Moving from Thailand to Sweden (2026): Relocation Guide
Key takeaways
- Start with your pet. Thailand is not on the EU’s list of low-risk third countries, so a dog or cat needs a rabies antibody (titre) blood test taken by an EU-approved laboratory at least 30 days after rabies vaccination, then a mandatory three-month wait before EU entry — the longest lead time in the whole move.
- Swedish removal-goods relief (“flyttsaker”) lets you import used personal belongings free of duty and VAT if you intend to live in Sweden for at least one year, have lived outside the EU, and have owned and used the goods for at least 6 months. Tullverket can grant it retrospectively if you import within one year of moving.
- The Swedish order is distinctive: as a third-country national you first obtain a residence permit from Migrationsverket, and only then can you get a personnummer from Skatteverket (the Tax Agency) after you arrive.
- Sea freight from Laem Chabang to Gothenburg — Scandinavia’s largest port — runs several weeks; a small air shipment from Bangkok arrives in days.
1. Leaving Thailand: what to close out
Wind down your Thai affairs before shipping. If you have lived in Thailand on a Non-Immigrant visa (retirement, work “B”, “O”, or an LTR visa), tell Thai Immigration you are leaving and settle outstanding 90-day reporting. There is no formal exit tax, but keep your passport exit stamp and TM.6 departure record — the date you leave fixes your “outside the EU” period, which Sweden’s relief relies on. Thai Immigration information: immigration.go.th.
Household goods (Thai Customs). Used household goods and personal effects leave Thailand as accompanied or unaccompanied baggage; ordinary used items carry no export duty, but you must present a detailed valued packing inventory, passport and bill of lading. Documentation errors are the main cause of port delays, so have your mover prepare the inventory in the Customs-preferred format. Export procedures: customs.go.th.
Pet export (DLD + titre — do this first). To take a dog or cat out of Thailand you need an export licence and health certificate from the Department of Livestock Development (DLD), issued through the Animal Quarantine Station at the departure airport after a veterinary inspection. But the binding constraint is the EU import rule. Because Thailand is not an EU-“listed” country, the pet must be microchipped (ISO 15-digit), vaccinated against rabies, then have blood drawn at least 30 days after vaccination for an EU-approved laboratory titre test showing ≥ 0.5 IU/ml. From the blood-draw date you must wait three months before EU entry. Only then can the DLD paperwork and EU animal health certificate be finalised. Build your calendar backwards from the flight and start the pet steps before anything else. EU rules: Your Europe; Thai export steps: DLD/OPSMOAC.
Shipping out. Sea freight leaves from Laem Chabang (Thailand’s main container port) or Bangkok Port; your mover books the space and files the Thai export declaration.
2. How your household goods ship to Sweden
Most Thailand-to-Sweden moves travel by sea. A 20-foot container suits a family home; groupage (LCL) suits a flat’s contents. Goods are collected in Thailand, export-cleared and loaded at Laem Chabang for the sea leg to Gothenburg (Göteborg) — the largest port in Scandinavia and Sweden’s main gateway, with onward road links to Stockholm, Malmö and the north. Transit is typically several weeks port-to-port, plus collection and clearance time at each end.
For a small shipment, or essentials needed before the container lands, air freight from Bangkok (Suvarnabhumi) into Stockholm Arlanda or Gothenburg takes days rather than weeks at a higher price per kilo. A sea container for the bulk of the home plus one air shipment of must-haves is a common combination.
Whatever the mode, the documents that unlock duty-free entry are the same: a detailed valued inventory, passport, proof of your Migrationsverket residence permit, and proof you are moving (which for Sweden can include the Tax Agency’s population-registration decision). Have these ready before the ship sails.
3. Sweden customs & transfer-of-residence relief
Swedish Customs (Tullverket) grants relief from duty and VAT on personal belongings (“flyttsaker”) when you move to Sweden from outside the EU. The conditions are:
- you intend to live in Sweden for at least one year;
- you have had your normal residence outside the EU (and the goods have belonged to and been used by you or your household there);
- the goods have been owned and used for at least 6 months; and
- you import the belongings within one year of the date you moved — relief can be granted retrospectively within that window.
You may be asked to present proof that you are moving to Sweden, such as your residence permit or right of residence, or the Swedish Tax Agency’s decision on population registration. Tullverket assesses each case, so keep your documents — inventory, passport, permit, and evidence of ownership/use — organised. The authoritative guidance is on the Tullverket site: Duty and VAT relief when moving to Sweden, with FAQs at Tullverket’s customs-exemption FAQ. As with the rest of the EU, alcohol, tobacco and vehicles for commercial use fall outside the relief.
