Key takeaways

  • Start with your pet. Thailand is not on the EU’s list of low-risk third countries, so a dog or cat needs a rabies antibody (titre) blood test taken by an EU-approved laboratory at least 30 days after rabies vaccination, and then a mandatory three-month wait before EU entry. This is the single longest-lead item in the whole move.
  • Spain’s transfer-of-residence relief (“menaje de casa”) lets you import used household goods free of import duty and VAT if you have lived outside the EU for at least 12 months and have owned and used the goods for at least 6 months. It is claimed on a DUA customs declaration, supported by a baja consular / change-of-residence certificate from the Spanish consulate in Thailand.
  • You need a Spanish long-stay visa (non-lucrative, digital nomad, work or family route) before you go, as a third-country national. On arrival you complete empadronamiento at the town hall and collect your TIE residence card.
  • Sea freight from Laem Chabang to Valencia typically runs several weeks in transit; a few boxes can travel by air in days. Plan the vaccination-and-titre calendar around the ship, not the other way round.

1. Leaving Thailand: what to close out

Before your goods and your pet can leave, you need to wind down your Thai affairs cleanly. If you have been living in Thailand on a Non-Immigrant visa (retirement “O”, “O-A”, work “B”, or a Long-Term Resident visa), tell Thai Immigration you are leaving and settle any outstanding reporting. If you hold a re-entry permit you no longer need, it simply lapses; if you are on an extension of stay, there is no formal “exit tax”, but you should keep your final TM.6 departure card and passport stamps as proof of when you left the country — these dates matter later for Spain’s 12-months-outside-the-EU test. Thai Immigration guidance is published at immigration.go.th.

Household goods (Thai Customs). Used personal effects and household goods may be exported from Thailand as accompanied or unaccompanied baggage. There is no export duty on ordinary used household items, but you must present a detailed, valued packing inventory, your passport, and the bill of lading. Missing or inconsistent documents are the most common cause of delay at the port, so let your mover prepare the inventory in the Customs-preferred format. General export procedures are on the Thai Customs Department site at customs.go.th.

Pet export (DLD + titre — do this first). To take a dog or cat out of Thailand you need an export licence and health certificate from the Department of Livestock Development (DLD), issued through the Animal Quarantine Station at your departure airport after a veterinary inspection. But the binding constraint is the EU import rule, not the Thai export rule. Because Thailand is not an EU-“listed” country, your pet must be microchipped (ISO 15-digit), vaccinated against rabies, and then have a blood sample drawn at least 30 days after vaccination and sent to an EU-approved laboratory. The result must show a rabies antibody level of at least 0.5 IU/ml. From the date that blood sample was taken, you must then wait three months before the animal may enter the EU. Only after all of that does the DLD issue the export paperwork and an EU animal health certificate be completed. Work backwards: a pet leaving in, say, June needs its titre blood drawn by early March, and its vaccination weeks before that. Start the pet timeline before you book anything else. The EU rules are summarised at Your Europe and Thai export steps at DLD/OPSMOAC.

Shipping out. Sea freight leaves from Laem Chabang (Thailand’s main container port, south of Bangkok) or via Bangkok Port (Klong Toey). Your mover books the container or consolidated (LCL) space and handles the export declaration.

2. How your household goods ship to Spain

Most Thailand-to-Spain household moves travel by sea. A full 20-foot container suits a family home; a shared groupage (LCL) container suits a flat’s worth of belongings. Boxes are collected in Thailand, export-cleared, and loaded at Laem Chabang for the sea leg to Valencia — Spain’s largest container port and the natural gateway for the Mediterranean coast, Madrid and the south. Transit is typically several weeks port-to-port, and you should add time at each end for collection, customs clearance and delivery.

For a small shipment, or for the things you cannot live without while the sea container is in transit, air freight from Bangkok (Suvarnabhumi) into Madrid or Barcelona takes days rather than weeks, at a higher price per kilo. A common pattern is a sea container for the bulk of the home plus one air shipment of essentials.

Whichever mode you use, the paperwork that unlocks duty-free entry into Spain is the same: a detailed valued inventory, your passport and visa, and the consular change-of-residence certificate. Prepare these before the ship sails, because Spanish customs will want them at destination.

3. Spain customs & transfer-of-residence relief

Spain grants relief from import duty and import VAT on the belongings of a person transferring their normal residence to Spain from outside the EU — the “menaje de casa” or transfer-of-residence exemption. To qualify you must:

  • have had your normal residence outside the EU customs territory for at least 12 consecutive months before the move;
  • import only used goods that you have owned and used for at least 6 months before the transfer;
  • bring the goods in within 12 months of establishing your residence in Spain; and
  • not sell or lend the goods for 12 months after import.

