Relocating from the Czech Republic to Israel is a two-country customs journey, not one move. On the departure side you leave the European Union’s single customs territory, which means a formal EU export and a clean exit from the Czech population, health, social-security and tax systems. On the arrival side you enter a non-EU country with its own customs regime, where the tax you pay on your household goods depends almost entirely on your immigration status. This guide covers both halves in detail, plus a short note on the reverse move (Israel back to the Czech Republic). It is written for anyone living in the Czech Republic who is shipping a home to Israel, whether you are making Aliyah, returning after years abroad, or relocating for work.

Key takeaways

  • Your Israeli immigration status decides your customs bill: new immigrants (olim) and returning residents get major exemptions, everyone else pays standard personal-import tax (Israel Tax Authority).
  • New immigrants may import household goods tax-free in up to three shipments within three years of receiving oleh status (Israel Tax Authority).
  • Because the Czech Republic is in the EU, a shipment to Israel is a third-country export cleared through the Customs Administration’s AES system, and the exporter needs an EORI number (Celní správa ČR).
  • The Czech Republic has no individual exit tax, but you must settle your final resident tax return with the Financial Administration (Finanční správa).
  • The Czech Republic is landlocked: sea containers move by rail to and from Hamburg/Bremerhaven, and Prague’s Václav Havel Airport is the main air-cargo gateway (Port of Hamburg).
  • Dogs and cats need a microchip, rabies vaccine, rabies antibody titer test (≥0.5 IU/ml) and a recent health certificate to enter Israel (Ministry of Agriculture).
  • Standard personal imports to Israel are exempt below USD 75, VAT-liable from USD 75, and fully taxed above USD 500 (Israel Tax Authority).
  • Cash of EUR 10,000 or more must be declared when leaving the EU (Celní správa ČR).

1. How your Israeli status determines the customs treatment

Before booking a single crate, work out which category you fall into, because it changes everything on the Israeli side.

New immigrant (oleh). If you make Aliyah and hold a Teudat Oleh, you may bring household goods and appliances into Israel free of customs duty and purchase tax, in up to three shipments, during the three years that begin when you receive oleh status (Israel Tax Authority — guide for immigrants).

Returning resident (toshav chozer). An Israeli who lived abroad long enough qualifies for a reduced package: household goods and certain appliances, generally in up to two shipments that must arrive within a limited window of the return date, without the car benefit that olim receive (Israel Tax Authority). You can pre-register your return through the Ministry of Aliyah and Integration before you fly (gov.il).

Everyone else (work visa, family, no oleh status). You import under Israel’s ordinary personal-import rules. Goods valued up to USD 75 clear free, goods between USD 75 and USD 500 are exempt from customs duty but liable for VAT and any purchase tax, and goods above USD 500 are taxed in full — even used items sent by an individual (Israel Tax Authority — personal import). Israel’s standard VAT rate is 18% (since 1 January 2025).

Confirming your category first tells you whether to optimise for a tax-free oleh shipment or budget for import tax on a whole household.

2. The Czech export and departure side

Customs authority and the export declaration. Czech customs matters are handled by the Customs Administration of the Czech Republic (Celní správa ČR) (celnisprava.gov.cz). Because Israel is outside the EU, your belongings leave the Union’s single customs territory and require a formal export declaration. These are lodged electronically through the EU’s Automated Export System (AES / e-Vývoz), which the Czech administration adopted on 2 October 2023 alongside NCTS Phase 5 (Celní správa ČR). The free web client was withdrawn at that time, so declarations are now filed through commercial customs software or, in practice, your freight forwarder or customs representative. Anyone trading with a third country must hold an EORI number for identification with customs (Celní správa ČR — powers). Used household removals are normally low-value and duty-free to export, but the declaration is still mandatory.

Deregistration and residence. If you hold a Czech residence permit card, you must return it — the card is handed back to the ministry at least three days before you leave, and it can be posted by registered mail if you are ending your residence in the Czech Republic (EURAXESS Czech Republic; portal.gov.cz). Tell your health-insurance provider and the social-security office the date you leave; if you are staying away for six months or more you complete a departure form and return your insurance card (EURAXESS).

Tax-residency exit. The Czech Republic has no general individual exit tax — there is no deemed sale of assets and no departure charge. But if your Czech tax residency ends mid-year you generally file a final resident income tax return with your local Financial Administration office (Finanční úřad) covering the resident period, due by 1 April of the following year (extendable to 1 July with an adviser) (Finanční správa). Notify the tax office of your change of address and settle any liabilities before you go.

3. Ports, airports and transit times

The Czech Republic is landlocked, so there is no Czech seaport. Ocean containers are railed to and from the North Sea ports of Hamburg and Bremerhaven, which are the principal maritime gateways for Czech cargo; the Port of Hamburg alone runs more than 130 direct container trains a week to Czech and Slovak hubs (Port of Hamburg). Air freight moves through Václav Havel Airport Prague (PRG), the country’s main cargo airport (prg.aero). On the Israeli side, sea shipments discharge at Haifa or Ashdod, and air cargo arrives at Ben Gurion International Airport, where customs clearance for personal imports takes place (Israel Tax Authority).

