1. Leaving Taiwan: what to close out
Getting your exit paperwork right in Taiwan is what makes the UK’s ToR relief approvable, because HMRC wants evidence you genuinely lived abroad for 12 months and are transferring your normal home to the UK.
Residence and immigration (NIA). If you hold an ARC or APRC issued by the National Immigration Agency (NIA), decide whether to surrender it or preserve permanent residence with a re-entry endorsement — an APRC can lapse after a long absence. Taiwanese citizens should confirm the status of their household registration (戶籍), which affects tax residency and National Health Insurance.
Labour and pension. Confirm your final labour-insurance and labour-pension position with your employer and the Bureau of Labor Insurance. Foreign workers leaving Taiwan permanently can, in defined cases, claim a lump-sum settlement of the employer-funded labour pension; ask HR how your case is handled. Settle outstanding income tax with the National Taxation Bureau and keep the tax-clearance documents — they help prove your dates abroad.
Household goods export (Taiwan Customs). Outbound personal effects go through the Customs Administration, Ministry of Finance. Prepare a detailed, valued English packing inventory and keep receipts or photos proving items are used and owned. Untreated wood packing must be ISPM-15 heat-treated or fumigated and stamped, or the shipment risks being held at the UK border.
Pet export (APHIA/BAPHIQ). Taiwan’s Animal and Plant Health Inspection Agency (APHIA, formerly BAPHIQ) issues the government export veterinary certificate. Book an inspection at an APHIA branch or airport quarantine station within 7 days of departure, bringing the animal, the microchip record and the rabies certificate (dated more than 30 days but less than 1 year before travel).

2. How your household goods ship to the United Kingdom
Most Taiwan-to-UK household moves travel by sea in a container: a 20-foot box suits a small home, a 40-foot box a larger family home, and shared LCL (less-than-container-load) consolidation suits smaller volumes where you pay per cubic metre.
Sea transit, qualitatively. Vessels leave Kaohsiung or Keelung, call at Asian hubs such as Shanghai, Yantian, Singapore or Tanjung Pelepas, transit the Suez Canal (or route via the Cape of Good Hope depending on Red Sea conditions), and berth at Felixstowe, Southampton or London Gateway. Kaohsiung-to-Felixstowe port-to-port transit is broadly 30–35 days; with export packing, port cutoffs, UK customs clearance and delivery, a realistic door-to-door window is 6–10 weeks. Do not book fitters or hand back a rental on the strength of an optimistic early date.
Air freight. For an urgent core shipment — clothing, kitchen basics, a child’s essentials — air freight from Taoyuan (TPE) to London Heathrow or Manchester clears in about 3–7 working days once flown, at several times the per-kilo cost of sea. Fly only what you cannot live without for two months.
What not to ship. Keep fresh food, plants and seeds, weapons and other restricted goods out of the container. Alcohol and tobacco are excluded from ToR relief and attract duty and VAT.
3. UK customs & transfer-of-residence relief
Because Taiwan is outside the UK, your shipment is a formal import — but Transfer of Residence relief removes customs duty and import VAT when you qualify. The critical point is timing: you apply to HMRC before the goods arrive.
The conditions. You must be transferring your normal place of residence to the UK, have lived outside the UK for at least 12 consecutive months, and have owned and used the goods for at least 6 months before import. Relief covers used household goods, personal effects and, in defined cases, a private vehicle — but not items bought new for the move. You should generally import within 12 months of arriving, and you must keep the goods for personal use and not dispose of them for 12 months.
The ToR1 process and URN. Apply online for ToR relief using the ToR1 route on GOV.UK before your goods land. You submit personal details, proof of your overseas (Taiwan) address, proof of your UK address and an inventory. HMRC reviews the claim and, if approved, issues a Unique Reference Number (URN). Give this URN to your shipping/clearance agent so the shipment clears free of duty and VAT. Without an approved URN at the time of arrival, your goods can be held and charges may apply — so apply several weeks ahead.
Vehicles. A car owned and used abroad for at least 6 months can be included in ToR, but registering a Taiwan-market car in the UK (type approval, IVA test, right-hand-drive suitability) is usually impractical; most movers sell the car in Taiwan.
4. Arriving: registration, residence, driving, healthcare
“Registration” in the UK. Britain has no single town-hall Anmeldung. Instead you register with the local council for council tax at your address, register with a local doctor (GP surgery) to access NHS care, and — for visa holders — collect or activate your digital immigration status (eVisa). Keep proof of address (tenancy agreement, bank letter) for each step.
Residence and visa. Taiwanese passport holders are non-visa nationals for short visits and can enter the UK for up to 6 months as visitors, but to live, work or study you need the correct visa under the points-based system — the Skilled Worker visa (with a sponsoring employer), the Student visa, or a family route — applied for before travel. Most work and study visas carry the Immigration Health Surcharge, which gives access to the NHS. Irish and settled/pre-settled status holders have their own rules. Apply from Taiwan and enrol your biometrics before you fly.
Driving licence. You may drive in Great Britain on your valid Taiwan licence for up to 12 months from becoming resident. Taiwan is not on the UK’s list of “designated countries” whose licences can be exchanged directly, so before that year ends you must apply for a UK provisional licence and pass the UK theory and practical driving tests to keep driving.
Healthcare. The NHS provides healthcare, funded for most migrants through the Immigration Health Surcharge paid with the visa. Register with a GP as soon as you have an address; you do not need to be fully “settled” to register.
5. Pets
Great Britain operates its own pet import regime, separate from the EU’s, so the rules are set by GB rather than by Brussels. The good news for Taiwan is that Taiwan is a GB-listed country: a pet dog or cat can enter Great Britain with an ISO-standard microchip, a valid rabies vaccination given after the chip, and a Great Britain pet health certificate completed by an official vet — with no rabies antibody (titre) blood test and no lengthy waiting period. Pets from unlisted, high-risk countries face a blood test and a three-month wait, which does not apply here.
The rabies vaccine must be given from 12 weeks of age, and you must wait at least 21 days after the primary vaccination before travel. On the Taiwan side, APHIA/BAPHIQ issues the export veterinary certificate (book within 7 days of departure). Dogs must also have tapeworm treatment recorded in defined circumstances. Pets must enter Great Britain via an approved route and carrier, and up to five pets may travel under the non-commercial rules. Carry the microchip number, vaccination record and both certificates in hand luggage — never in the sea container.
6. Money, banking & tax basics
Banking. Opening a UK current account usually needs proof of identity and a UK address; app-based banks are often quickest for arrivals, and a full high-street account can follow once you have utility bills or a tenancy. A UK account is needed for salary, rent and direct debits.
Tax residence. UK tax residence is determined by the Statutory Residence Test, based mainly on days spent and ties to the UK. Once resident, you are generally taxed on worldwide income, though the rules for foreign income and gains changed from April 2025 with the abolition of the old non-dom remittance basis — take advice on any Taiwan-source income, pensions or investments. There is no comprehensive UK–Taiwan double-taxation treaty of the standard bilateral kind, so plan to avoid double taxation and keep your Taiwan tax-clearance records.
