Moving from Indonesia to Germany (2026): Relocation Guide
Key takeaways
- Plan your pet first. Indonesia is not on the EU’s list of approved third countries, so a dog or cat must pass a rabies antibody titration test (blood drawn at least 30 days after vaccination, result 0.5 IU/ml or higher) followed by a mandatory three-month wait before entering the EU. Counting the microchip, vaccination, titre and wait, budget roughly four to five months.
- Close out your Indonesian stay properly. KITAS/KITAP holders must process an Exit Permit Only (EPO) at Imigrasi before leaving for good, and clear household goods for export through Bea Cukai.
- Claim transfer-of-residence relief. Germany’s customs form 0350 (Übersiedlungsgut) lets you import used household goods duty- and VAT-free if you lived outside the EU for at least 12 months and owned the goods for at least 6 months.
- Sea freight from Jakarta (Tanjung Priok) to Hamburg typically takes about 37-45 days, and often longer in 2026 with carriers routing around the Cape of Good Hope.
- Register within 14 days. Germany’s Anmeldung at the local Bürgeramt is the key that unlocks banking, tax ID, health insurance and your residence permit.
1. Leaving Indonesia: what to close out
Relocating out of Indonesia is not simply booking a flight. If you have held a limited stay permit (KITAS) or permanent stay permit (KITAP), you must process an Exit Permit Only (EPO) before you leave permanently. The EPO formally cancels your izin tinggal (ITAS/ITAP) so your residency status ends cleanly when you depart. It is applied for through your local Imigrasi office (or by your sponsor/guarantor), usually takes up to three working days, and leaving without processing it can cause administrative complications for any future Indonesian visa. Coordinate the timing with your sponsor, because your work and stay permits are linked to them.
For your belongings, household goods leaving Indonesia are handled as an export through Bea Cukai (Customs and Excise). Your international mover will normally prepare the export declaration and manifest, but you should keep copies of your passport, KITAS/KITAP, EPO and a detailed, valued inventory (packing list) in English. Anything that could be treated as an antique, artwork or cultural item may need additional clearance, so flag those to your mover early.
Do the housekeeping most people forget: settle utilities and your Indonesian mobile contract, close or downscale local bank accounts once your final salary and deposits have cleared, retrieve any rental deposit, and gather school records, medical and vaccination histories, and employment references. Order certified copies and, where needed, translations of key documents before you go.
2. How your household goods ship to Germany
Most Indonesia-to-Germany moves travel by sea freight from Tanjung Priok (Jakarta) or Tanjung Perak (Surabaya) to Hamburg. A full 20-foot or 40-foot container (FCL) suits a whole household; for a partial load, shared groupage (LCL) is more economical but slower because it waits for consolidation and de-consolidation. Plan on roughly 37-45 days port to port for the direct sea leg, and add time in 2026 for the longer Cape of Good Hope routing many carriers still use, plus door-to-door handling, customs clearance and inland delivery at each end.
If you need a small volume quickly, air freight to Frankfurt or Munich cuts transit to days rather than weeks, but costs several times more per cubic metre, so it is best reserved for essentials and valuables. A common approach is a small air shipment of must-haves plus a sea container for the rest.
Whichever mode you choose, the paperwork that protects your duty relief is the inventory. Every carton should map to a line on a clear, valued packing list, because German customs relief depends on the goods being demonstrably used personal effects rather than new items for resale.
3. Germany customs & transfer-of-residence relief
When you move your normal residence from a non-EU country such as Indonesia to Germany, you can import your used household goods free of customs duty and import VAT under transfer-of-residence relief. The instrument is the German customs declaration form 0350 (Zollanmeldung für Übersiedlungsgut). To qualify you generally must have lived outside the EU for at least 12 months, have owned and used the goods for at least 6 months before the move, and be establishing your normal residence in Germany. The goods must not be intended for resale, and you should import them within 12 months of settling.
Attach a comprehensive, itemised inventory to form 0350, together with proof of your residence abroad (for example your KITAS/KITAP history), proof of the move (a German work or rental contract) and the packing list. Personal property under this relief is broad: furniture, household linen, instruments and equipment, and even pets and, subject to conditions, vehicles. New goods still in original packaging, or anything that looks bought specifically to import, are likely to be taxed as a normal import. Your mover or a customs agent usually lodges form 0350 on your behalf, but the declaration is yours, so review it. Full, authoritative detail is on the German customs (Zoll) transferring residence pages.
4. Arriving: registration, residence, driving, healthcare
Anmeldung (address registration). Within 14 days of moving into your home you must register at the local Bürgeramt (Einwohnermeldeamt). You will need your passport, the tenancy confirmation from your landlord (Wohnungsgeberbestätigung) and a completed registration form. The confirmation you receive (Meldebescheinigung) is a prerequisite for almost everything else, and your tax identification number (Steuer-ID) follows by post. Appointments can be scarce in big cities, so book the earliest slot and keep the confirmation as evidence you acted in good faith.
