3. Sweden customs & transfer-of-residence relief

Sweden grants transfer-of-residence relief on removal goods — flyttsaker — letting you import used personal belongings free of customs duty and VAT when you move your permanent residence to Sweden from outside the EU.

The conditions, set by Swedish Customs (Tullverket), are:

  • You have been resident outside the EU for at least 12 consecutive months.
  • The goods have belonged to you and been used for at least six months before your move.
  • You are moving your permanent residence to Sweden.
  • The goods are for your private use, not for sale.

You declare the goods to Tullverket, normally with an inventory. You may be asked to show documents proving the goods have belonged to and been used by you (or a household member) while your normal residence was outside the EU for at least the required period — for example receipts, invoices or hire-purchase agreements. As with the other EU states, alcohol, tobacco and goods for commercial use fall outside the relief. Confirm the current declaration route and document set with your mover and Tullverket before the container sails, as the agency sets the requirements.

4. Arriving: registration, residence, driving, healthcare

Residence permit first (non-EU). This is where Sweden differs from many countries. Israeli nationals are third-country nationals, so unless you hold an EU passport you must obtain a residence permit from Migrationsverket (the Swedish Migration Agency) before you can register in the population register — and for population registration the permit generally needs to be valid for at least 12 months. Arrange the permit before you travel. If you hold a second, EU passport through ancestry — as many Israelis do — you move under EU free movement and the Migrationsverket permit route does not apply.

Personnummer via Skatteverket. Once you have the residence permit, you register with Skatteverket (the Swedish Tax Agency) in the population register (folkbokföring). On first registration Skatteverket assigns your personnummer (personal identity number). Bring your original identity documents and, for non-EU nationals, your residence-permit card (uppehållstillståndskort). The personnummer is the key to normal life in Sweden: without it you cannot open an account at most banks, activate BankID (needed for almost every digital service), or access Försäkringskassan (the Social Insurance Agency) benefits.

Healthcare. Once you are registered in the population register you gain access to Sweden’s public healthcare on the same terms as other residents, with modest patient fees. Before registration, ensure you have adequate insurance to cover any gap.

Driving licence. Sweden allows straightforward exchange only for EEA licences and a short list of other countries (such as the United Kingdom, Switzerland and Japan); Israel is not on that list. A non-EEA licence may be used for a limited period after you become resident, after which you generally need to take Swedish tests.   3. Rabies antibody titration test. At least 30 days after vaccination, an authorised vet takes blood and sends it to an EU-approved laboratory. The result must be at least 0.5 IU/ml.
  4. Three-month wait. Because Israel is non-listed, you must then wait three months from the date of that successful blood sample before the animal may enter the EU.
  5. EU animal health certificate. Close to travel, an official (state) veterinarian issues the EU animal health certificate for entry, valid for a limited window.
  6. Israeli export certificate. To leave Israel, a government veterinarian from the Ministry of Agriculture and Food Security issues the veterinary export health certificate.

Total the timeline: microchip and vaccination, a 30-day minimum before the blood draw, then the three-month wait, plus lab turnaround and appointment lead times — four to five months is realistic.
