Key takeaways

  • Pets are the longest lead item — plan them first. Kenya is not on the EU’s list of approved third countries, so a dog or cat entering Sweden needs a rabies antibody titration test: blood drawn at least 30 days after vaccination at an EU-approved laboratory, a result of 0.5 IU/ml or higher, then a three-month wait before travel.
  • Your used household goods can enter duty- and VAT-free as flyttsaker (personal belongings), provided you have had your normal residence outside the EU for at least one year and have owned and used the goods for at least six months.
  • Immigration comes before registration. As a non-EU national you need a residence permit from Migrationsverket (valid at least 12 months) before Skatteverket will enter you in the population register and issue a personnummer.
  • Sea freight from Mombasa to Sweden is a longer haul — typically transhipped via a hub such as Rotterdam or Hamburg — so allow well over a month in transit; air freight is faster but far costlier.
  • The personnummer is the master key to healthcare, banking and almost everything else in Sweden.

1. Leaving Kenya: what to close out

Begin with the steps that take time. If you hold a Kenyan residence permit or pass, notify the Directorate of Immigration Services through the eCitizen portal, and settle your affairs with the Kenya Revenue Authority (KRA) — keep your KRA PIN active until you are sure no further Kenyan returns are due and complete any final filings if you are self-employed or run a company.

For the shipment, used personal and household effects you have owned and used do not attract Kenyan export duty, but the goods must still be declared to Customs through a licensed clearing agent, who lodges the export entry in KRA’s system. Prepare a detailed, signed packing inventory — you will need the same document at the Swedish end — and keep copies of your passport, your Swedish residence permit decision, and proof of your Kenyan address. Do not pack originals you will need to clear the goods or register in Sweden.

Pets — start about four months ahead. To take a dog or cat out of Kenya you need an export health certificate and export permit from the Directorate of Veterinary Services (DVS) under the Ministry of Agriculture and Livestock Development. A DVS-approved vet signs the health certificate, usually no more than five days before departure, and the DVS office in Nairobi normally needs several working days to process it. The DVS certificate is the last step; the binding constraint is the EU rabies-titre timeline in section 5.

2. How your household goods ship to Sweden

Most Kenya-to-Sweden household moves travel by sea in a shipping container from the Port of Mombasa. You can book a full container (FCL — a 20ft or 40ft box for your sole use) or, for smaller loads, a shared container (LCL/groupage) where you pay only for the space you occupy. Gothenburg is Scandinavia’s largest port and the natural gateway for Sweden.

There is no short direct sea service from East Africa to Sweden: cargo from Mombasa is usually carried to a major North European hub such as Rotterdam or Hamburg (around five to six weeks to Rotterdam on the faster services) and then transhipped or trucked north to Gothenburg, so plan on well over a month port-to-port and, once you add collection, export clearance and Swedish customs release and delivery, roughly eight to twelve weeks door-to-door depending on volume, schedules and paperwork.

Air freight is the faster option for a small or urgent load, cutting the ocean leg to days but costing several times more per kilo — so it usually suits only essentials that travel with you while the bulk of the home follows by sea.

3. Sweden customs & transfer-of-residence relief

Because you are moving from outside the EU, your personal belongings can be imported free of customs duty and VAT as flyttsaker. According to Swedish Customs (Tullverket), the basic conditions are:

  • You intend to live in Sweden for at least one year, and you have had your normal residence outside the EU for a continuous period of at least one year.
  • The items have belonged to you for at least six months before your departure for Sweden, and you (or someone in your household) have used them for at least six months in your residence outside the EU.
  • You import the goods within twelve months of being registered in Sweden.

Personal effects covered include household goods, furniture, linen, clothing, your vehicle and your pet. Alcohol and tobacco cannot be brought in duty- and tax-free as part of your belongings. You (or your mover on your behalf) declare the goods to Tullverket, supported by your signed inventory and evidence of your move and prior residence abroad. Keep proof of the dates you lived in Kenya and of ownership, as Customs may ask for it.

4. Arriving: registration, residence, driving, healthcare

The Swedish system runs in a strict order for non-EU nationals, and getting it wrong costs weeks:

  • Residence permit first. As a Kenyan (third-country) national you must hold a Swedish residence permit — for work, study, family reunification or protection — issued by the Swedish Migration Agency (Migrationsverket). Apply from Kenya (via the Swedish embassy/consulate handling your region) or, for some categories, after arrival. For a personnummer the permit must be valid for at least 12 months.
  • Then the personnummer. Once you have your permit and have arrived, register in the population register (folkbokföring) with the Swedish Tax Agency (Skatteverket). You submit your notification with your passport and residence-permit card, then attend an in-person identity check at a state service centre. Skatteverket assigns your personnummer, the number that unlocks healthcare, banking, ID cards and public services.
  • Healthcare. Once registered and living in Sweden, you are generally covered by the public healthcare system through the region where you live; you pay subsidised patient fees.