Residence and visa. As an Indonesian citizen (a third-country national), you generally need the correct national visa arranged before travel, then convert it into a residence permit (Aufenthaltstitel) at the local Ausländerbehörde after arrival. The category depends on your purpose, such as employment, the EU Blue Card for qualified professionals, family reunification or study. The residence permit process runs after your Anmeldung, so line those appointments up early.
Health insurance. Health cover is mandatory in Germany. Most employees join the statutory system (gesetzliche Krankenversicherung); others take private cover. Proof of insurance is usually required for the residence permit, so arrange it promptly.
Driving licence. You may drive on an Indonesian licence, ideally with an international driving permit, for a limited introductory period after establishing residence, after which you must switch to a German licence. Depending on the agreement status, an Indonesian licence exchange can require passing the German theory and practical tests, so budget time and check requirements with your local licensing authority (Führerscheinstelle) soon after you arrive.
5. Pets
This is the single longest-lead item in your move, so start it before anything else. Because Indonesia is not on the EU’s list of approved third countries, a dog or cat cannot simply arrive with a vaccination certificate. The EU entry sequence is strict and must happen in order:
- Microchip (ISO-standard) implanted first, or read at the vaccination visit; it must be in place before the rabies vaccination for that vaccination to count.
- Rabies vaccination administered after the microchip.
- Rabies antibody titration test: a blood sample drawn at least 30 days after the vaccination, sent to an EU-approved laboratory, showing an antibody level of 0.5 IU/ml or higher.
- A mandatory three-month wait counted from the date the successful blood sample was taken, before the animal may enter the EU.
- An EU animal health certificate completed by an official veterinarian before travel.
In parallel, to leave Indonesia your pet needs an Agricultural Quarantine (Barantin / Balai Karantina Pertanian) export health certificate, arranged with a government-approved vet, plus the export recommendation and permit; quarantine officials at the departure airport should be notified in advance. Note that even in areas of Indonesia considered lower-risk for rabies, the EU still requires the titre test because Indonesia as a whole is unlisted. Add up the vaccination, the 30-day minimum before the blood draw, the three-month wait and certificate paperwork, and you should allow roughly four to five months. Most families fly the pet as manifest cargo or accompanied baggage into an approved EU traveller point of entry; confirm the airline and route handle live animals into Germany.
6. Money, banking & tax basics
You will usually need your Anmeldung confirmation and often your tax ID before a German bank will open a full current account (Girokonto), though several digital banks let you start the process earlier. A German account is essential for salary, rent and utilities. Keep an Indonesian account open until final transfers clear, and use a reputable currency service to move funds rather than carrying large amounts.
On tax, once you establish residence in Germany you are generally taxed on worldwide income there. Indonesia and Germany have a double taxation agreement, so income is not taxed twice, but the interaction of your final Indonesian income, any severance and your first German salary can be complex. Take professional advice on your exit-year Indonesian tax position and your German entry-year filing, and keep records of asset values on your move date. Retain every customs, shipping and residence document, as these underpin both your duty relief and your tax residency story.
How Flyto handles your Indonesia to Germany move
Flyto Relocation manages the whole corridor end to end: EPO and export coordination in Indonesia, sea or air freight from Tanjung Priok or Surabaya, and customs clearance into Germany with your form 0350 transfer-of-residence relief prepared correctly. We run our own hubs across Northern, Central and Southern Europe, so your container is received, cleared and delivered by people we control rather than a chain of unknown subcontractors. We also coordinate the pet timeline, which for an unlisted country such as Indonesia is the part most likely to derail a move if it starts late. Tell us your dates and inventory and we will map the critical path backwards from your German move-in day. Get a quote and we will build your plan.
Frequently asked questions
How long does the pet process really take from Indonesia to Germany?
Plan for about four to five months. The microchip and rabies vaccination come first, the antibody blood test can only be drawn at least 30 days after vaccination, and then a mandatory three-month wait applies before EU entry, per the EU pet travel rules.
Why does my dog need a rabies blood test when other countries do not require it?
Because Indonesia is not on the EU’s list of approved third countries, the antibody titration test (result 0.5 IU/ml or higher) plus the three-month wait are compulsory in addition to microchip and vaccination. See the EU rules on travelling with pets.
Do I have to process an EPO before leaving Indonesia?
Yes. KITAS/KITAP holders must obtain an Exit Permit Only to cancel their stay permit before departing for good, or risk problems with future Indonesian applications. See Direktorat Jenderal Imigrasi.
How do I avoid paying duty and VAT on my household goods?
Claim transfer-of-residence relief using customs form 0350, provided you lived outside the EU for at least 12 months and owned and used the goods for at least 6 months. Details are on the Zoll transferring residence page.
How long is shipping from Jakarta to Hamburg?
Direct sea freight is typically around 37-45 days port to port, and often longer in 2026 due to Cape of Good Hope routing; air freight is far faster but much more expensive.
When must I register my address in Germany?
Within 14 days of moving in, at your local Bürgeramt. The Meldebescheinigung you receive is required for banking, tax and your residence permit, as explained on Berlin.de’s registration guidance.
