Key takeaways

  • Pets are the longest lead item. Indonesia is not on the EU’s list of approved third countries, so a dog or cat needs a rabies antibody titration test (blood drawn at least 30 days after vaccination, at least 0.5 IU/ml at an EU-approved lab) followed by a three-month wait before EU entry. Start here.
  • Close your Indonesian stay permit. KITAS and KITAP holders should obtain an Exit Permit Only (EPO) from Imigrasi before leaving permanently, applied for around two weeks in advance.
  • Sweden’s removal-goods relief (flyttsaker) can waive import duty and 25% VAT if you have lived outside the EU for at least 12 consecutive months, have owned and used the goods for at least 6 months, and intend to live in Sweden for at least a year.
  • Get the residence permit first, then the personnummer. Migrationsverket grants the permit; Skatteverket issues the personal number that unlocks daily life.
  • You declare your goods to Tullverket, typically with an inventory, within 12 months of registering in Sweden.
  • Sea freight from Jakarta to Gothenburg usually takes several weeks door-to-door; a faster air-freight option exists for a smaller shipment.

1. Leaving Indonesia: what to close out

A permanent departure from Indonesia starts with your immigration status. If you hold a KITAS (limited stay permit) or KITAP (permanent stay permit), you are expected to cancel it through an Exit Permit Only (EPO) before you leave for good. The EPO formally ends the permit, returns your documents to the authorities and ties your exit to the closure of your sponsorship — leaving you a clean record if you ever return.

The EPO is processed through your sponsor — your employer, or your guarantor for a retirement or family permit — at the relevant Imigrasi office. Because your original permit documents must be surrendered and an exit stamp arranged, practitioners advise beginning at least two weeks before departure. If you are resigning, changing sponsor or otherwise ending the basis of your permit, the EPO is what closes it cleanly.

Run the civil admin alongside: end your lease, settle then close Indonesian bank accounts after final transfers, cancel utilities and subscriptions, and obtain any tax clearance your situation needs. Keep copies of everything — proof of prior residence and ownership will matter at the Swedish end.

For the shipment itself, your household goods are exported through Bea Cukai (Indonesian Customs) at the port of loading — usually Tanjung Priok in Jakarta, or Tanjung Perak in Surabaya. Your international mover prepares the export declaration and inventory and books the vessel. Exporting used personal effects is generally straightforward; the planning effort concentrates on Swedish customs and, above all, on pets.

2. How your household goods ship to Sweden

Most Indonesia-to-Sweden moves travel by sea freight. You will choose between a full-container load (FCL — a 20ft or 40ft container reserved for you) and a shared or less-than-container load (LCL / groupage) where your goods share space with other consignments. FCL is faster to clear and better for a full household; LCL is more economical for a small flat or a partial shipment.

Containers from Jakarta (Tanjung Priok) typically route to Gothenburg (Göteborg), Sweden’s largest port and the main gateway for Scandinavian cargo, before inland delivery to your new home. Transit depends on routing, transhipment and season, but a full door-to-door move usually spans several weeks once packing, ocean transit and Swedish customs clearance are combined. Plan with a comfortable buffer, especially around winter weather.

For a small, urgent volume — essentials, work gear or valuables — air freight into Stockholm (Arlanda) or Gothenburg is the alternative: much more expensive per kilo, but far faster. Many movers combine a small air shipment to cover the first weeks with a larger sea shipment for the bulk of the household. A detailed, valued inventory is essential in every case — it underpins both your insurance and the Swedish customs relief below.

3. Sweden customs & transfer-of-residence relief

Sweden applies the EU’s removal-goods reliefflyttsaker — which can remove import duty and the 25% import VAT (moms) on your used household goods. It is administered by the Swedish customs authority, Tullverket, and you (or your mover’s agent) declare the goods with an inventory.

The core conditions are:

  • You must have lived outside the EU for at least 12 consecutive months before moving.
  • The goods must have been owned and used by you for at least 6 months.
  • You must intend to live in Sweden for at least one year.
  • The goods must be imported within 12 months of your registration in Sweden.

Because you will not have been a registered Swedish resident while abroad, Tullverket generally asks you to show either a notification of move to the Swedish Tax Agency or proof of your Swedish residence permit / right of residence, alongside the inventory and evidence of your time in Indonesia. Get the paperwork right and genuinely used personal effects come in free of duty and moms; get it wrong — a thin inventory, missing proof of prior residence, or goods arriving late — and you risk 25% moms on the assessed value. Motor vehicles have separate rules and Swedish registration and roadworthiness steps, so treat any car as its own project.

4. Arriving: registration, residence, driving, healthcare

As an Indonesian citizen you are a third-country national, so the order of operations matters more in Sweden than in many countries: residence permit first, personal number second.

