1. Leaving Kenya: what to close out

Before anything is packed, deal with the exits that take time. If you hold a Kenyan residence permit or pass, notify the Directorate of Immigration Services through the eCitizen portal, and settle any outstanding matters with the Kenya Revenue Authority (KRA) such as PIN obligations and, if you are self-employed or run a company, final tax filings. Keeping your KRA PIN active is sensible until you are certain no further Kenyan tax returns are due.

For the shipment itself, used personal and household effects that you have owned and used are not the sort of goods that attract Kenyan export duty, but they must still be declared properly to Customs through a licensed clearing agent, who lodges the export entry in KRA’s system. Prepare a detailed, signed packing inventory (this same document is required at the Spanish end), keep copies of your passport, your Spanish visa or residence approval, and proof of your address abroad. Do not pack originals of documents you will need to clear the goods or register in Spain.

Pets — start here, not last. To take a dog or cat out of Kenya you need an export health certificate and export permit from the Directorate of Veterinary Services (DVS) under the Ministry of Agriculture and Livestock Development. The health certificate must be signed by a DVS-approved veterinarian, typically no more than five days before departure, and the DVS office in Nairobi generally needs several working days to process the paperwork. 3. Spain customs & transfer-of-residence relief

Because you are moving from outside the EU, your used household goods can be imported free of customs duty and import VAT under the transfer-of-residence exemption. The Agencia Tributaria (AEAT) is the competent authority. The core conditions are that you have had your normal residence outside the EU for at least 12 consecutive months, and that the goods have been in your possession and used by you for at least six months before the move.

The key documents are:

  • An NIE (foreigner’s identification number) — you cannot complete the import in your name without one.
  • A baja consular — deregistration from your previous country of residence, issued by the Spanish consulate, or another accepted proof of how long you lived abroad (your TIE application receipt and other change-of-residence documents can also serve).
  • A detailed, valued inventory of everything being imported, signed by you.
  • Copies of your passport and Spanish visa/residence authorisation.

The import is formalised through a customs declaration (the DUA, Documento Único Administrativo), which your customs agent or moving company lodges on your behalf. As a rule the relief must be claimed within 12 months of you establishing residence in Spain, and the goods should not normally be sold or transferred for a period after import. Alcohol, tobacco and commercial goods are excluded from the relief.

4. Arriving: registration, residence, driving, healthcare

As a Kenyan (third-country) national, your right to live in Spain rests on the visa or residence authorisation you obtained before travelling — most commonly a work visa, a family-reunification visa, a student visa, or the non-lucrative or digital-nomad routes for those with independent income. Enter on the correct visa; you cannot convert a tourist stay into residence from within Spain in the ordinary case.

On the ground, the usual sequence is:

  • Empadronamiento — register your address at the local town hall (ayuntamiento). This padrón certificate is needed for almost every other step.
  • NIE and TIE — the NIE is your tax and identification number; the TIE (Tarjeta de Identidad de Extranjero) is the physical residence card issued after you enter on your visa, showing your fingerprints and residence type.
  • Healthcare — depending on your status you either register with the public system (via social-security affiliation once working, or the convenio especial paid scheme in some regions) or hold private health insurance, which is mandatory for several visa categories.

Driving. You may drive on your Kenyan licence (accompanied by an International Driving Permit and a certified translation where required) for up to six months from becoming resident. After that you must hold a Spanish licence. Spain exchanges licences without a test only for countries with a bilateral agreement, and Kenya is not among them, so in practice you will need to sit the Spanish theory and practical tests through the Dirección General de Tráfico (DGT).

5. Pets

This is the part to organise before you book flights or a container. Kenya is not on the EU’s list of approved third countries, which triggers the strictest entry pathway. To bring a dog or cat into Spain from Kenya, the European Commission’s animal-health rules require, in this order:

  1. Microchip — an ISO-standard microchip must be implanted first; it must be readable and recorded on every subsequent document.
  2. Rabies vaccination — given after the microchip, when the animal is at least 12 weeks old. The vaccination is valid from 21 days after the primary course is completed.
  3. Rabies antibody titration test — a blood sample taken by an authorised vet at least 30 days after the vaccination, tested at an EU-approved laboratory, and returning a result of 0.5 IU/ml or higher.
  4. Three-month wait — the blood sample must be taken at least 90 days before the animal health certificate is issued (i.e. before EU entry). This waiting period is the reason pets must be planned first.
  5. EU animal health certificate — issued by an official veterinarian and endorsed by the competent authority, recording the microchip, vaccination and titre details. It is valid for 10 days to the EU point of entry, extended by the length of a sea voyage.

On top of the EU requirements you still need the Kenyan DVS export certificate to leave. Because the titre test can only be drawn 30 days after vaccination and then requires a further 90-day wait, the realistic minimum from a first rabies shot to lawful EU entry is around four months — and longer if the first titre result is below 0.5 IU/ml and must be repeated. Arriving pets must come through a designated EU Travellers’ Point of Entry, where documents and identity are checked.

6. Money, banking & tax basics

You can open a Spanish bank account as a non-resident before you have a TIE, and convert it to a resident account afterwards; most banks want your NIE, passport and proof of address. Moving money out of Kenya is subject to Central Bank of Kenya and commercial-bank documentation, so allow time and keep evidence of the source of funds for larger transfers.

On tax, you generally become a Spanish tax resident if you spend more than 183 days in a calendar year in Spain, or your main economic interests are there.