The claim is made on the DUA (Documento Único Administrativo), Spain’s electronic customs declaration, which your Spanish customs broker files with the AEAT (tax and customs agency). The key supporting document is the baja consular or certificate of change of residence, issued by the Spanish consulate in Thailand, confirming you were registered as resident in Thailand and are moving your home to Spain. You will also provide the packing inventory, passport, visa and your new Spanish address. Alcohol, tobacco and vehicles for commercial use are excluded from the relief. The authoritative description is on the AEAT site: Transfer of residence — franchises and exemption from taxes. Because the DUA is technical and errors are costly, this is almost always filed by a broker or by your international mover’s Spanish partner rather than by you personally.

4. Arriving: registration, residence, driving, healthcare

Visa and residence. As a third-country national moving from Thailand you must hold the right Spanish long-stay visa before travelling. The most common routes are the non-lucrative visa (for those with sufficient passive income who will not work locally), the digital nomad visa (for remote workers/freelancers), a work or highly-qualified visa (with an employer or via the EU Blue Card), or family reunification. You apply at the Spanish consulate in Bangkok. Once in Spain, within 30 days you register at the local police (extranjería) for your TIE (Tarjeta de Identidad de Extranjero), the physical residence card. Your NIE (foreigner identity number) is normally assigned with the visa or TIE. Official visa information is at exteriores.gob.es and residence procedures at the Migraciones (extranjería) portal.

Empadronamiento. Register your address at the town hall (ayuntamiento) — the padrón municipal. The empadronamiento certificate is needed to book your TIE appointment, access public healthcare and schools, and prove where you live. Non-EU residents renew the padrón periodically.

Driving licence. A Thai driving licence is not directly exchangeable in Spain in the way EU licences are; most people arriving from Thailand must sit the Spanish theory and practical tests to obtain a Spanish licence once they are resident. Check current rules with the DGT (traffic authority) at dgt.es. An International Driving Permit obtained in Thailand covers only the short initial period.

Healthcare. Access to Spain’s public health system depends on your route — employees and the self-employed contribute through social security; non-lucrative visa holders typically need private health insurance and may later opt into the public system (convenio especial). Register with your local health centre once you have your padrón and social-security number.

5. Pets

This is the part to plan first, because the timeline is unforgiving. Thailand is not on the EU’s list of low-risk third countries, which means a rabies antibody titration test is compulsory for dogs and cats. The sequence is fixed and cannot be shortcut:

  1. Microchip (ISO 11784/11785, 15 digits) — must be implanted before or at the rabies vaccination.
  2. Rabies vaccination after the microchip.
  3. Titre blood test drawn at least 30 days after the vaccination, analysed by an EU-approved laboratory, result ≥ 0.5 IU/ml.
  4. Three-month wait counted from the date the blood was drawn, before EU entry.
  5. EU animal health certificate completed by an official vet close to travel, plus the DLD export licence/health certificate to leave Thailand.

Because that titre-plus-wait alone is roughly four months from vaccination, the pet dictates the family’s departure date. Fly the animal into an EU airport with a Traveller’s Point of Entry (Madrid and Barcelona both qualify) where documents are checked on arrival. Full rules: EU pet travel — Your Europe. If your pet already holds a valid EU pet passport with an unbroken vaccination record and prior valid titre, the three-month wait can be avoided on re-entry — but a first move from Thailand almost never qualifies.

6. Money, banking & tax basics

Open a Spanish bank account once you have your NIE — many banks offer non-resident accounts you can start before the TIE arrives. You become tax resident in Spain if you spend more than 183 days there in a calendar year or your main economic interests are there; Spanish tax residents are taxed on worldwide income, so review the Spain–Thailand double-taxation treaty and take advice before you move large sums. New arrivals employed in Spain may qualify for the special “Beckham” regime in some cases. The tax agency portal is AEAT. Keep proof of the origin of imported cash and of your Thai residence dates for both customs and tax purposes.

Frequently asked questions

How long does the pet rabies titre process really take?
Plan on around four months minimum from rabies vaccination: the blood must be drawn at least 30 days after vaccination, and then there is a fixed three-month wait from the blood-draw date before EU entry. See Your Europe — pets.

Do I pay import duty on my household goods in Spain?
No, if you qualify for the transfer-of-residence relief: 12 months’ residence outside the EU, used goods owned and used for 6+ months, imported within 12 months of establishing residence. See AEAT.

What is the baja consular and why do I need it?
It is a change-of-residence certificate from the Spanish consulate in Thailand confirming you were resident there and are moving to Spain; Spanish customs use it to grant the duty-free relief. Details via exteriores.gob.es.

Do I need a visa before I move from Thailand?
Yes. As a third-country national you need a Spanish long-stay visa (non-lucrative, digital nomad, work or family) issued by the consulate before travel. See Migraciones.

Can I exchange my Thai driving licence in Spain?
Generally no; Thailand does not have a licence-exchange agreement with Spain, so you will normally need to pass the Spanish tests. Check DGT.

How long is the shipping transit from Thailand to Spain?
Sea freight from Laem Chabang to Valencia takes several weeks port-to-port, plus collection and clearance at each end; air freight from Bangkok is a few days for a small shipment.
