Relocating from Poland to Israel is a two-country project, not one. On the Poland side you are running an export out of the European Union customs territory, deregistering your residence and, in most cases, ending your Polish tax residency. On the Israel side you are running an import whose entire tax treatment depends on your immigration status on arrival. This guide covers both halves in the order you will actually face them, plus a short note on the reverse move, and links every rule to an official source. It is written for a resident of Poland — Polish citizen, EU national, or foreign resident — moving household goods, and possibly pets or a vehicle, to Israel.

Key takeaways

  • Israel’s customs treatment of your shipment is decided by your status: a new immigrant (oleh, holding a Teudat Oleh) or a returning resident (toshav hozer) receives significant exemptions, while anyone else pays standard duty and VAT (Israel Tax Authority — guide for immigrants).
  • Poland’s customs authority is the National Revenue Administration (Krajowa Administracja Skarbowa, KAS), and goods leaving the EU require an export declaration filed in the AES (Automated Export System) via the PUESC portal (KAS, PUESC — export).
  • Deregistering your Polish address (wymeldowanie) is free, can be done online, and is due by the day you move out (gov.pl — de-register from permanent residence).
  • You cease Polish tax residency only when you move your centre of vital interests abroad and spend fewer than 183 days a year in Poland (Ministry of Finance — tax-residency guidance).
  • At Israeli customs your shipment is cleared using Form 130 (Declaration of Personal Import/Export of Goods) (gov.il — Form 130).
  • Dogs and cats entering Israel need a microchip, rabies vaccination, and — from countries not recognised as rabies-free — a FAVN rabies-antibody titre test, with Veterinary Services notified in advance (Ministry of Agriculture — import of dogs and cats).
  • Carrying €10,000+ out of the EU must be declared to Polish customs; NIS 50,000+ brought into Israel must be declared on Customs Form 84 (Your Europe — carrying cash, gov.il — Form 84).

1. Your Israeli status decides everything

Before you book a container, settle your immigration status, because it drives the customs bill in Israel. The Israel Tax Authority grants customs relief on personal and household goods to two groups: new immigrants (olim), who arrive on an oleh visa and hold a Teudat Oleh, and returning residents (toshav hozer) (Israel Tax Authority).

An oleh‘s exemption covers personal effects and household goods and may be split across up to three shipments within three years of arrival; a returning resident’s rights are narrower — generally two shipments within nine months of return (Israel Tax Authority — guide, gov.il — personal import general info). If you hold neither status — for example you are moving on a work or other visa — your goods are treated as an ordinary personal import and are subject to duty and VAT under the general personal-import rules (gov.il — personal import general info). Because the categories, the quantity limits per appliance, and the no-resale holding period on exempt goods are specific, confirm your eligibility with the Israel Tax Authority before shipping.

2. The Poland export side

The authority. Customs in Poland is run by the National Revenue Administration (KAS), the integrated body responsible for tax and customs under the Minister of Finance (gov.pl — National Revenue Administration). Israel is outside the EU, so your household goods leave the EU customs territory and a customs export procedure must be opened.

The export declaration. Taking goods out of the EU "is possible after completing customs formalities … initiated by the submission of a customs declaration for the export procedure." This is filed electronically in the AES (Automated Export System) through the PUESC portal (PUESC — export of goods). In practice your removals company or a customs agent lodges the AES declaration for your personal effects; you should keep a detailed valued inventory, because Israeli customs will need it too (see section 4).

Deregistration (wymeldowanie). You must deregister from your Polish address by the day you move out. The service is free of charge and can be completed online with a trusted profile (profil zaufany), qualified e-signature, or e-ID, or in person at the municipal office (gov.pl — de-register from permanent residence). Notifying the authorities that you are leaving the territory of Poland results in deletion of both permanent and temporary residence registration.

Tax-residency exit. Under Article 3 of the Personal Income Tax Act you are a Polish tax resident if your centre of vital interests (personal or economic ties) is in Poland or you stay more than 183 days in a tax year. To stop being a Polish resident you must satisfy both the move of your centre of interests abroad and the under-183-days condition; the Ministry of Finance’s official guidance explains how these tests apply and how tax treaties resolve dual residence (Ministry of Finance — tax-residency guidance). Settle any outstanding PIT and keep proof of your departure date.

3. Ports and transit times

Poland’s principal seaports for containerised cargo are Gdańsk, Gdynia, and the Szczecin-Świnoujście complex (Trade.gov.pl — Polish seaports). A sea move to Israel typically routes through Gdańsk or Gdynia toward the Israeli ports of Haifa or Ashdod, usually via a Mediterranean transhipment hub rather than a direct sailing.

The following are freight-industry estimates, not official figures, and they vary widely with sailing schedules, transhipment, and customs:

  • Sea freight (door to port): roughly 3–6 weeks in transit, plus consolidation and clearance on either side.
  • Air freight: typically a few days to about a week in transit, at a much higher cost per kilo.

Treat any quoted date as indicative and confirm the current schedule with your carrier; Israeli port congestion and security screening can add time.

