Key takeaways

  • Malaysia is an EU-listed third country for pet travel, so a dog or cat entering Sweden needs only a microchip, a valid rabies vaccination and an EU animal health certificate — no rabies antibody (titre) test. A Malaysian DVS/MAQIS export health certificate is required to leave.
  • Before you go, shorten and cancel your immigration pass through the Immigration Department (ESD), check whether you can withdraw your EPF savings, and close local bank, utility and telco accounts.
  • Shipping from outside the EU means a Swedish import declaration to Tullverket; used household goods (flyttsaker) can be imported free of customs duty and VAT under transfer-of-residence relief.
  • Qualifying rules: you lived outside the EU for at least 12 months, have owned and used the goods for at least 6 months, and import within 12 months of registering in Sweden.
  • After arrival, register your move with Skatteverket to be entered in the Population Register and receive your personnummer; non-EU nationals need a residence permit from Migrationsverket first.

1. Leaving Malaysia: what to close out

A clean exit from Malaysia centres on immigration, savings and accounts. If you hold an Employment Pass or another long-term pass, your employer must shorten (cancel) the pass before you leave permanently, through the Expatriate Services Division (ESD) online portal. Afterwards a Shorten Pass Slip is issued — carry it through departure. Temporary Employment Pass (PLKS) workers are repatriated on a Check Out Memo, which since September 2025 must be filed online only.

Your EPF (KWSP) savings can be withdrawn in full under the “Leaving the Country” provision if you are an expatriate, a permanent resident returning home, or a Malaysian who formally renounces citizenship — moving abroad while keeping citizenship does not qualify. Expatriates should apply roughly two months before leaving and make sure passport details match records and a valid bank account (which may be a foreign one) is on file to receive the payout.

Give notice on your tenancy and reclaim the deposit, close utilities (TNB electricity, water, internet and mobile), and keep one Malaysian bank account open long enough to collect final salary, refunds and the EPF payment. Obtain tax clearance from LHDN (or via your employer), because unpaid tax can block your exit. Collect certified — and where required apostilled/legalised — copies of birth, marriage and qualification certificates before departure, since these are far harder to arrange once you are in Sweden.

2. How your household goods ship to Sweden

Most household moves travel by sea in a shared (groupage/LCL) or dedicated (FCL) container, packed at your home in the Klang Valley, Penang or Johor and moved to Port Klang. Vessels sail via the Suez Canal towards the Baltic, discharging at Gothenburg (Göteborg) — Sweden’s largest port — with Malmö or a transhipment via Rotterdam/Hamburg as alternatives. Plan on roughly five to seven weeks port-to-port and around nine to thirteen weeks door-to-door once packing, export formalities, sailing, Swedish clearance and final delivery are counted; the northern leg adds a little time versus Mediterranean ports. Groupage is cheaper but slower because it waits for consolidation and is deconsolidated at a Swedish depot.

On the Malaysian side, used personal and household effects are exported through the Royal Malaysian Customs Department. Your mover prepares the export declaration and a valued inventory, and electrical goods may need make, model and serial numbers listed. Keep your signed packing list — it underpins the Swedish import claim.

Air freight cuts transit to roughly one to two weeks but costs several times more per cubic metre. It suits a small “first-need” consignment — clothes, kitchen basics, work equipment — sent ahead while the sea container follows. A single air shipment plus a sea shipment is a common, economical split.

3. Sweden customs & transfer-of-residence relief

Because you are importing from outside the EU, you must lodge a customs declaration with Tullverket (Swedish Customs). Genuine used household goods can then be brought in as flyttsaker (removal goods) with relief from customs duty and VAT under the transfer-of-residence rules.

To qualify you must have resided outside the EU for at least 12 months and be moving your permanent home to Sweden, the goods must have been owned and used for at least 6 months, they must be for private use (not for sale), and they must be imported within 12 months of you being registered in Sweden. You submit a customs declaration together with the “Declaration for Relief from Customs Duty” form and, in some cases, provide a guarantee for the duty/VAT/taxes pending confirmation that you have moved your normal residence within six months. New (under-six-month) items, alcohol, tobacco and vehicles have their own rules and may attract duty and tax. Your mover’s customs agent normally handles the declaration and paperwork on your behalf.

4. Arriving: registration, residence, driving, healthcare

Your route depends on nationality. EU/EEA citizens may move to and work in Sweden freely. Non-EU nationals (including Malaysian citizens) need a residence permit from the Swedish Migration Agency (Migrationsverket) — for example a work, EU Blue Card, self-employment, or family-reunification permit — approved before travel.

The key first step is to register your move with the Swedish Tax Agency (Skatteverket) in person at a service centre. If you intend to live in Sweden for a year or more you are generally required to be entered in the Population Register (folkbokföring), and on first registration you are assigned a personnummer (personal identity number) — the key that unlocks banking, healthcare, tenancy and almost every service. Non-EU citizens must show a valid Swedish residence permit when notifying the move; Skatteverket then assesses whether you meet the registration requirements. You should notify your move within about a week of arrival, and bring your passport, residence permit and legalised/apostilled marriage or birth certificates as relevant.

Driving licence: a Malaysian (non-EU/EEA) licence may be used for a limited period after you become resident — commonly around one year — but it cannot be exchanged for a Swedish licence; to keep driving beyond that you must obtain a Swedish licence by passing the Swedish theory and practical tests. Healthcare: once you are registered in the Population Register with a personnummer you access Sweden’s public healthcare on the same terms as residents; before then, keep private cover in place, especially during any permit-processing gap.

5. Pets

This corridor is straightforward for pet owners. Malaysia is an EU-listed third country, so a dog, cat or ferret entering Sweden from Malaysia needs only three things: an ISO-standard microchip, a valid rabies vaccination (given after the chip and still in date), and an EU animal health certificate completed by an official veterinarian before travel. There is no rabies antibody titre test — the months-long wait required from unlisted countries does not apply.

To leave Malaysia you also need a Malaysian export health certificate from the Department of Veterinary Services (DVS) / MAQIS, issued close to departure (Malaysia uses a seven-day window for such certificates), plus an IATA-compliant crate and, on most routes, a cargo booking and manifest. Enter the EU through a designated Travellers’ Point of Entry. Sweden no longer requires tapeworm treatment for dogs entering from most countries, but confirm the current rule for your route. Because vaccination and certificate timing must line up exactly, book the official vet appointment early and reconfirm the date rules for your flight.

6. Money, banking & tax basics

A personnummer makes opening a Swedish bank account far easier, so registration with Skatteverket comes first; banks still apply their own ID and anti-money-laundering checks. Move larger sums — such as your EPF payout — through a regulated FX provider rather than a plain bank wire to reduce the spread, and keep evidence of the source of funds for Swedish banking checks and any later tax questions.

On tax, you generally become subject to Swedish tax once you are resident/registered and living there, which brings worldwide income into scope. Your Malaysian EPF withdrawal is untaxed in Malaysia under the leaving-country provision, but Sweden may treat a foreign lump sum differently, so take advice before transferring. Some incoming key employees and specialists qualify for Sweden’s expert-tax relief (a partial income-tax reduction for a set period), which is time-limited and application-based — raise it with your employer before you start work.
