That exemption is anchored to a documented entry date and to holding a resident credential, typically an Alien Resident Certificate (ARC) or an Employment Gold Card, which functions as an ARC (Taiwan Gold Card).

The practical trigger is the passport entry stamp. Residents are often waved through without a stamp, but for a household move you must ask the immigration officer to stamp your passport on arrival — that stamp is your proof of entry date for Customs, and the six-month import window runs from it (Taiwan Gold Card). Enter as a tourist with no stamp and no resident status, and your shipment is treated as ordinary dutiable cargo instead of settling-in goods.

2. The Portugal export side

The authority. Customs in Portugal is administered by the Autoridade Tributária e Aduaneira (AT), the tax-and-customs body under the Ministry of Finance, operating the country’s alfândegas (customs offices) (Portal das Finanças — AT).

The export declaration. Shipping household goods to Taiwan is an export out of the EU customs territory. It must be covered by an electronic export declaration filed through the EU Automated Export System (AES), which every member state — Portugal included — now uses. The declaration must quote a valid EORI number, the trader identifier that AT issues for anyone importing from or exporting to non-EU destinations (European Commission — AES). Private individuals almost never file this themselves; your international mover or a licensed customs broker lodges it under their EORI, using your detailed valued inventory as the basis. 3. Ports and realistic transit times

Portugal has three main deep-water cargo ports for a Taiwan-bound container:

4. The Taiwan import side

The timing rules are strict. The goods must be imported before your entry or within six months of your entry date, and you must file the customs declaration within 15 days following the arrival date of the carrying vessel (Regulations Governing Personal Luggage of Inward Passengers). Miss those windows and the settling-in treatment falls away.

The form. On arrival you complete the inward passenger’s declaration for unaccompanied baggage, obtained by going through the airport’s red (declare) channel; in the "Description of Articles" box you write "Unaccompanied Household Baggage," the approximate number of boxes and the value. Photograph the stamped form — your mover needs it to clear the goods later (Taiwan Gold Card). To clear the container your agent will present the stamped declaration, your passport with the entry stamp, the bill of lading or air waybill, and an English packing/inventory list.

What clears duty-free. Used personal effects in reasonable quantity qualify when valued ≤ NTD 10,000 per piece or set; personal- and household-use goods clear up to a combined NTD 35,000, inside an overall passenger value ceiling of USD 20,000. 5. Pets

Leaving Portugal (DGAV). Portugal’s animal authority is the Direção-Geral de Alimentação e Veterinária (DGAV). For a dog, cat or ferret leaving for a non-EU country, DGAV requires an ISO 11784/11785 microchip implanted before the rabies shot, a valid rabies vaccination given at least 21 days before travel, and an EU animal-health certificate issued by an official veterinarian to cover the export (DGAV — Dogs, Cats & Ferrets).

Entering Taiwan (APHIA). Taiwan’s quarantine authority — the Animal and Plant Health Inspection Agency (APHIA), formerly BAPHIQ — is the harder gate and needs the most lead time. You must apply for an import permit and reserve post-entry quarantine space well before shipment through the online system (APHIA pet e-permit). The animal needs a microchip and an inactivated rabies vaccine, and — critically — a rabies neutralising-antibody titre of at least 0.5 IU/ml, with the blood sample taken and a 180-day waiting period observed before the pet may be shipped. On arrival the pet goes through a post-entry quarantine/monitoring period at an approved facility (APHIA — Quarantine for Dogs & Cats). 6. Vehicles, money and things people forget

Vehicles. Cars and motorcycles are not ordinary settling-in effects. Importing a vehicle into Taiwan means separate duties, commodity tax and stringent safety/emissions compliance, so most movers leave the car behind and buy locally; confirm any vehicle plan directly with Taiwan Customs before shipping (Taipei Customs).

Money. Leaving the EU, cash of €10,000 or more must be declared to Portuguese customs (Portal das Finanças — Travellers’ Guide).
