Car Shipping to Portugal
Moving to Portugal and want to bring your car with you? Whether you are relocating to Lisbon, settling on the sunny Algarve, or heading north to Porto, shipping your vehicle can save you the hassle and cost of buying a new one in a market where cars are notably expensive. Flyto Relocation, a European relocation company established in 2018, arranges international vehicle shipping to Portugal through vetted freight partners, and coordinates the paperwork-heavy legalização process on the ground. Portugal sits squarely within our Southern-Europe operating area, with the main entry ports being Lisbon and Leixões (Porto).
This guide walks you through shipping methods, transit times, realistic costs, and — most importantly — the ISV vehicle tax, matrícula registration and IMT process that catches many people off guard.
Shipping methods and ports
There are two principal ways to move a car by sea, and Flyto arranges both via established carriers. We do not own ships or carriers ourselves; we source the right route, book capacity, and manage the process end to end.
RoRo (Roll-on/Roll-off)
Your car is driven onto a dedicated vehicle vessel and secured on deck. RoRo is typically the most economical option for a single, running vehicle. The trade-off is that you cannot pack personal belongings inside the car, and the vehicle is exposed to the marine environment during transit.
Container shipping
The car is loaded into a container — sole-use (exclusive) or shared/consolidated with other vehicles. Containerisation offers greater protection from weather and handling, allows a limited amount of household goods to travel with the car where regulations permit, and suits high-value, classic or non-running vehicles. It costs more than RoRo.
For most European moves within the single market, an accompanied road transfer or short-sea RoRo is straightforward. For arrivals from outside Europe, deep-sea RoRo or container into Lisbon or Leixões is the norm.
Transit times
- Within Europe (road or short-sea): a few days to around two weeks, depending on origin and whether the car is driven or shipped.
- North America to Portugal: roughly 3–5 weeks door to port, subject to sailing schedules.
- Middle East, Asia or Australasia: commonly 5–8 weeks or more.
These are indicative ranges. Actual transit depends on the specific route, sailing frequency, port congestion and customs clearance at destination.
What drives the cost
Flyto does not quote invented fixed prices — shipping is a live market. As a rough guide, RoRo within Europe can start in the low hundreds of euros for short crossings, while deep-sea RoRo from North America often falls in the region of €1,200–€2,500, and exclusive-container moves run higher still. Your quote will depend on:
- Origin and destination port, and current sailing rates
- Method chosen (RoRo vs shared vs sole-use container)
- Vehicle dimensions and weight
- Marine insurance, port handling and terminal fees
- Inland transport at both ends
- Destination taxes and registration costs — which, for Portugal, can exceed the shipping itself
The real cost: ISV, matrícula and IMT
Getting the car to a Portuguese port is only half the job. Before you can legally drive it on Portuguese plates, the vehicle must go through legalização — the legalisation and registration process overseen by the IMT (Instituto da Mobilidade e dos Transportes).
ISV — Imposto Sobre Veículos
Portugal levies ISV, a one-off vehicle tax due on first registration in the country. It is calculated primarily on engine displacement (cc) and CO₂ emissions, with age-based reductions for older cars. ISV can be substantial — often several thousand euros — and is frequently the single largest line in the whole exercise. Newer, higher-emission and larger-engine vehicles attract the most tax.
Transfer-of-residence exemption
People genuinely moving their residence to Portugal may qualify for an ISV exemption (isenção por transferência de residência) if strict conditions are met — for example, having owned and used the vehicle for a qualifying period before the move, proof of prior residence abroad, and applying within the deadline after arrival. This exemption can save the entire ISV amount, but eligibility is nuanced and the rules change. We strongly recommend confirming your position with the Portuguese authorities or a despachante (licensed customs/registration agent) before shipping.
IMT registration and inspection (IPO)
Legalização involves obtaining a certificate of conformity or an individual approval (Modelo 9 / homologação), passing a technical inspection (IPO — Inspeção Periódica Obrigatória) at a licensed centre, paying ISV where due, and registering the car to receive Portuguese plates (matrícula) and the DUA/registration document. A despachante typically handles this on your behalf, and Flyto can help you connect with one.
Customs and VAT: EU origin vs non-EU origin
Where your car comes from changes the tax picture significantly.
| Component | Car from within the EU | Car from outside the EU |
|---|---|---|
| Customs duty | None — free movement in the single market | Import duty applies (commonly ~10% for cars) |
| Import VAT | Generally not charged again on a used car already taxed in the EU | Portuguese VAT (23%) typically due on import value |
| ISV (vehicle tax) | Due on registration (transfer-of-residence exemption may apply) | Due on registration (transfer-of-residence exemption may apply) |
| Matrícula / IMT registration | Required — legalização + IPO inspection | Required — legalização + IPO inspection |

In short: an EU-origin car avoids customs duty and import VAT but still faces ISV and registration; a non-EU car adds duty and VAT on top. These rules change and depend on your residency status, so treat the table as a starting point and verify current requirements with Portuguese authorities or a despachante.
Preparing your car
- Clean the vehicle inside and out — this eases inspection and helps spot any transit damage.
- Leave roughly a quarter tank of fuel; carriers often require low fuel levels.
- Remove or secure loose items and disable alarms and toll transponders.
- Document existing condition with dated photographs before handover.
- Gather your documents: title/ownership proof, registration, purchase invoice, ID/residence proof, certificate of conformity (CoC) where available, and proof of prior residence if claiming the ISV exemption.
Insurance
Marine transit insurance is arranged for the voyage and should reflect the vehicle’s declared value. Note that transit cover is separate from Portuguese road insurance — you will need a local motor policy before driving on Portuguese plates. Flyto ensures your shipment is covered in transit and can advise on the handover to local cover.
How Flyto coordinates your move
We manage the whole chain: selecting the right method and route, booking with a vetted carrier, arranging marine insurance, handling port formalities at Lisbon or Leixões, and putting you in touch with a trusted despachante for the ISV, IMT and inspection steps. Because vehicle shipping usually sits alongside a wider household relocation, we can bundle it with your move so there is one point of contact throughout.
