Key takeaways

  • Hong Kong is a free port with no export tariff, so the substantive customs work is at the Swedish end, not on departure.
  • As a new resident from a non-EU country you can import your used personal belongings into Sweden free of customs duty and VAT as flyttsaker (removal goods) — if you have lived outside the EU for at least 12 consecutive months and have owned and used the items for at least 6 months.
  • You declare the removal goods to Swedish Customs (Tullverket) using the customs declaration and the Declaration for Relief from Customs Duty; the goods must be imported within 12 months of registering in Sweden.
  • To live in Sweden you register with the Swedish Tax Agency (Skatteverket) to get your personnummer — the number that unlocks banking, healthcare and almost everything else.
  • Hong Kong is an EU-listed third country, so your dog or cat needs only a microchip, a valid rabies vaccination and an EU animal health certificate — no rabies titre blood test.
  • On the Hong Kong side, settle your MPF: early withdrawal on permanent departure is allowed once in a lifetime, with a statutory declaration.

1. Leaving Hong Kong: what to close out

Departing Hong Kong is administratively straightforward. As a free port, the Customs and Excise Department charges no export tariff, and household goods and personal effects moved “otherwise than for trade or business” are exempt from lodging an export declaration. Your international mover handles the formalities at the Port of Hong Kong; your focus is closing your personal and financial affairs.

Employment and immigration. Employment, dependant and other limited-stay visas lapse when you leave and cease working — the Immigration Department (ImmD) requires no exit permit. If you hold a Hong Kong permanent identity card you keep your right of abode. Cancel tenancy, utilities, Octopus auto-top-ups and standing bank instructions before departure.

MPF (Mandatory Provident Fund). The key financial step. On permanent departure you can apply to withdraw your accrued MPF benefits early, making a statutory declaration that you have left, or will shortly leave, with no intention of returning to work or resettle, and providing proof of your right to reside abroad (your Swedish residence documents, for example). This ground can be used only once in your lifetime, and a false declaration is a criminal offence carrying a fine up to HK$100,000 and imprisonment.

Tax. Clear your salaries tax with the Inland Revenue Department. Employers must notify the IRD before an employee departs, and your final tax clearance can gate the release of your last salary — plan your timeline around it.

Pet export. To take a dog or cat out of Hong Kong you arrange an export health certificate through the Agriculture, Fisheries and Conservation Department (AFCD): a registered vet examines the animal and issues a certificate documenting the microchip and rabies vaccination in line with the destination’s rules. The Swedish import side is in section 5.

2. How your household goods ship to Sweden

Most Hong Kong-to-Sweden household moves travel by sea from the Port of Hong Kong to Gothenburg (Göteborg), Scandinavia’s largest port and the standard gateway for Sweden; some routings tranship through Rotterdam or Hamburg and feeder onward, or arrive via ports serving the Stockholm and Malmö regions. A partial household ships as consolidated groupage (LCL, “less than container load”); a full home takes a dedicated 20ft or 40ft container (FCL). Sea is by far the most economical option.

The sea leg is a long-haul routing via the Malacca Strait and the Suez Canal, and northbound to Scandinavia it is one of the longer European routings, so plan on several weeks port-to-port — often a little longer than to a Mediterranean port — plus packing and consolidation beforehand and Swedish customs clearance and delivery afterwards. Because the routing depends on the Suez Canal, treat quoted transit dates as estimates and allow buffer.

Air freight is available and much faster — days rather than weeks — but costs multiples of sea per cubic metre, so keep it for a small, urgent shipment of first-weeks essentials or equipment you cannot travel without. The usual approach is bulk by sea, essentials by air or in accompanied baggage.

3. Sweden customs & transfer-of-residence relief

Goods arriving from Hong Kong enter Sweden from outside the EU and would normally attract customs duty and Swedish VAT (moms). Swedish Customs (Tullverket) grant relief on flyttsaker (removal goods) for someone genuinely moving their permanent residence to Sweden.

The core conditions: you are moving your normal place of residence to Sweden; you have lived outside the EU for at least 12 consecutive months; you have owned and used the items for at least six months; the goods are for your private use, not for sale; and you import them within 12 months of being registered in Sweden. Immigrants declaring in advance must intend to move their normal residence within six months. Alcohol and tobacco are treated separately and are not covered by the relief.

You declare the goods on a customs declaration to Tullverket together with the Declaration for Relief from Customs Duty form, and you may be asked to provide a guarantee for the duties, VAT and other taxes pending the decision. In practice your mover or their customs partner prepares and lodges the declaration and the relief application, supported by a detailed inventory of the shipment. Get that right and, as a qualifying new resident, no customs duty or moms falls due on your used removal goods.

4. Arriving: registration, residence, driving, healthcare

Residence and visa. If you are an EU/EEA citizen you have the right to live and work in Sweden and register directly on arrival. If you are a third-country national (for example, a British, Australian or Hong Kong SAR passport holder without EU nationality), you generally need a residence permit granted by the Migration Agency (Migrationsverket) before you move — most commonly a work permit tied to an employer, or a family or study route.

