Moving from within the EU: because the Netherlands is part of the EU single market and customs union, your household goods move under free movement of goods. There is no customs duty and no import declaration for used personal effects arriving from another EU member state — the removal itself is straightforward from a customs point of view.
Moving from the UK or another non-EU country: since Brexit, moves from the United Kingdom are treated as non-EU imports, the same as shipments from countries such as the United States, the UAE or Switzerland. The good news is that you can usually import your used household effects free of duty and 21% Dutch import VAT under the verhuisboedelvrijstelling (transfer-of-residence relief). To qualify you generally need to have lived outside the EU for at least twelve consecutive months, to have owned and used the goods for at least six months, and to import them within twelve months of establishing your Dutch residence. Dutch Customs (the Douane) will require a signed, detailed inventory of everything in the shipment, together with your passport and proof of your new Dutch address. Whichever route applies, remember that to actually settle in you must register with your local municipality (gemeente) — usually within five days of arrival if you are staying longer than four months.