Driving. Sweden does not exchange driving licences issued outside the EU/EEA; a Kenyan licence cannot simply be swapped for a Swedish one. In practice, once you are resident you must obtain a Swedish licence by passing the Swedish theory and driving tests through Transportstyrelsen’s process. Check the current validity rules for driving on your foreign licence in the meantime before you rely on it.

5. Pets

Sort this before you fix travel dates or a container. Kenya is not on the EU’s list of approved third countries, which puts pets on the strictest entry pathway. To bring a dog or cat into Sweden from Kenya, the European Commission’s animal-health rules require, in order:

  1. Microchip — an ISO-standard microchip implanted first and recorded on every later document.
  2. Rabies vaccination — given after the microchip, from 12 weeks of age, valid from 21 days after the primary course.
  3. Rabies antibody titration test — a blood sample taken by an authorised vet at least 30 days after vaccination, tested at an EU-approved laboratory, returning 0.5 IU/ml or higher.
  4. Three-month wait — the sample must be taken at least 90 days before the animal health certificate is issued and before EU entry. This wait is why pets must be planned first.
  5. EU animal health certificate — issued by an official veterinarian and endorsed by the competent authority, recording microchip, vaccination and titre details; valid 10 days to the EU point of entry, extended by the length of a sea voyage.

You also need the Kenyan DVS export certificate to leave. With the 30-day gap before the blood draw plus a further 90-day wait, the realistic minimum from the first rabies shot to lawful EU entry is around four months — longer if a titre result comes back below 0.5 IU/ml and must be repeated. Arriving pets must come through a designated EU Travellers’ Point of Entry for documentary and identity checks.

6. Money, banking & tax basics

A Swedish bank account is far easier to open once you hold a personnummer and, ideally, a Swedish ID card; without them, banks are cautious, though some offer limited services to newcomers. Because so much of Swedish life runs on BankID (the national digital identity), securing your personnummer and then BankID early smooths everything from paying bills to signing contracts. Moving funds out of Kenya is subject to Central Bank of Kenya and commercial-bank documentation, so keep clear evidence of the source of funds for larger transfers.

On tax, you generally become liable to Swedish tax on your worldwide income once you are resident and registered, though special rules can apply for shorter stays or certain experts. Review how your Kenyan income, pensions or property will be treated and whether double-taxation relief applies. This is general information, not personal tax advice — take professional advice for your circumstances.

How Flyto handles your Kenya to Sweden move

Flyto Relocation runs its own hubs across Northern, Central and Southern Europe, so your move is coordinated end to end rather than passed between disconnected agents. We arrange export clearance and collection in Kenya, the sea (or air) freight from Mombasa via the North European hubs to Gothenburg, and the Swedish flyttsaker customs relief with Tullverket — using your signed inventory and residence evidence. We also help you sequence the pet timeline so the titre test and three-month wait fit around your permit and travel dates. Get a quote and we will map out your Kenya-to-Sweden move step by step.

Frequently asked questions

Do I really need a rabies blood test to bring my dog to Sweden from Kenya?
Yes. Kenya is not an EU-listed third country, so a titration test is mandatory: blood drawn at least 30 days after vaccination, a result of 0.5 IU/ml or more, then a three-month wait before entry. See the European Commission — bringing a pet from a non-EU country.

How long does the pet process take?
About four months minimum from the first rabies vaccination to lawful EU entry — the 30-day gap before the blood draw plus the 90-day wait afterwards. Start before you book travel — European Commission.

Do I need a residence permit before I can get a personnummer?
Yes. Non-EU nationals must hold a Migrationsverket residence permit valid for at least 12 months before Skatteverket will register them and issue a personnummer. See Skatteverket — moving to Sweden.

Will I pay duty or VAT on my belongings?
Not if you qualify for the flyttsaker relief — at least one year’s normal residence outside the EU and at least six months’ ownership and use of the goods. See Tullverket.

How long does shipping from Mombasa to Sweden take?
There is no short direct service; cargo is usually transhipped via a North European hub, so plan on well over a month port-to-port and roughly eight to twelve weeks door-to-door depending on volume and schedules.

Can I use my Kenyan driving licence in Sweden?
Sweden does not exchange non-EU/EEA licences, so a Kenyan licence cannot be swapped and you will need to pass the Swedish tests to obtain a Swedish licence. Check current rules on driving on a foreign licence in the interim — Migrationsverket and Transportstyrelsen.
