1. Leaving Malaysia: what to close out

A clean exit from Malaysia is mostly about immigration, savings and accounts. If you hold an Employment Pass or other long-term pass, your employer must shorten (cancel) the pass before you leave permanently. This is done through the Expatriate Services Division (ESD) online portal, after which a Shorten Pass Slip is issued that you should keep with you through departure. Temporary Employment Pass (PLKS) holders are repatriated using a Check Out Memo, which since September 2025 must be filed online only.

Your EPF (KWSP) retirement savings can be withdrawn in full under the “Leaving the Country” provision if you are an expatriate, a permanent resident returning home, or a Malaysian who formally renounces citizenship. Simply moving abroad while keeping Malaysian citizenship does not qualify. Expatriates should apply roughly two months before departure and ensure passport details match and a valid bank account is on file, because the payout can be made to a foreign account.

Give notice on your tenancy and recover your deposit, settle and close utilities (electricity/TNB, water, internet and mobile), and either close your Malaysian bank accounts or keep one open to receive final salary, deposit refunds and the EPF payout. Request a tax clearance (SPC) from LHDN if your employer has not arranged it; unpaid tax can block your exit. Finally, collect certified copies and, where needed, apostilled or legalised versions of birth, marriage and qualification certificates before you leave — they are far harder to obtain from Spain.

2. How your household goods ship to Spain

Nearly all household moves from Malaysia to Spain travel by sea in a shared (groupage/LCL) container or a dedicated 20ft/40ft (FCL) container, loaded at your home in the Klang Valley, Penang or Johor and railed or trucked to Port Klang. From there vessels sail via the Suez Canal to Spanish Mediterranean ports — most commonly Valencia, with Barcelona and Algeciras as alternatives. Plan on roughly four to six weeks port-to-port and around eight to twelve weeks door-to-door once packing, export formalities, sailing, Spanish customs clearance and final delivery are counted. Groupage is cheaper but slower because it waits for a full consolidation and is deconsolidated at a Spanish depot.

On the Malaysian side, used personal and household effects are exported through the Royal Malaysian Customs Department. Your mover prepares the export declaration and a detailed, valued inventory; electrical items may need to be listed with make, model and serial number. Keep the packing list you sign — it becomes the basis of the Spanish import claim.

Air freight is the fast alternative, cutting transit to roughly one to two weeks, but at several times the cost per cubic metre. It suits a small “first-need” consignment — a few boxes of clothes, kitchen basics, a laptop — sent ahead while the sea container follows. Most families send one air shipment and one sea shipment.

3. Spain customs & transfer-of-residence relief

Because you are importing from outside the EU, the goods must be formally declared to Spanish customs on a DUA (Documento Único Administrativo) import declaration, normally lodged by your mover’s customs agent at the port. The relief you want is the franquicia por traslado de residencia (transfer-of-residence relief), administered by the Spanish Tax Agency (AEAT). It waives import duty and Spanish VAT (IVA) on genuine used household goods.

To qualify you must have had your normal residence outside the EU customs territory for at least 12 consecutive months, the goods must have been owned and used for at least 6 months before the move, they must be for personal use (not for sale), and they must be imported within 12 months of you establishing residence in Spain. Typical supporting documents are your passport and visa/residence evidence, a certificate proving you are transferring residence — most often a baja consular (de-registration) issued by the Spanish consulate that covered Malaysia — a valued and signed inventory, and proof of prior residence such as your Malaysian tenancy or employment records. Alcohol, tobacco, commercial goods and vehicles have their own rules; a car imported under transfer-of-residence relief carries additional conditions and cannot be sold for 12 months.

4. Arriving: registration, residence, driving, healthcare

Your legal pathway depends on your nationality. EU/EEA citizens may enter and live in Spain freely and simply register at the Foreigners’ Office within three months, receiving a green residence certificate with an NIE number. Non-EU nationals (including Malaysian citizens) need the correct visa arranged before travel — for example a work, non-lucrative, digital-nomad or family visa — and then convert it into a physical TIE (Tarjeta de Identidad de Extranjero) card after arrival.

Three registrations matter, roughly in this order:

  • Empadronamiento (padrón): registration of your home address at the town hall (ayuntamiento). It is required of everyone living in Spain and is normally needed for the TIE fingerprinting appointment, so do it in your first weeks. Bring passport/NIE and proof of address (rental contract or deed).
  • NIE: your foreigner identity number, used for every official and financial transaction. It is issued once and never expires.
  • TIE: the physical residence card for non-EU residents staying over 90 days, booked at a police station (fingerprinting), typically renewed at the two-year mark.

Driving licence: Spain has no automatic exchange agreement with Malaysia, so a Malaysian licence generally cannot simply be swapped. You may drive on your foreign licence (with an International Driving Permit and translation) for a limited initial period — commonly up to six months of residence — after which you must pass the Spanish theory and practical tests to obtain a Spanish permit. Healthcare: once you are working and paying social security, or registered as a resident, you access the public system; many new arrivals hold private insurance in the interim, and a non-lucrative or digital-nomad visa requires proof of health cover.

5. Pets

This corridor is unusually straightforward for pet owners. Malaysia is an EU-listed third country, which means a dog, cat or ferret entering Spain from Malaysia needs only three things: an ISO-standard microchip, a valid rabies vaccination (given after the chip and in date), and an EU animal health certificate completed by an official veterinarian before travel. 6. Money, banking & tax basics

Open a Spanish bank account once you have an NIE (some banks offer a “non-resident” account beforehand). You will use it for rent, utilities, salary and to receive any transfer of savings. Move money through a regulated FX provider rather than a plain bank wire to reduce spread and fees, and keep evidence of the source of large transfers (such as your EPF payout) for both Spanish banking checks and any future tax questions.

On tax, you generally become a Spanish tax resident if you spend more than 183 days in a calendar year in Spain, which brings worldwide income into scope. Your Malaysian EPF withdrawal is not taxed in Malaysia under the leaving-country provision, but Spain may treat foreign lump sums differently, so take advice before transferring. Newly arriving employees may qualify for Spain’s special expatriate regime (the “Beckham law”), which can tax Spanish employment income at a flat rate for several years — worth checking early because there are application deadlines.