4. Arriving: registration, residence, driving, healthcare
Residence permit first (Migrationsverket). This is where Sweden differs from many countries: as a third-country national from Thailand you must obtain a residence permit from the Swedish Migration Agency (Migrationsverket) before you move. Routes include a work permit (with a Swedish job offer), the EU Blue Card, self-employment, family reunification, or study. You apply from Thailand and, for longer permits, may collect a residence-permit card at the Swedish embassy before travel. Full information: migrationsverket.se.
Personnummer second (Skatteverket). Only after you have your residence permit and have arrived do you register with the Swedish Tax Agency (Skatteverket) for a personnummer (personal identity number) by proving you intend to live in Sweden for at least a year. The personnummer is the key that unlocks banking, healthcare, tenancy and salaries — visit a Skatteverket office in person with your permit and passport. See Skatteverket — Moving to Sweden.
Driving licence. A Thai driving licence is not exchangeable for a Swedish one; drivers from Thailand must take the Swedish theory and practical tests to obtain a Swedish licence once resident. A Thai or international permit covers only a short initial period. Check the rules with Transportstyrelsen at transportstyrelsen.se.
Healthcare. Once you have a personnummer and are registered as living in Sweden, you generally have access to the public healthcare system on the same terms as residents, paying standard patient fees. Register with your regional healthcare provider (region/vårdcentral) after you receive your personnummer.
5. Pets
Because Thailand is not on the EU’s list of low-risk third countries, a rabies antibody titration test is compulsory for dogs and cats, and the sequence cannot be shortcut:
- Microchip (ISO 11784/11785, 15 digits) implanted before or at the rabies vaccination.
- Rabies vaccination after the microchip.
- Titre blood test drawn at least 30 days after vaccination, analysed by an EU-approved laboratory, result ≥ 0.5 IU/ml.
- Three-month wait from the blood-draw date before EU entry.
- EU animal health certificate completed by an official vet close to travel, plus the DLD export licence/health certificate to leave Thailand.
That titre-plus-wait alone is roughly four months from vaccination, so the pet sets your departure date. Fly the animal into an EU airport with a Traveller’s Point of Entry — Stockholm Arlanda qualifies — where documents are checked on arrival; Sweden’s animal authority is the Board of Agriculture (Jordbruksverket), jordbruksverket.se. Full EU rules: Your Europe — pets. A pet with a valid EU pet passport, unbroken vaccination record and prior valid titre can avoid the three-month wait on re-entry, but a first move from Thailand rarely qualifies.
6. Money, banking & tax basics
A Swedish bank account effectively requires a personnummer, so registration comes first; opening an account and getting BankID unlocks most Swedish digital services. You become a Swedish tax resident based on where you live and your ties to the country; residents are taxed on worldwide income, so review the Sweden–Thailand double-taxation treaty before moving large sums. New arrivals in qualifying roles may apply for expert tax relief through the Taxation of Research Workers Board. The tax authority is Skatteverket. Keep evidence of the origin of imported funds and of your Thai residence dates for both customs and tax.

Frequently asked questions
How long does the pet rabies titre process really take?
Plan on about four months minimum from rabies vaccination: blood must be drawn at least 30 days after vaccination, then there is a fixed three-month wait from the blood-draw date before EU entry. See Your Europe — pets.
Do I get a residence permit or a personnummer first?
The residence permit from Migrationsverket comes first; only after you have it and have arrived can you register for a personnummer at Skatteverket. See Migrationsverket.
Do I pay duty on my household goods in Sweden?
No, if you qualify for flyttsaker relief: you intend to live in Sweden for at least a year, lived outside the EU, owned and used the goods for 6+ months, and import within one year of moving. See Tullverket.
Can I claim the relief after I have already moved?
Yes; Tullverket can grant relief retrospectively if you import your removal goods within one year of the date you moved to Sweden. See Tullverket FAQ.
Can I exchange my Thai driving licence in Sweden?
No; Thai licences are not exchangeable, so you must pass the Swedish theory and practical tests. Check Transportstyrelsen.
How long is the shipping transit from Thailand to Sweden?
Sea freight from Laem Chabang to Gothenburg takes several weeks port-to-port plus clearance at each end; air freight from Bangkok to Arlanda is a few days for a small shipment.
