1. Your Taiwan immigration status decides the customs treatment

Taiwan Customs does not grant duty-free clearance on "moving" as a concept — it grants it to a person whose status shows a genuine transfer of residence. If you enter on a resident visa, you must apply for an Alien Resident Certificate (ARC) through the National Immigration Agency; the ARC (and the entry stamp in your passport) is what proves you are settling rather than visiting (National Immigration Agency).

That status feeds directly into the customs process. The date customs cares about is your entry date: unaccompanied household effects must arrive within six months of it, and you must already be in Taiwan before the shipment clears (Taipei Customs).