Registration and personnummer. The pivotal step is registering with the Skatteverket (Swedish Tax Agency). If you are moving to Sweden for 12 months or more you register in the population register and are assigned a personnummer (personal identity number). This number is the key to daily life — you need it to open a bank account, access healthcare, sign contracts and be paid. Register in person at a Skatteverket office as soon as you arrive with your residence permit and identity and, where relevant, marriage or family documents. Until the personnummer is issued you can request a coordination number (samordningsnummer) for interim dealings with authorities.

Driving licence. EU/EEA licences are used and exchanged straightforwardly. A Hong Kong licence is generally recognised only for a limited period after you become resident — after that a non-EU licence cannot simply be exchanged, and you normally have to obtain a Swedish licence by passing the theory and practical tests. Check the current rules with Transportstyrelsen (the Swedish Transport Agency) well before your recognition period ends.

Healthcare. Once you have your personnummer and are registered as resident, you access the public healthcare system through your region, paying subsidised patient fees. Arrange private cover for any gap between arrival and registration, particularly if you or family members need continuity of treatment.

5. Pets

The pet route from Hong Kong to Sweden is simple. Hong Kong is an EU-listed third country. A dog or cat entering Sweden (the EU) needs only three things: a microchip (ISO-compliant, implanted before the rabies vaccination), a valid rabies vaccination, and an EU animal health certificate completed and endorsed by an official veterinarian. Because Hong Kong is on the listed side, there is no rabies antibody (titre) blood test — the months-long step required from unlisted countries does not apply.

Note that Sweden additionally requires tapeworm (echinococcus) treatment for dogs, administered by a vet within a set window before entry and recorded on the certificate; cats are not subject to this. The order is: microchip, then rabies vaccination (observing the waiting period), the AFCD export health certificate on the Hong Kong side, the tapeworm treatment for dogs, and the EU animal health certificate for entry. The EU certificate is valid for a tight window (10 days from issue to the entry checks, then onward within the EU), so it is timed to your flight, and your pet enters through a designated Travellers’ Point of Entry where checks take place. Carriage as manifest cargo or in the cabin is arranged with the airline and, usually, a pet-relocation specialist.

6. Money, banking & tax basics

A Swedish bank account is much easier to open once you hold your personnummer; without it, options are limited, so treat Skatteverket registration as the first practical priority. Plan how you will move funds from Hong Kong: use a regulated FX provider for large transfers rather than a card, and keep records of the source of funds, which Swedish banks request.

On tax: if you live in Sweden or have an essential connection there you are generally treated as a tax resident and taxed on worldwide income. If you keep Hong Kong income or assets, take advice on how they interact with Swedish tax. Key foreign employees recruited from abroad may be able to apply for expert tax relief (a partial exemption on employment income for a limited period, decided by the Taxation of Research Workers Board and subject to salary or expertise thresholds) — apply early through your employer, as it is time-limited relative to your start of work in Sweden.

How Flyto handles your Hong Kong to Sweden move

Flyto runs its own hubs across Northern, Central and Southern Europe, so a Hong Kong-to-Sweden move is managed as one coordinated project rather than a chain of disconnected agents. We handle export packing and the sea or air booking out of Hong Kong, the consolidation, the sea leg into Gothenburg, and the Swedish customs clearance — where our team files the flyttsaker relief with Tullverket, including the Declaration for Relief from Customs Duty and a proper inventory, so your relief is granted rather than lost. We also coordinate pet travel under the EU-listed rules, including the dog tapeworm treatment, and time the animal health certificate to your flight. Frequently asked questions

Do I pay customs duty or VAT on my household goods coming from Hong Kong?
Not if you qualify for relief on removal goods (flyttsaker). If you have lived outside the EU for at least 12 consecutive months, have owned and used the items for at least six months, and import them within 12 months of registering in Sweden, you can bring your used belongings in free of customs duty and moms. See Source.

How do I get a personnummer?
You register with the Swedish Tax Agency (Skatteverket) after you arrive, normally in person with your residence permit and identity documents, if you are moving to Sweden for 12 months or more. The personnummer is required for banking, healthcare and most contracts. See Source.

Does my dog or cat need a rabies blood test to enter Sweden from Hong Kong?
No. Hong Kong is an EU-listed third country, so your pet needs only a microchip, a valid rabies vaccination and an EU animal health certificate — the rabies titre test is not required. Note that dogs additionally need a tapeworm treatment before entry. See Source.

Can I withdraw my MPF when I leave Hong Kong?
Yes, on the ground of permanent departure, but only once in your lifetime, and you must make a statutory declaration with proof of your right to reside abroad. A false declaration is a criminal offence. See Source.

When must I import my removal goods to keep the relief?
Within 12 months of being registered in Sweden, and you must be moving your permanent residence and use the goods here rather than sell them. You declare them to Tullverket with the Declaration for Relief from Customs Duty. See Source.

Can I keep driving on my Hong Kong licence?
Only for a limited period after you become resident; a non-EU licence cannot simply be exchanged, so you normally have to obtain a Swedish licence by passing the tests. Check the current rules with Transportstyrelsen. See Source.
