2. The Germany export side — customs, deregistration and tax exit

Who the customs authority is. Germany’s federal customs service is the Zoll (Generalzolldirektion). All commercial-scale and most freight exports leave through its electronic export system, ATLAS. In practice your international mover files the export declaration on your behalf; ATLAS produces the Export Accompanying Document that travels with the shipment to the customs office of exit. Small consignments below €1,000 in value and 1,000 kg may be declared orally rather than electronically, but a full household container is far above that, so expect a proper electronic export declaration. Because Germany is in the EU, your goods clear EU customs on the way out; Taiwan handles the import.

Deregistration (Abmeldung). If you are leaving Germany permanently and not keeping a dwelling here, you must deregister your residence under §17 Bundesmeldegesetz, generally within two weeks of moving out. You do this at your local citizens’ office (Bürgeramt/Einwohnermeldeamt), and it can usually be done by post or by an authorised person if you have already left. The Abmeldebestätigung (deregistration confirmation) is the document that later lets you close contracts, stop the broadcasting fee, and prove to the tax office that your German home is gone.

Tax residency exit. 3. Ports and transit — real German gateways and realistic timings

Household goods to Taiwan almost always route through Germany’s two big North Sea container gateways: the Port of Hamburg, the country’s largest seaport, and Bremerhaven, its second container hub and one of Europe’s leading car terminals. Air freight and accompanied excess baggage typically move through Frankfurt (FRA) or Munich (MUC). From Hamburg or Bremerhaven, boxes are trucked or railed to the quay, loaded, and sail either around the Cape or via the Suez routing to a Taiwanese port such as Kaohsiung or Keelung.

Transit times below are freight-industry planning estimates, not official government figures, and current Red Sea/Suez disruptions make them volatile:

  • Sea freight (FCL/LCL), door-to-port: roughly 6–10 weeks, sometimes longer for LCL that waits to consolidate. This is an industry estimate only.
  • Air freight, door-to-airport: roughly 1–2 weeks including handling. Also an estimate.

Build slack into your plans and never book a Taiwan move-in date assuming the low end of these ranges.

4. The Taiwan import side — the form and the process

Taiwan treats your household shipment as unaccompanied baggage (luggage that does not arrive on the same flight or ship as you). The governing law is the Regulations Governing the Declaration, Inspection, Duty, and Release of Personal Luggage or Goods of Inward Passengers. The core rules:

  • You must note the unaccompanied shipment on the customs declaration form when you enter Taiwan (declare through the Red Channel), so customs has a record that goods are following.
  • The goods must be imported within six months of your date of entry.
  • Once the goods arrive, the import declaration is filed within the short window customs sets (commonly cited as within about 15 days); confirm the exact deadline with your clearing agent.

Documentation your agent will lodge with Taipei/Keelung/Kaohsiung Customs typically includes your passport and entry stamp, ARC or resident visa, bill of lading or air waybill, and a detailed English packing/inventory list. Used personal and household goods you genuinely owned before the move are eligible for duty-free or reduced-duty release; the baseline duty-free allowance for personal and household effects is NT$35,000 (raised from NT$20,000 in June 2024), with higher-value or new items assessed for duty and tax. New goods, commercial quantities, and controlled items (see Section 6) fall outside the relief.

5. Pets — the rules at both ends

Taking a dog or cat into Taiwan is one of the strictest parts of this move and needs months of lead time. Taiwan’s Animal and Plant Health Inspection Agency (APHIA, formerly BAPHIQ) requires, at minimum:

  • A microchip implanted in each imported animal.
  • Rabies vaccination with a vaccine meeting the World Organisation for Animal Health standard.
  • A rabies neutralising-antibody titre of at least 0.5 IU/ml from an approved laboratory, with the blood sample drawn no less than 180 days and no more than 2 years before shipment, plus a post-arrival quarantine/monitoring period (currently 3 months).
  • An import permit applied for at least 30 days before shipment, submitted through the official pet e-permit portal.

Because titre-test timing and quarantine length have been revised over the years, confirm the current numbers directly on the APHIA site before you vaccinate — the sequence is unforgiving and a mistimed blood draw can add months.

On the German side, taking a pet out of the EU to a third country means meeting the destination’s (Taiwan’s) rules, but you should still work with a licensed vet and, if relevant, official export health certification. 6. Vehicles, money and things people forget

  • Vehicles. Shipping a car to Taiwan is rarely worth it: imported vehicles face duty, commodity tax and stringent type-approval/emissions compliance. Treat it as a specialist commercial import, not part of a normal household clearance, and check requirements with the Customs Administration before committing.
  • Money. Declare €10,000 or more in cash to German customs in writing when leaving for a non-EU country (Zoll); Taiwan has its own inbound cash-declaration thresholds, so check both. Sort international banking and remittance channels before you move funds.
  • Restricted and prohibited goods. Taiwan controls many categories — plants, seeds, meat and animal products, certain medicines, weapons — under its import rules. Leave these out of the container.
  • Paperwork chain. Keep your Abmeldung confirmation, resident visa, ARC and passport entry stamp together — the whole customs relief depends on this chain lining up.
  • Timing. The single most common failure is the six-month clock in Section 4. Enter Taiwan, then ship — not the other way round.
