1. Leaving Israel: what to close out

Israel operates no exit-visa system, so your departure itself is unrestricted. The effort is administrative and financial, and the two areas that trip people up are tax and national insurance.

Tax residence. The Israel Tax Authority determines residence mainly by the “centre of life” test, which weighs where your family, home, economic and social ties sit. Day-count presumptions assist it: being in Israel 183 days or more in a tax year presumes residence, as does 30 days or more in the year combined with 425 days across that year and the two prior. Importantly, failing those day tests does not automatically make you non-resident, and merely leaving does not end residence. To break it cleanly, build a genuine centre of life in the UK: relocate the family, take a home and job, move banking and assets, and limit visits to Israel. Take advice before you leave, because an ambiguous departure can leave you Israeli-resident for years.

Bituach Leumi (National Insurance). Tell the National Insurance Institute you are leaving Israel. It generally treats you as resident for the first years abroad and expects contributions to continue; missed payments can suspend your entitlement to health services. 2. How your household goods ship to the United Kingdom

Most Israel-to-UK household moves go by sea in a container. You will usually choose between a full container (FCL, a 20ft or 40ft box for a whole home) and shared groupage/LCL, where you pay for the cubic metres you use. FCL is faster and more secure end-to-end; LCL suits a flat or partial load but adds consolidation time at both ends.

Containers leave Haifa or Ashdod for UK ports such as Felixstowe (the UK’s largest container port), London Gateway or Southampton. Mediterranean-to-UK sailings run regularly, and port-to-port ocean time is generally around one to three weeks depending on the service and any transhipment. Once you add packing and collection in Israel, export clearance, UK import clearance and inland delivery, a realistic door-to-door window is several weeks. Treat any single figure as indicative and confirm the live schedule at booking.

Air freight is the fast alternative for a small, urgent load, cutting transit to days. It is far more expensive per kilo, so most people air-freight only essentials and send the bulk by sea.

Insist on a detailed, valued inventory. HMRC’s Transfer of Residence process expects a clear list of what you are importing, and it doubles as your insurance record.

3. UK customs & transfer-of-residence relief

When you move your normal home to Great Britain from outside the UK, your used personal and household goods can come in free of customs duty and import VAT under Transfer of Residence (ToR) relief. You apply to HMRC using the online ToR1 form before your goods arrive.

The main conditions: you must have lived outside the UK for more than 12 consecutive months; you must have owned and used the goods for more than six months; the move must be a genuine transfer of your normal home (second and holiday homes do not qualify); and all goods under one approval must be imported within 12 months of your arrival. Most household effects qualify, but new items, goods for resale, and certain categories (for example tobacco) do not.

The ToR1 asks for your details, proof of your overseas (Israeli) address, proof of your UK address, and an inventory. When HMRC approves it, they issue a unique reference number (URN) that you give your shipper so the goods clear under the relief. Apply in good time, because approval is not instant and your goods should not arrive before the URN is in hand. Note that Great Britain (England, Scotland, Wales) and Northern Ireland can differ, so use the correct GOV.UK route for your destination.

4. Arriving: registration, residence, driving, healthcare

Council and everyday registration. The UK has no single town-hall registration like Germany’s Anmeldung. Instead, register with your local council for council tax at your new address, register with a local GP surgery to access NHS care, and apply for a National Insurance (NI) number if you do not already have one (you can usually start work before it arrives if you have the right to work).

Residence and visa. As Israeli citizens you are third-country nationals. Israelis can visit the UK without a visa for short stays (with an Electronic Travel Authorisation), but to live and work you generally need a visa such as the Skilled Worker route, which requires a job offer from a UK employer holding a sponsor licence, at the required skill and salary level. You provide biometrics and, on modern applications, hold your status digitally via a UKVI account (older biometric residence permits are being phased to eVisas). After five years on a qualifying route you may apply for indefinite leave to remain, subject to the Life in the UK test. If you hold an EU passport through ancestry, EU status alone no longer grants automatic UK residence after Brexit, so check your specific route; a British passport through ancestry removes the immigration question entirely.

Driving licence. You can usually drive on your Israeli licence for a limited initial period after becoming resident. Beyond that you may need to exchange it or take a UK test, depending on the agreement in force; check the current position with DVLA. Israeli licences have at times been exchangeable, but confirm before you rely on it.

Healthcare. Most visa holders pay the Immigration Health Surcharge as part of the visa application, which gives access to the NHS. Register with a GP promptly after you arrive so you are in the system when you need care.

5. Pets

This is the longest lead item in an Israel-to-UK move, so plan it first. Israel is unlisted for Great Britain, so a dog or cat cannot enter on vaccination alone. The GB chain mirrors the EU’s: (1) an ISO microchip; (2) a valid rabies vaccination after the chip; (3) a rabies antibody blood test on a sample taken at least 30 days after vaccination, showing at least 0.5 IU/ml; and (4) a mandatory wait of three months from the date of that blood sample before your pet can enter GB. Dogs additionally need tapeworm treatment (praziquantel or equivalent) administered by a vet between 1 and 5 days before arrival. Your pet travels on a Great Britain pet health certificate issued near travel. Because rules can change, confirm everything on GOV.UK before you book.

With the blood test and three-month wait stacked onto vaccination timing, the realistic runway is about four to five months. On the Israeli side you also need the Israeli veterinary export certificate from the Ministry of Agriculture’s Veterinary Services. Pets must enter GB via approved routes and carriers. If your dates slip, the three-month clock does not restart while the titre remains valid, but you cannot shortcut it, so start the vet timeline the day you decide to move.

6. Money, banking & tax basics

Opening a UK bank account is easier once you have a UK address and proof of residence, though app-based banks can help you start sooner. Keep an Israeli account open through the transition for closing balances, standing obligations and any Bituach Leumi contributions you still owe.

On tax, the UK taxes residents under the Statutory Residence Test, and Israel may keep treating you as resident until your centre of life has genuinely shifted, so avoid accidental dual residence. The UK-Israel double-taxation treaty exists to stop the same income being taxed twice, but it does not remove the need to establish your position cleanly. If you hold Israeli assets, options, pensions or a company, get cross-border advice before you move, as the departure year is where costly errors happen. Note the UK replaced the old “non-dom” regime with a residence-based system from April 2025, so rely on current advice.