  • Residence permit (Migrationsverket): apply to and receive your Swedish residence permit — work, EU Blue Card, self-employment, study or family — from the Swedish Migration Agency before you travel. For longer stays this is the legal basis for everything that follows.
  • Personnummer (Skatteverket): once you are in Sweden with a permit valid for at least a year, register with the Swedish Tax Agency to be entered in the population register and receive your personnummer. This is the master key to Swedish life — banking, healthcare, BankID, employment and more.
  • ID card: after you have a personnummer you can apply to Skatteverket for a Swedish ID card, useful for everyday identification and digital services.

Driving: Sweden does not have a general exchange agreement for Indonesian licences, so licences issued outside the EEA generally cannot simply be swapped; most drivers from Indonesia must obtain a Swedish licence by taking the Swedish theory and driving tests. You may drive on a valid foreign licence for an initial period after arrival, but confirm your exact position and any time limits with the Transportstyrelsen (Swedish Transport Agency).

Healthcare: once you are registered with a personnummer and living in Sweden, you generally gain access to subsidised public healthcare through your region. In the gap before registration, keep private or travel health cover in place so you are never uninsured.

5. Pets

Deal with pets before anything else. Indonesia is not on the EU’s list of approved third countries, which puts dogs and cats in the strictest entry tier. The steps, in order, are:

  1. Microchip (ISO 11784/11785) first — it must be implanted before the rabies vaccination for the vaccination to count.
  2. Rabies vaccination after the microchip.
  3. Rabies antibody titration test: blood taken at least 30 days after vaccination, tested at an EU-approved laboratory, showing at least 0.5 IU/ml.
  4. A three-month wait from the date of that successful blood sample before EU entry.
  5. An EU animal health certificate from an official veterinarian shortly before travel, with the laboratory report attached.

The chained timing — vaccinate, wait 30 days, draw blood, wait three months — means the whole process can take four to five months, so pets must sit at the very top of your plan. On the Indonesian side, you also need an export health certificate from the Indonesian Agricultural Quarantine Agency (Barantin / Karantina) to take the animal out of the country lawfully. Entry into the EU must be through a designated Travellers’ Point of Entry, where documents are checked. Verify every date with your vet against official EU and Barantin guidance before booking flights — a single mistimed step can reset the entire clock.

6. Money, banking & tax basics

In Sweden almost everything financial hinges on the personnummer and BankID, so opening a full bank account is much easier once you are registered with Skatteverket. Before that, keep a foreign-currency buffer for your first rent, deposit and the mover’s balance, and expect a gap between your last Indonesian income and your first Swedish pay. Some banks offer limited services to newcomers before full registration, but plan around the personnummer as the real unlock.

On tax, you generally become liable to Swedish tax when you are resident or stay for an extended period, which can bring worldwide income into scope. Certain highly qualified incoming employees and experts may apply for expert tax relief through the Taxation of Research Workers Board (Forskarskattenämnden), which has strict conditions and deadlines — check eligibility early. Because Indonesia and Sweden have different tax years and there are double-taxation considerations, professional advice in your first months is worthwhile. Keep records of the origin and value of larger transfers, particularly funds used for housing deposits or purchases.

How Flyto handles your Indonesia to Sweden move

Flyto Relocation runs the entire corridor as one project. We coordinate the Bea Cukai export at Tanjung Priok, the ocean or air leg to Gothenburg, and the Swedish customs clearance — declaring your flyttsaker to Tullverket with a complete inventory and proof of move so you are not charged unnecessary 25% moms. Because we operate our own hubs across Northern, Central and Southern Europe, the Swedish delivery, unpacking and paperwork stay under one roof with one point of contact. We also help you sequence the parts that catch people out: the pet titre-test timeline, the EPO from Imigrasi, and the Migrationsverket-then-Skatteverket order that produces your personnummer. To start, get a quote and we will build a timeline around your dates.

Frequently asked questions

Why does my dog or cat need a rabies titre test to enter Sweden from Indonesia?
Because Indonesia is not on the EU’s list of approved third countries, so a blood test proving at least 0.5 IU/ml, taken at an EU-approved laboratory at least 30 days after vaccination, is mandatory. See the European Commission — Bringing a pet into the EU.

How long does the pet process take?
Around four to five months: microchip, then rabies vaccination, then a blood sample at least 30 days later, then a three-month wait before EU entry. See the European Commission designated-laboratories list.

Do I need to cancel my KITAS before I leave Indonesia?
Yes. KITAS and KITAP holders should obtain an Exit Permit Only (EPO) before departing for good, applied for roughly two weeks in advance. See Direktorat Jenderal Imigrasi.

Do I get my personnummer before or after my residence permit?
After. You need a residence permit from Migrationsverket, valid for at least a year, before Skatteverket will register you and issue a personnummer. See Skatteverket — Moving to Sweden.

What makes my household goods duty- and VAT-free in Sweden?
The flyttsaker relief: at least 12 months’ prior residence outside the EU, goods owned and used at least 6 months, an intention to live in Sweden at least a year, imported within 12 months of registration. See Tullverket — Moving to and from Sweden.

Can I drive on my Indonesian licence?
Only for a limited period; Sweden has no general exchange for non-EEA licences, so most drivers from Indonesia must pass the Swedish tests. Check the Transportstyrelsen.