4. The Israel import side

When your shipment reaches Israel, it is cleared through Customs (Meches) under the Israel Tax Authority. The core document is Form 130 – Declaration of Personal Import/Export of Goods, which is printed and completed manually and "serves as a substitute for an invoice to determine the value of the items," attached to the import declaration for clearance (gov.il — Form 130).

Prepare a detailed inventory listing every item, with make, model, and serial number for appliances and electronics, and note whether each item is new or used, because customs assesses value from this list (gov.il — personal import general info). To clear the goods you generally attend customs in person with your passport, your Israeli ID card (Teudat Zehut) once issued, any foreign passports, and a rental or housing contract proving your Israeli address; olim also present the Teudat Oleh (gov.il — guide for immigrants). A licensed customs broker in Israel usually handles the filing; your Israeli mover will typically arrange one.

5. Pets

Leaving Poland. Poland’s competent authority for pet movements is the Chief Veterinary Inspectorate (Główny Inspektorat Weterynarii, GIW). For a companion animal travelling from Poland to a non-EU country, GIW states that the destination country’s rules govern, and the baseline EU requirements — microchip and a valid rabies vaccination — still apply (GIW — travelling with pets outside the EU). Under EU rules your dog or cat must be microchipped before the rabies vaccination, and the vaccine must be given at least 21 days before travel (Your Europe — pets). Because Israel requires its own certificate, you will need an official veterinary health certificate on the Israeli model endorsed by a state (powiat) veterinarian, not merely the EU pet passport.

Entering Israel. Israel’s Veterinary Services (Ministry of Agriculture and Food Security) require, for dogs and cats:

  • An ISO 11784/11785-compliant microchip (gov.il — import of dogs and cats).
  • Rabies vaccination given at three months of age or older, and generally not more than one year and not less than 30 days before arrival (gov.il).
  • From countries not recognised as rabies-free (Poland falls here), a mandatory FAVN rabies-antibody titre test showing ≥ 0.5 IU/ml from an approved laboratory; a waiting period applies between the test and entry, so confirm the current interval (gov.il).
  • Advance notice to Veterinary Services at the point of entry at least two working days before arrival, with the health documents (gov.il).

An import licence is normally required, but you may qualify for a licence exemption if you import up to two dogs or cats, they arrive on the same flight as you, and they have been in your personal care for at least 90 days before the flight (gov.il — import of dogs and cats). The Ministry of Aliyah and Integration also publishes guidance for olim bringing pets (gov.il — importing pets).

6. Vehicles, money, and things people forget

Vehicles. Olim may be entitled to import or buy one vehicle at a reduced tax rate, but the rules are detailed and change; verify current entitlements and taxes with the Israel Tax Authority before shipping a car (Israel Tax Authority — guide for immigrants). For most people, shipping a European car to Israel is rarely worthwhile once tax and compliance are counted.

Cash. Leaving the EU from Poland with €10,000 or more (or equivalent) in cash or bearer instruments must be declared to customs in advance (Your Europe — carrying cash). Entering Israel, sums of NIS 50,000 or more must be declared on Customs Form 84; the threshold is lower (NIS 12,000) at certain land crossings (gov.il — Form 84).

Easy to forget: keep your valued inventory identical to the Form 130 declaration; retain the AES export confirmation; do not sell exempt goods before the Israeli holding period ends; and start the pet titre-test timeline early — it is the single most common cause of delayed relocations.

How Flyto handles your Poland to Israel move

Flyto runs the European leg on its own strength: our own offices, warehouses, teams, and vehicles across Northern, Central, and Southern Europe handle collection, packing, and export from Poland, supplemented by a carefully chosen network of vetted partners and subcontractors where they add capacity. For the Israeli side we work with trusted local partners for customs clearance and delivery. We do not claim to do everything in-house — we combine our in-house European operations with the right partners so your move is coordinated end to end.

Frequently asked questions

Do I pay customs duty on my used furniture in Israel?
If you qualify as an oleh or returning resident, personal and household goods are largely exempt within your shipment allowance; otherwise standard duty and VAT apply under the general personal-import rules (gov.il — personal import general info).

Which form clears my shipment at Israeli customs?
Form 130, the Declaration of Personal Import/Export of Goods, filed with your inventory (gov.il — Form 130).

Is deregistering my Polish address mandatory, and does it cost anything?
It is required by the day you move out and is free of charge, online or in person (gov.pl).

When do I stop being a Polish tax resident?
When you both move your centre of vital interests abroad and spend under 183 days a year in Poland (Ministry of Finance).

What is the hardest deadline for pets?
The rabies titre (FAVN) test and its waiting period — start months ahead and confirm timing with Israeli Veterinary Services (gov.il — import of dogs and cats).

How much cash can I move without declaring?
Under €10,000 leaving the EU, and under NIS 50,000 entering Israel (less at some land crossings) (Your Europe, gov.il — Form 84).

Reverse direction: Israel to Poland

Moving the other way flips the roles: Israel becomes the export side and Poland the EU import. Pets entering Poland from Israel (a third country) must meet EU entry rules — microchip, valid rabies vaccination, and an EU animal health certificate, arriving via a designated traveller’s point of entry (GIW — pets from third countries to Poland). Household goods clear through KAS (gov.pl — National Revenue Administration), and returning EU residents should check the customs relief available on transfer of normal residence into the EU.
