Moving from Italy to Indonesia (2026): Complete Guide
Relocating from Italy to Indonesia means clearing two separate administrative systems: Italian departure formalities (customs, municipal deregistration and tax-residency exit) and Indonesian arrival formalities (immigration status, customs clearance for household goods, and — if applicable — animal quarantine). This guide is written for an Italian resident moving to Jakarta, Bali, Surabaya or elsewhere in Indonesia, and it covers both halves of the corridor plus a short note on moving back the other way.

1. Your Indonesian visa status determines your customs treatment
Indonesia does not let you bring in duty-free household goods simply because you’re relocating — the exemption is tied to your immigration status. The Directorate General of Immigration (Ditjen Imigrasi) issues a VITAS (entry visa) before travel, converted on arrival into a KITAS/ITAS (limited stay permit), with separate categories for work sponsorship, family/spousal dependents, retirement, investors and researchers — Ditjen Imigrasi, izin tinggal keimigrasian. 2. The Italy export side: customs, deregistration and tax exit
Customs authority. Italy’s national customs body is the Agenzia delle Dogane e dei Monopoli (ADM), part of the Ministry of Economy and Finance. Since December 2024 all formal export declarations for goods leaving the EU are lodged exclusively through the EU-wide AES – Automated Export System; paper customs documents were phased out and export documentation is now generated and downloadable digitally through ADM’s portal — ADM, AES. Cash. Municipal deregistration and AIRE. An Italian citizen relocating abroad for more than 12 months must register with the Anagrafe degli Italiani Residenti all’Estero (AIRE) at the Italian consulate with jurisdiction over the new address, within 90 days of arrival abroad, using the FAST IT online portal. Tax residency exit. Deregistering from the comune and enrolling in AIRE is necessary but not sufficient to stop being an Italian tax resident. 3. Ports and transit — real routes, estimated timings
Household-goods sea freight to Indonesia typically originates from Italy’s major container gateways — Genova, La Spezia and Livorno — from where cargo usually routes via a transshipment hub (commonly Singapore, Port Klang or Colombo) before reaching Tanjung Priok (Jakarta), Tanjung Perak (Surabaya), or, for Bali-bound shipments, Jakarta followed by inland/inter-island transfer. Your moving company or freight forwarder will confirm the exact routing and carrier for your specific shipment.
These transit times are freight-industry estimates, not official published figures: sea freight from Northern Italy to Jakarta typically runs 6–9 weeks port-to-port including transshipment, plus 1–3 weeks for origin/destination customs and delivery; airfreight typically takes 1–2 weeks door-to-door but at a much higher cost per volume. Actual timing depends on carrier schedules, transshipment congestion and Indonesian customs processing of your PIBK.
4. The Indonesia import side: customs process
Indonesia’s customs authority is the Direktorat Jenderal Bea dan Cukai (DJBC / Bea Cukai), under the Ministry of Finance. Household-goods (barang pindahan) imports are now governed by PMK 25/2025, which replaced the older PMK 28/2008 and took effect 27 June 2025 — Bea Cukai, PMK 25/2025 announcement; Kemenkeu JDIH.
To claim the duty exemption, you (or your agent) submit a Pemberitahuan Impor Barang Kiriman (PIBK) — the special electronic import notification — through the government’s dedicated portal, together with a certificate of relocation, travel documents, and (for sponsored foreign workers) supporting employer/assignment documentation — Bea Cukai, barang pindahan. Your shipment must arrive in Indonesia no more than 90 days before or after your own arrival date; outside that window the goods lose eligibility for the facility. Under the new regulation, physical inspection is selective, not automatic, for compliant shipments. 5. Moving with pets
Leaving Italy. For non-EU destinations, Italy requires a fresh veterinary export process rather than the EU pet passport used for intra-EU travel: your dog or cat needs microchip identification, a valid rabies vaccination, and a health/export certificate issued by the local ASL veterinary service, which operates under the oversight of the Ministero della Salute; the movement must also be recorded in the EU’s TRACES system ahead of travel — Ministero della Salute, travelling with pets. Because certificate validity windows are short, book the ASL appointment close to your departure date and confirm Indonesia’s current entry requirements before the certificate is issued.
Entering Indonesia. Animal quarantine is handled by Badan Karantina Indonesia (Barantin). The general procedure requires the owner (or agent) to file a quarantine inspection request (Permohonan Pemeriksaan Karantina, PPK, available online) at least two days before the animal’s arrival or departure, together with a veterinary certificate from the animal-health authority at origin, a rabies antibody-titer result and vaccination record; the animal must be in good health and must enter through a port or airport designated for animal traffic, where it is reported to the on-site quarantine officer for administrative and physical inspection — Badan Karantina Indonesia. 6. Vehicles, money and things people forget
Vehicles. As noted above, cars and motorcycles cannot enter Indonesia duty-free as part of a house move — they are cleared as standalone imports subject to full duty and tax, which is prohibitively expensive relative to a vehicle’s value in most cases; most relocating households sell their car in Italy and buy locally in Indonesia instead.
Money. Declare cash of €10,000+ leaving Italy — ADM — and again on the Indonesian side: cash or payment instruments (rupiah or foreign currency) worth IDR 100 million or more must be declared to Bea Cukai on entry, taking IDR 100 million or more in rupiah out of Indonesia requires Bank Indonesia permission, and carrying foreign banknotes worth IDR 1 billion or more is restricted without separate BI authorization — Sekretariat Kabinet RI.
