Moving to Israel: customs, oleh & returning-resident checklist
Israel gives new immigrants (olim) a generous exemption from import taxes on household goods, a narrower relief to returning residents (toshavim chozrim), and nothing at all to people arriving on a work or student visa — so your immigration status, not your container, decides the bill. Answer five questions to see which regime applies to you, then check every item against the Israel Tax Authority (Customs), Ministry of Agriculture and Ministry of Health rules before you pack.
1. Do my goods clear duty-free? (Import-tax exemption for new immigrants and returning residents (Israel Tax Authority customs guide for immigrants and foreign residents; customs guide for returning residents))
Documents to clear your shipment
- Teudat oleh (immigrant certificate) and passport with the oleh visa — the documents that unlock the tax-free treatment; Customs opens your eligibility file from the Ministry of Aliyah and Integration's data
- Teudat zehut (ID card) with its sefach (addendum) — requested with any exemption request, including postal packages released under the oleh benefit
- Returning-resident confirmation from the Ministry of Aliyah and Integration — toshavim chozrim; Customs verifies the status before opening the eligibility file
- Customs Form 130 — Declaration of Personal Import/Export of Goods; it stands in for a commercial invoice to value your goods and is the mechanism through which olim, students and returning residents claim their exemption
- Customs Form 142 — declaration for couples where one spouse remains abroad, so the family entitlement is applied correctly
- Detailed, valued inventory (packing list) in English or Hebrew — every box numbered and described; it is the basis of Form 130 and of any exemption decision
- Bill of lading or air waybill from the mover, plus the export declaration reference (e.g. MRN) from the country you are leaving
- Power of attorney for a licensed Israeli customs broker — the broker lodges the declaration and coordinates port release; most international movers arrange this
- Customs Form 84 — declaration of cash and bearer instruments of NIS 50,000 or more carried into Israel (report goes to the Authority for the Prevention of Money Laundering)
What is taxed and what is not
- Qualifying olim household goods: exempt from customs duty, purchase tax and VAT — up to three consignments within the three-year entitlement period, limited to personal effects, furniture and one of each type of appliance or electronic device for household use. Port fees, storage and inspection charges are not covered.
- Returning residents: relief on household goods via a customs eligibility file for Israelis who lived abroad two years or more; narrower than the olim exemption with tighter time limits — confirm the exact scope with Customs before shipping.
- Non-exempt goods (foreign residents, duplicates, goods outside the lists): customs duty where the tariff sets one, purchase tax on listed goods and 18 % VAT (standard rate since 1 January 2025), assessed on release from Customs; the Tax Authority's import-tax calculator gives an estimate.
- Vehicles: separate route via the Ministry of Transport with purchase tax and VAT; olim have a reduced-tax vehicle benefit within their three-year window, and fully electric vehicles carry their own tax rate of 48 % of value from January 2026 (Nefesh B'Nefesh, non-official). Prescription medicines posted to Israel above USD 75 including shipping attract 18 % VAT (Nefesh B'Nefesh, non-official).
2. Can I ship it? — Agriculture Ministry item checker
Israel's Ministry of Agriculture controls live animals, animal-origin food and plant material at the border: dogs and cats need a microchip, rabies vaccination, antibody test and a government veterinary certificate, and only two owner-accompanied animals can enter without an import licence. Customs separately flags vehicles, alcohol, tobacco, cash above NIS 50,000, duplicate appliances and anything that needs approval from another authority (Ministry of Communications for phones, Ministry of Health for medicines, Ministry of Transport for motorised scooters). Search an item or filter by category — statuses follow the Israel Tax Authority, Ministry of Agriculture and Ministry of Health rules linked below.
How to pack so you clear inspection first time
- Settle your status first — oleh, returning resident or foreign resident — and make sure your customs eligibility file exists (olim: opened from the Ministry of Aliyah and Integration's data; returning residents: open it with Customs) before the container sails.
- Build a detailed, valued inventory in English or Hebrew with box numbers and contents — it is the basis of Form 130 and the document Customs releases the exemption against.
- Plan your three shipments: a load larger than one full container counts as two unless both arrive on the same ship and clear together, and vehicles and working tools are handled separately.
