Moving from Egypt to Spain (2026): Relocation Guide
Key takeaways
- Start with your pets, not your furniture. Because Egypt is not on the EU’s list of approved third countries, a dog or cat needs a rabies antibody titration (blood) test taken at least 30 days after rabies vaccination, a result of at least 0.5 IU/ml from an EU-approved laboratory, and then a three-month wait before EU entry. This is the single longest lead time in the whole move.
- Your used household goods can enter Spain free of import duty and 21% VAT under the transfer-of-residence relief (menaje de casa), provided you lived outside the EU for at least 12 consecutive months and have owned and used the goods for at least 6 months.
- Sea freight from Alexandria or Port Said to Valencia is the standard route; budget several weeks door to door, or use air freight for a small, urgent shipment.
- As an Egyptian (third-country) national you will need a Spanish residence visa or permit first, then your NIE, the empadronamiento at your town hall, and finally the TIE residence card.
- An Egyptian driving licence cannot be exchanged in Spain; after roughly six months of residence you must pass the Spanish theory and practical tests.
1. Leaving Egypt: what to close out
Before you ship anything, tie off your affairs in Egypt in a sensible order so that nothing stalls at the port. If you hold an Egyptian residence permit as a foreign national, or you are an Egyptian citizen leaving long term, settle any outstanding utilities, tenancy, tax and school obligations and collect written proof (final bills, tenancy termination, employer letters). These documents double as evidence later when Spanish customs and the town hall ask you to prove where you were living.
For your belongings, Egyptian export of personal effects is highly procedural. Work with an established international mover in Cairo, Alexandria or Giza who can prepare the packing list and handle the export declaration. Note that Egypt applies content controls on the way out and in: media (CDs, DVDs, videos) may be subject to censorship review, and items such as printers, scanners, photocopiers and satellite or telecoms equipment can require clearance from the relevant Egyptian authority. Declare these honestly on your inventory so they do not hold up the container.
If you are taking a pet, this is where your timeline really begins — see section 5. In short, you must line up the EU-side rabies titre test and obtain an Egyptian government export health certificate endorsed by the General Organisation for Veterinary Services (GOVS) shortly before departure. Because the titre test forces a three-month wait, plan pets before you book anything else.
Finally, keep a document pack with you rather than in the container: passports, your Spanish visa or permit, marriage and birth certificates, the signed inventory, and proof of at least 12 months’ residence outside the EU. You will need these both to clear customs in Spain and to register once you arrive.
2. How your household goods ship to Spain
The workhorse route is a sea container from Alexandria or Port Said to the Port of Valencia, one of the Mediterranean’s largest and the natural gateway for household goods bound for eastern and central Spain. Depending on sailing schedules, consolidation and customs, plan for roughly three to six weeks door to door; a full-container-load (FCL) move is faster and more secure than sharing space in a groupage (LCL) container, but LCL is more economical for a one-bedroom’s worth of goods.
For a small, urgent shipment — a few boxes of essentials, a home office, or clothing — air freight from Cairo to Madrid or Valencia cuts transit to a matter of days, at a much higher price per kilo. Many families combine the two: air-freight a small “first-week” box and send the bulk by sea.
Whichever mode you choose, insist on a detailed, valued inventory in English or Spanish. Spanish customs requires it for the relief claim, and it is your evidence if anything is damaged. Mark the shipment clearly as menaje de casa (household goods), not as commercial cargo, because the two are treated completely differently at the border.
3. Spain customs & transfer-of-residence relief
Spain grants transfer-of-residence relief through the tax agency (Agencia Tributaria, AEAT). If you qualify, your used personal property enters free of import duty and free of the 21% import VAT. To qualify you must have had your normal residence outside the EU customs territory for at least 12 consecutive months, you must be moving your habitual residence to Spain, and each item must have been in your possession — owned and used — for at least six months before the move. Brand-new items still in their boxes do not qualify.
The declaration is made on the customs form (the DUA) using the specific commodity and exemption codes for a residence transfer, so this is a job for your mover’s customs broker rather than something to attempt yourself. You will need your passport, your Spanish visa or residence permit, the signed inventory, and evidence that you genuinely lived outside the EU (for example the certificate of deregistration from your Egyptian address, tenancy and employment records) together with proof that you are settling in Spain. Non-EU movers are normally expected to have their NIE on file, and you generally need to bring the goods in within 12 months of establishing residence. Alcohol, tobacco, vehicles and commercial goods sit outside the standard household relief and follow their own rules.
4. Arriving: registration, residence, driving, healthcare
Residence. As an Egyptian national you cannot simply arrive and stay: you need the correct entry route arranged before departure — a national visa tied to work, study, family reunification, or a non-lucrative or digital-nomad permit. Once in Spain you formalise your status, obtain your NIE (the foreigner’s identification number that almost everything else depends on), and apply for the physical TIE card (via form EX-17 and fingerprinting) once your residence is granted.