The following door-to-door transit ranges are freight-industry estimates, not official published figures, and vary with sailings, consolidation and clearance:

  • Sea freight (FCL/LCL): roughly 4–7 weeks Prague/Brno rail to Hamburg, sailing to Haifa or Ashdod, and clearance.
  • Air freight: roughly 1–2 weeks door to door, faster for urgent effects.

Treat these as planning ranges only; your forwarder’s live schedule is authoritative.

4. The Israel import side

Once your goods reach Haifa, Ashdod or Ben Gurion, clearance depends on your status from Section 1.

Olim and returning residents must open a personal file at the regional Customs (Meches) office. Bring your Israeli passport, Teudat Zehut, any foreign passports and a rental or purchase contract for your Israeli home; Customs records you and your entitlements in its system before the shipment is released (Israel Tax Authority). Olim rely on the Teudat Oleh to release each of the three permitted shipments (gov.il — immigrants guide).

Standard importers clear through the ordinary personal-import process, paying VAT and any purchase tax and duty according to the value bands above (Israel Tax Authority — personal import). Regulated goods — many electrical appliances in particular — can require approval from the Standards Institution of Israel (SII), so check before shipping anything unusual (Israel Tax Authority — personal import guide). Shipping documents (commercial/valued inventory, packing list and bill of lading or air waybill) must accompany every consignment. A useful upside: Israel uses 230 V mains like the Czech Republic, so your appliances will run once plug adapters are sorted.

5. Pets

Into Israel. Dogs and cats must carry an ISO 11784/11785 microchip implanted before vaccination, a rabies vaccination given at least 30 days before entry, and — because Israel treats most origin countries as non-rabies-free — a rabies antibody titer test showing at least 0.5 IU/ml from an approved laboratory, with the blood drawn at least 30 days after vaccination. A veterinary health certificate issued within 10 days of arrival and endorsed by a government vet is also required (Ministry of Agriculture — import of dogs and cats). Up to two dogs or cats travelling with their owner, in the owner’s care for at least 90 days, may qualify for an exemption from the import licence; more than two animals need a permit from Veterinary Services (Ministry of Agriculture). The Ministry of Aliyah publishes an olim-focused summary (gov.il — Aliyah with pets).

Out of the Czech Republic. As an EU member the Czech Republic issues the standard EU health documentation for pet movement; your Czech vet prepares the export paperwork Israel requires, and titer blood samples can be processed at the national reference laboratory in Prague (State Veterinary Administration).

6. Vehicles, money and things people forget

Vehicles. New immigrants receive a reduced purchase-tax benefit on one vehicle in Israel; returning residents who were abroad long enough generally do not get a car benefit (Israel Tax Authority — immigrants guide). For most non-oleh movers, importing a car means full Israeli import taxes and standards compliance — usually more expensive than buying locally.

Money. Leaving the EU with EUR 10,000 or more in cash or equivalent means of payment must be declared to Czech Customs (Celní správa ČR). Israel separately requires travellers to declare cash and negotiable instruments above its statutory threshold on entry (Israel Tax Authority — customs guide).

Easy to forget. Keep your Teudat Oleh or returning-resident registration safe — it releases every shipment. Watch the timing windows (three years for olim, a shorter window for returning residents); a late-arriving container can lose its exemption. Close Czech health-insurance and social-security registrations, keep proof of your final Czech tax filing, and confirm SII rules for any electronics before they sail.

Frequently asked questions

Will I pay Israeli tax on my used furniture?
It depends on your status. Olim and qualifying returning residents import household goods exempt from customs duty and purchase tax; everyone else pays under the ordinary personal-import bands, where value above USD 500 is fully taxable even for used, individually sent items (Israel Tax Authority).

Do I need an export declaration to ship from the Czech Republic to Israel?
Yes. Israel is outside the EU, so an export declaration is filed through the Customs Administration’s AES/e-Vývoz system, and the exporter needs an EORI number — usually handled by your forwarder (Celní správa ČR).

How long does shipping take?
As freight-industry estimates, budget roughly 4–7 weeks by sea via Hamburg to Haifa/Ashdod and 1–2 weeks by air via Prague to Ben Gurion. These are not official figures — confirm against your forwarder’s schedule.

Can I bring my dog or cat?
Yes, with a microchip, rabies vaccine at least 30 days before travel, a titer test of at least 0.5 IU/ml, and a health certificate issued within 10 days of arrival; up to two pets with their owner may be exempt from the import licence (Ministry of Agriculture).

Do I still have Czech tax obligations after I leave?
Usually yes — a final resident income tax return for the year you depart, filed with the Financial Administration. There is no Czech individual exit tax (Finanční správa).

Can I import my car to Israel tax-free?
Only new immigrants get a reduced purchase-tax benefit, and only on one vehicle; returning residents who were abroad long enough do not, and standard importers pay full taxes (Israel Tax Authority).

Reverse direction: Israel to the Czech Republic

Moving the other way, you exit Israel under Israeli customs and re-enter the EU’s customs territory in the Czech Republic. Returning or relocating individuals can usually claim the EU’s relief from import duty on personal property for a genuine transfer of normal residence, administered by the Customs Administration (Celní správa ČR). Pets travelling from Israel — a non-listed third country — must meet the EU/Czech entry rules, including the rabies antibody titer test and advance conditions set by the State Veterinary Administration (SVS ČR).