- Keep to one of each type of appliance or electronic device for household use; carry phones and laptops with you, and check that appliances suit Israel's 230 V / 50 Hz supply.
- Leave out alcohol, tobacco, fresh and animal-origin food, plants, seeds, compost and cannabis products — each is outside the exemption and some are prohibited.
- Start the pet file months ahead: microchip, rabies vaccination, titre test at least 30 days later, government vet certificate within 10 days of departure, and the Veterinary Services' email approval before the animal is loaded.
Penalties and costs
- Goods outside your entitlement — duplicate appliances, alcohol, business stock, or any import by someone without oleh or returning-resident status — are assessed at customs duty, purchase tax and 18 % VAT and held until paid; port storage runs at roughly NIS 110–300 per container per day while you wait (Nefesh B'Nefesh, non-official estimate).
- Cash and bearer instruments of NIS 50,000 or more not declared on Form 84 can be seized, with penalties under Israel's anti-money-laundering rules (Israel Tax Authority — Form 84).
- Sharing a container with another family under one person's entitlement is illegal under Israeli law; Customs treats the goods as an undeclared import and the exemption is lost (Nefesh B'Nefesh, non-official).
- If a courier pays import taxes on your behalf before you claim the oleh benefit, the tax is in most cases not refundable; and a physical inspection of a container costs the importer roughly NIS 1,000–7,500 in handling plus storage during the hold (Nefesh B'Nefesh, non-official estimates). Specific fine scales under the Customs Ordinance could not be sourced for this page — ask your customs broker.
Fees and penalty amounts are revised regularly — confirm current figures on the official pages below before you ship.
FAQ
How many shipments can an oleh bring in tax-free, and for how long?
Up to three separate consignments of household goods within a three-year entitlement period that starts when immigrant status is granted (Israel Tax Authority guide for immigrants). The shipments can come from any country, not only the one you made aliyah from, and arrive by sea, air or post. Nefesh B'Nefesh (non-official) adds that the period can be frozen for army service, extended for recognised studies begun within 18 months of aliyah, and extended after a continuous six-month stay abroad.
Do olim pay VAT on household goods?
No. The Israel Tax Authority's immigrant guide gives olim exemption from or reduction of import taxes — customs duty, purchase tax and VAT — on personal belongings, household items and working tools within the allowances. Anything outside the allowance, such as a second appliance of the same type, pays the ordinary import taxes including 18 % VAT. Port fees, storage and inspection charges are never covered.
I am an Israeli returning after years abroad — what do I get?
Israelis who have lived abroad for two years or more can open a customs eligibility file for relief on household goods, once Customs has verified the returning-resident status (Israel Tax Authority customs guide for returning residents; Ministry of Aliyah and Integration's definition of a returning resident). The benefit is narrower than for olim and has tighter time limits, so confirm your consignment count and window with Customs before you ship.
I am moving on a work visa — can I use any exemption?
No. Without oleh or returning-resident status your goods are an ordinary personal import: customs duty where applicable, purchase tax and 18 % VAT are assessed on release, declared on Customs Form 130. The Tax Authority's import-tax calculator and the customs guide for tourists and foreign residents are the reference points, and a licensed Israeli customs broker normally lodges the declaration.
What does my dog or cat need to enter Israel?
Under the Ministry of Agriculture's Veterinary Services procedure: a microchip fitted before the first rabies vaccination; a rabies vaccination given no less than 30 days and no more than one year before arrival; a rabies antibody (titre) test taken at least 30 days after vaccination; an international veterinary certificate signed by a government vet no more than 10 days before departure; and the animal over 4 months old. Up to two animals accompanying their owner, in the owner's care for at least 90 days and meeting every condition, may apply for exemption from the import licence; otherwise a licence from the Director of Veterinary Services is needed. The animal may be loaded only after email approval from the Israeli Veterinary Services, so start months ahead.
Can I bring my car with the household goods?
Not as household goods. Vehicle import is a separate, heavily regulated route through the Ministry of Transport's personal-import procedure, with purchase tax and VAT and a standards check (European COC or US/Canadian standards). Olim have a reduced-tax vehicle benefit within their three-year window (Nefesh B'Nefesh, non-official), but a car can sit at the port for weeks awaiting approval. Most families sell abroad and buy in Israel.