Empadronamiento. Register on the municipal roll (padrón) at your local town hall (ayuntamiento) as soon as you have a fixed address. Registration is free; bring your passport and proof of address such as a rental contract or utility bill. The empadronamiento certificate is required for the TIE, for healthcare, for enrolling children in school and for many other formalities, and non-EU residents typically renew it periodically.
Healthcare. Access to the public system generally flows from your residence status and social-security registration (for employees) or from private insurance (often required for non-lucrative and student permits). Line up cover before you travel so there is no gap on arrival.
Driving. You may drive on your Egyptian licence for roughly the first six months of residence. Because Spain has no licence-exchange agreement with Egypt, after that period you must obtain a Spanish licence by passing both the theory and the practical driving tests. Start the process early, as booking and driving-school lead times can be long.
5. Pets
This is the part to plan first. Egypt is not on the EU’s list of approved third countries for pet travel, so a dog or cat faces the stricter “non-listed country” route. The sequence is fixed and cannot be rushed:
- Microchip first. Your pet must be identified by an ISO-standard microchip, implanted before (or at the same time as) the rabies vaccination.
- Rabies vaccination. The animal must be at least 12 weeks old at vaccination, and the vaccination’s validity only begins 21 days after the protocol is completed.
- Rabies antibody titration test. A blood sample must be taken by an authorised vet at least 30 days after the rabies vaccination and sent to an EU-approved laboratory. The result must be at least 0.5 IU/ml.
- Three-month wait. After a successful blood sample, you must wait three months (the sample must be taken not less than 90 days before the animal health certificate is issued) before the pet can enter the EU. This wait is what makes pets the longest-lead task of the whole move.
- Egyptian export certificate. Shortly before travel, an Egyptian vet completes an export health certificate that must be endorsed by GOVS, and you also need the EU animal health certificate for entry.
Add up the vaccination validity, the 30-day minimum, the lab turnaround and the three-month wait, and you are looking at four to five months at the very least. Book your vet and confirm the approved laboratory before you fix any other dates.
6. Money, banking & tax basics
Opening a Spanish bank account is far easier once you hold your NIE; some banks offer non-resident accounts beforehand, which can be useful for paying a deposit and first rent. Budget for one-off relocation costs — freight, insurance, deposits, the pet titre test and certificates, and legal or gestor fees — and keep receipts.
On tax, spending 183 days or more in Spain in a calendar year generally makes you a Spanish tax resident, taxed on worldwide income, so plan the timing of your move and any Egyptian income around that threshold. Bring evidence of your prior residence and income; it supports both the customs relief and your first Spanish tax filing. This is general information, not personal tax advice — for anything material, use a qualified Spanish asesor or gestor.
How Flyto handles your Egypt to Spain move
Flyto Relocation manages the whole corridor as one project rather than a series of disconnected bookings. We coordinate export packing and the GOVS pet paperwork in Egypt, book the sailing from Alexandria or Port Said to Valencia (or air freight when speed matters), and file the menaje de casa transfer-of-residence relief with the AEAT through our customs partners so your used goods clear without unnecessary duty or VAT. We run our own hubs across Northern, Central and Southern Europe, which keeps handovers and destination delivery under one roof. Tell us your dates and we will build the timeline backwards from the one thing that cannot be rushed — your pet’s titre test. Get a quote and we will map your move end to end.
Frequently asked questions
Do I really need a rabies blood test to bring my dog or cat from Egypt to Spain?
Yes. Egypt is not an EU-listed country, so a rabies antibody titration test (result at least 0.5 IU/ml, blood taken at least 30 days after vaccination) is mandatory, followed by a three-month wait before EU entry. See European Commission — Bringing a pet into the EU.
How long before the move should I start the pet process?
Realistically four to five months, because the vaccination validity (21 days), the minimum 30 days before the blood test, the laboratory turnaround and the three-month waiting period stack up. Start before booking freight. Source: European Commission — designated titration laboratories.
Will I pay duty and VAT on my furniture?
Not if you qualify for transfer-of-residence relief: at least 12 months’ residence outside the EU and goods owned and used for at least 6 months. See Agencia Tributaria — transfer of residence.
Can I exchange my Egyptian driving licence in Spain?
No. Spain has no exchange agreement with Egypt, so after about six months of residence you must pass the Spanish theory and practical tests. See Dirección General de Tráfico (DGT).
What is the empadronamiento and when do I do it?
It is registration on your town hall’s municipal roll, done as soon as you have a fixed address; it is free and needed for the TIE, healthcare and schooling. See Punto de Acceso General — empadronamiento.
Which Spanish port should my container go to?
Valencia is the standard gateway for household goods from Egypt, with sea transit from Alexandria or Port Said typically running a few weeks. Air freight from Cairo is the fast alternative for small shipments. See Valenciaport.
