1. Leaving Egypt: what to close out
Give yourself a clean exit from Egypt so nothing snags at the port or the destination. Settle utilities, tenancy, tax and schooling, and keep written proof — final bills, tenancy termination, employer or income letters. These records later prove to Dutch Customs and your municipality where and how long you were living outside the EU, which is exactly what the removal-goods exemption and your first registration require.
Egyptian export of personal effects is a documented, procedural affair, so use an established international mover in Cairo or Alexandria to prepare the packing list and export declaration. Be aware that Egypt applies content and equipment controls: media such as CDs and DVDs can be subject to censorship review, and items like printers, scanners and satellite or telecoms equipment may need clearance from the relevant Egyptian authority. List everything honestly on the inventory to avoid delays.

You will need the EU-side rabies titre process running well in advance and, close to departure, an Egyptian government export health certificate endorsed by the General Organisation for Veterinary Services (GOVS). Because the titre test enforces a three-month wait, arrange pets before you commit to any other dates.
Travel with a document pack rather than packing it in the container: passports, your Dutch entry visa or IND approval, civil-status certificates, the signed inventory, and proof of at least 12 months outside the EU. You will lean on these both at customs and at the gemeente counter.
2. How your household goods ship to the Netherlands
The standard route is a sea container from Alexandria or Port Said to the Port of Rotterdam, Europe’s largest seaport and the obvious gateway for household goods bound for the Netherlands. Depending on schedules, consolidation and customs, plan roughly three to six weeks door to door. A full-container-load (FCL) is faster and more secure; a shared groupage (LCL) container is cheaper if you are moving the contents of a small flat.
For a small, urgent consignment — a home office, clothes, a few boxes of essentials — air freight from Cairo to Amsterdam-Schiphol reduces transit to a few days at a higher price per kilo. A common approach is to air-freight a small “first-week” shipment and send the rest by sea.
Whatever the mode, prepare a detailed, valued inventory in English or Dutch. Dutch Customs needs a signed inventory to grant the exemption, and it protects you if anything is damaged. Make clear the shipment is a household removal (verhuisboedel), not commercial cargo.
3. Netherlands customs & transfer-of-residence relief
The Netherlands grants a removal-goods exemption (vrijstelling voor verhuisboedel) that waives import duty and 21% BTW on your used personal belongings. To qualify when moving from outside the EU you must have lived outside the EU for at least 12 consecutive months, you must have owned and used the goods for at least six months, and you must import them within 12 months of taking up residence. There is also a holding condition: you agree not to lend, pledge, hire out or transfer the goods within twelve months of import.
A distinctive feature of the Dutch system is that your removal company applies for the exemption on your behalf, declaring the goods with the special relief code in its import declaration to Douane. Your job is to supply the paperwork: a signed inventory of everything being shipped, and proof of residence — either your municipal (BRP) registration certificate showing your settlement date, or proof of deregistration from Egypt plus supporting evidence such as an employment contract, a rental or mortgage document, or a work permit. If you are importing a vehicle, you will also need its registration and ownership certificates, and it follows separate rules.
4. Arriving: registration, residence, driving, healthcare
Residence. As an Egyptian (non-EU) national you must have your immigration route arranged through the Immigration and Naturalisation Service (IND) before you travel — typically a work, highly-skilled-migrant, study or family permit, usually preceded by an MVV entry visa. Carry your residence permit, MVV sticker or the IND collection letter, because you will need it to register.
BSN and the gemeente. If you are staying longer than four months, you must register in the Personal Records Database (BRP) at your municipality (gemeente) within five days of arrival. This first registration issues your citizen service number (BSN), without which you cannot work, open most bank accounts, arrange health insurance or much else. Book the appointment the moment you have an address, as waiting times can be long; the BSN itself usually follows within a few weeks.
Healthcare. The Netherlands has mandatory basic health insurance (basisverzekering). Once you are registered and (for most people) working, you must take out a policy with a Dutch insurer, generally within four months of arrival, backdated to your registration date. Arrange this early to avoid a gap in cover.
Driving. An Egyptian licence generally cannot be exchanged in the Netherlands. The main exception is if you qualify for the 30% tax facility, which lets you exchange a licence from any country without tests; otherwise you must take the theory and practical exams at the CBR to obtain a Dutch rijbewijs. Applications are made through your gemeente, which forwards them to the RDW.
5. Pets
Sort your pet before anything else. Egypt is not on the EU’s approved-country list, so a dog or cat must follow the stricter “non-listed country” route, and the steps run in a fixed order:
- Microchip first. An ISO-standard microchip must be implanted before (or at the same time as) the rabies vaccination.
- Rabies vaccination. The pet must be at least 12 weeks old at vaccination, and the vaccination only becomes valid 21 days after the protocol is completed.
- Rabies antibody titration test. A blood sample must be taken by an authorised vet at least 30 days after vaccination and analysed by an EU-approved laboratory, returning a result of at least 0.5 IU/ml.
- Three-month wait. After a successful sample you must wait three months (the sample must be taken not less than 90 days before the animal health certificate is issued) before the pet may enter the EU. This is what makes pets the longest-lead task of the whole relocation.
- Egyptian export certificate. Just before travel, an Egyptian vet completes an export health certificate endorsed by GOVS, and you also need the EU animal health certificate for entry.
Stack the vaccination validity, the 30-day minimum, the lab turnaround and the three-month wait and you are looking at four to five months at minimum. Confirm your vet and the approved laboratory before fixing any freight or flight dates.
6. Money, banking & tax basics
Most Dutch banks require your BSN to open a current account, so registration at the gemeente is effectively the gateway to your financial life. Some banks and fintechs offer accounts you can start before the BSN arrives, which helps with a rental deposit and first rent. Budget for the up-front costs of the move — freight, insurance, deposits, the pet titre test and certificates, insurance and legal fees — and keep every receipt.
On tax, you generally become a Dutch tax resident once your main home and life are in the Netherlands, which brings worldwide income into scope. Newly arrived skilled workers may qualify for the 30% facility, which also unlocks the driving-licence exchange mentioned above.
