When you resign or your contract ends, your employer — not you — must cancel the iqama in the Ministry of Interior (MOI) system. This matters: an uncancelled residency can leave you showing as still “residing” in Kuwait, which causes problems later. Get written confirmation that the cancellation has been processed, and note that once your residency is cancelled your Civil ID is immediately invalid, even if the expiry date on the card is later.
Work through this checklist before you fly:
- End-of-service indemnity (gratuity): Under Kuwait’s Labour Law you are owed an end-of-service benefit based on your length of service and final salary. Kuwait has removed the earlier rule that linked the gratuity payout to your departure, so agree the figure and settlement timing in writing with your employer before you leave.
- Residency and Civil ID: Confirm the iqama cancellation through the MOI/PACI and understand that many people receive a short grace period stamped in the passport to finish formalities. Keep copies of everything.
- Utilities: Settle and disconnect your Ministry of Electricity and Water (MEW) account — an outstanding MEW balance can block other clearances. Cancel internet, mobile and any government service subscriptions.

3. Germany customs & transfer-of-residence relief
Because Kuwait is outside the EU customs union, your goods are a third-country import. The good news is that Germany grants transfer-of-residence relief (Übersiedlungsgut) on used personal belongings, waiving both customs duty and the 19% import VAT. The claim is made on customs form 0350.
To qualify you must:
- Have had your normal residence outside the EU for a continuous period of at least 12 months;
- Have owned and used the goods for at least 6 months before the move;
- Import the goods within 12 months of transferring your residence to Germany; and
- Keep the goods and not sell, lend or hire them out for 12 months after import.
You will typically submit form 0350 together with a signed, valued inventory, your passport, proof of the new German address (rental contract or Anmeldung confirmation), and evidence of the Kuwait residence you are giving up. Alcohol and tobacco are excluded from relief, and new items or goods intended for resale do not qualify. If the paperwork is incomplete, customs can treat the shipment as a normal import and levy VAT and duty, so accuracy on the 0350 is the single most valuable thing you can get right. 4. Arriving: registration, residence, driving, healthcare
Visa and residence permit. As a third-country national you cannot simply arrive and settle — you need a national long-stay visa or a residence permit matched to your purpose (employment, EU Blue Card, family reunion, self-employment or study). In most cases you apply at the German mission responsible for Kuwait before departure and then convert to a residence permit after arrival at the local Foreigners’ Office (Ausländerbehörde). Anmeldung (address registration). Within 14 days of moving into your home you must register your address at the local citizens’ office (Bürgeramt / Einwohnermeldeamt). You will need your passport, your rental contract and the landlord’s confirmation (Wohnungsgeberbestätigung). Healthcare. Health insurance is compulsory in Germany. Employees are normally enrolled in the statutory system (gesetzliche Krankenversicherung) through their employer; others take private cover. Sort this out promptly, as proof of insurance is often required for both the residence permit and everyday care.
5. Pets
This is the part to organise before anything else, because the timeline is the longest single item in your whole move. Kuwait is not on the EU’s list of authorised (listed) third countries, so bringing a dog or cat into Germany requires the full non-listed-country procedure:
- Microchip: an ISO-standard microchip, implanted before (or at the same time as) vaccination.
- Rabies vaccination: a valid rabies vaccination given after the microchip.
- Rabies antibody titration (blood) test: a blood sample taken at least 30 days after the rabies vaccination, tested at an EU-approved laboratory, showing a neutralising antibody level of 0.5 IU/ml or higher.

- EU animal health certificate: issued by an official vet close to travel, valid for entry, alongside the PAAAFR export certificate needed to leave Kuwait.
Add up the vaccination, the 30-day minimum before sampling, laboratory turnaround and the three-month wait and you are realistically looking at roughly four to five months of lead time. You must also enter Germany through a Travellers’ Point of Entry and, for commercial pet transport, comply with the relevant notification rules.
