending on the arrangement between the UK and Malaysia this may mean passing the UK theory and practical tests rather than a straight exchange, so start the process well before the 12 months are up.

5. Pets

This is the one area where the UK route is more demanding than the EU route, so read it carefully. For pet travel, Great Britain treats Malaysia as an unlisted country. That means the simplified “listed” process does not apply, and a dog or cat coming from Malaysia to GB needs:

  • a microchip (implanted before the rabies vaccination);
  • a rabies vaccination;
  • a rabies antibody (blood/titre) test, taken at least 30 days after vaccination, showing a satisfactory result;
  • a waiting period — you cannot travel until three months (calendar) after the date of a successful blood sample; and
  • a Great Britain pet health certificate (rather than an EU pet passport), plus, for dogs, tapeworm treatment administered 24 hours to 5 days before arrival.

Because of the blood test and the three-month wait, start the pet timeline several months before your move — this is often the longest lead-time item in the whole relocation. The rules can change, so confirm the current requirements on GOV.UK before booking anything.

On the Malaysian side you also need an export health certificate from the Department of Veterinary Services (DVS), processed via the Malaysian Quarantine and Inspection Services (MAQIS): a pre-export vet check, microchip and vaccination confirmation, and official endorsement within the required window. Pets must enter GB via an approved route and carrier. (Note the contrast: had you been moving to an EU country, Malaysia’s EU-listed status would have removed the blood test entirely — the UK’s separate post-Brexit regime is what adds it here.)

6. Money, banking & tax basics

Costs (qualitative). The container is usually the biggest single expense, scaling with volume and container type. Budget alongside it for UK setup: a tenancy deposit (capped at five or six weeks’ rent for most rentals in England), the Immigration Health Surcharge and any visa fees, and initial furniture. Sending fewer, better items by sea with a small air shipment for essentials is the most economical approach.

Banking. A UK current account is easier to open once you have proof of address; digital banks get you started on day one. Keep a Malaysian account open until EPF, deposits and final salary have cleared, and use a specialist FX service — not a plain bank wire — to move a large lump sum.

Tax. UK tax residence is set by the Statutory Residence Test, largely based on days present and ties to the UK. The UK tax year runs 6 April to 5 April, unlike Malaysia’s calendar year, so a mid-year move can straddle two systems. A UK–Malaysia double-taxation agreement prevents the same income being taxed twice. Keep your LHDN clearance, EPF statement and final payslips as evidence of your source of funds.

Frequently asked questions

How do I avoid paying UK customs duty and VAT on my belongings?
Apply for Transfer of Residence relief with the ToR1 form before your goods arrive. HMRC issues a Unique Reference Number (URN) that your agent uses to clear used, owned belongings free of duty and import VAT. Apply up to six months before moving. Source.

Does my pet need a rabies blood test to enter the UK?
Yes. For pet travel Great Britain treats Malaysia as an unlisted country, so a dog or cat needs a microchip, rabies vaccination, a rabies blood (titre) test taken at least 30 days after vaccination, and a three-month wait before travel, plus a GB pet health certificate. Confirm current rules on GOV.UK. Source.

Wait — isn’t Malaysia an EU-listed country for pets?
It is, which removes the blood test for moves into the EU. But the UK runs its own separate pet-import regime after Brexit, and Malaysia is not on the GB list, so the blood test and waiting period do apply for Great Britain. Source.

Can I withdraw my EPF savings when I leave Malaysia?
Yes. Foreign workers and expatriates can withdraw their full EPF balance under the “Leaving the Country” provision, based on the end of Malaysian employment; apply about two months before your permit expires. Malaysians must renounce citizenship to qualify for the same full withdrawal. Source.

How long does shipping from Malaysia to the UK take?
Sea freight from Port Klang to Felixstowe is roughly five to eight weeks door-to-door, of which about 25–35 days is sea transit. Air freight is around a week but costs several times more. Timings are estimates. Source.

What do I need to register when I arrive in the UK?
There is no single town-hall registration. Tell your local council for council tax, register with a GP for NHS healthcare, apply for a National Insurance number if you will work, and open a UK bank account. Check your visa allows work first. Source.
