Key takeaways

  • Pets are the longest lead time — plan them first. Egypt is not on the EU’s list of approved third countries, so a dog or cat needs a rabies antibody titration (blood) test taken at least 30 days after rabies vaccination, a result of at least 0.5 IU/ml from an EU-approved laboratory, and then a three-month wait before entering the EU.
  • Your used household goods can enter Sweden free of import duty and 25% VAT (moms) as removal goods (flyttsaker), provided you lived outside the EU for at least 12 months, owned and used the goods for at least 6 months, and import them within 12 months of registering in Sweden.
  • You declare the goods to Swedish Customs (Tullverket), usually with an inventory, and you must intend to live in Sweden for at least a year.
  • Sea freight from Alexandria or Port Said to Gothenburg is the standard route; allow several weeks door to door, with air freight from Cairo as the fast option for small shipments.
  • The order of operations matters: as an Egyptian national you get a residence permit from Migrationsverket first, then a personnummer from Skatteverket.

1. Leaving Egypt: what to close out

Close out your Egyptian affairs cleanly and keep the paperwork. Settle utilities, tenancy, tax and schooling, and collect written proof — final bills, tenancy termination, employer and income letters. These documents later demonstrate to Swedish Customs and the Tax Agency that you genuinely lived outside the EU, which is central to both the removal-goods relief and your registration.

Egyptian export of personal effects is procedural, so use an established international mover in Cairo or Alexandria to prepare the packing list and export declaration. Remember Egypt’s content and equipment controls: media such as CDs and DVDs can face censorship review, and printers, scanners and satellite or telecoms equipment may need clearance from the relevant Egyptian authority. Declare everything honestly on the inventory so the container is not held.

If a pet is travelling, your timeline starts here (see section 5). You need the EU-side rabies titre process well underway and, near departure, an Egyptian government export health certificate endorsed by the General Organisation for Veterinary Services (GOVS). Because the titre test forces a three-month wait, deal with pets before booking anything else.

Carry a document pack rather than shipping it: passports, your Migrationsverket residence-permit card, civil-status certificates, the signed inventory, and proof of at least 12 months outside the EU. You will need these at customs and at Skatteverket.

2. How your household goods ship to Sweden

The standard route is a sea container from Alexandria or Port Said to the Port of Gothenburg (Göteborg), Scandinavia’s largest port and the natural gateway for household goods heading to Sweden. Allow roughly four to seven weeks door to door, depending on sailing schedules, consolidation and customs. A full-container-load (FCL) is faster and more secure; a shared groupage (LCL) container is more economical for the contents of a small flat.

For a small, urgent shipment — a home office, clothing, essentials — air freight from Cairo to Stockholm-Arlanda or Gothenburg cuts transit to a few days at a higher price per kilo. Many movers air-freight a small “first-week” box and send the bulk by sea.

Whichever mode you choose, prepare a detailed, valued inventory in English or Swedish. Tullverket typically wants an inventory to grant the relief, and it protects you if goods are damaged. Make clear the shipment is removal goods (flyttsaker), not commercial cargo.

3. Sweden customs & transfer-of-residence relief

Sweden grants duty- and VAT-free import of removal goods (flyttsakstullfrihet) to people moving their permanent home from outside the EU. To qualify you must have lived outside the EU for at least 12 months, the goods must have been owned and used by you or your household for at least 6 months, the items must be for private use (not for sale), and you must import them within 12 months of being registered in Sweden. A core condition is intent: you must intend to live in Sweden for at least one year.

You declare the goods to Tullverket, normally accompanied by an inventory, and you may be asked for extra documentation proving that you are genuinely moving — for example your Migrationsverket residence permit and evidence of your Egyptian residence. In some cases a financial guarantee can be required pending the assessment. A professional mover or customs broker will handle the declaration and the relief codes for you, which is the smoothest path given the paperwork involved.

4. Arriving: registration, residence, driving, healthcare

Residence first. As an Egyptian (non-EU) national the sequence is strict. You must obtain a residence permit from the Swedish Migration Agency (Migrationsverket) before you can register, and for population registration the permit generally needs to be valid for at least 12 months. Arrange the permit — for work, study, family or another ground — before you travel, and bring your residence-permit card (uppehållstillståndskort).

Personnummer next. Once in Sweden you notify the Swedish Tax Agency (Skatteverket) of your move to be entered in the population register (folkbokföring), which assigns your personal identity number (personnummer). Non-EU nationals must show the valid Migrationsverket residence permit when doing this. The personnummer is the key to almost everything — a bank account, BankID, healthcare and social benefits — so it is a priority on arrival.

Healthcare. Once you are registered in the population register you are generally entitled to subsidised healthcare through your region. Before that point, keep private or travel cover in place so there is no gap.

Driving. A non-EEA driving licence such as an Egyptian one is valid in Sweden for one year from the date you are registered here; after that it ceases to be valid. Egypt does not qualify for direct exchange, so to keep driving beyond the first year you must complete the full Swedish licensing process (theory and practical tests) through the Swedish Transport Agency (Transportstyrelsen). Start early, as lead times can be long.

5. Pets

Deal with the pet before anything else. Egypt is not on the EU’s approved-country list, so a dog or cat must follow the stricter “non-listed country” route, and the steps run in a fixed order:

  • Microchip first. An ISO-standard microchip must be implanted before (or at the same time as) the rabies vaccination.
  • Rabies vaccination. The pet must be at least 12 weeks old at vaccination, and the vaccination only becomes valid 21 days after the protocol is completed.
  • Rabies antibody titration test. A blood sample must be taken by an authorised vet at least 30 days after vaccination and analysed by an EU-approved laboratory, with a result of at least 0.5 IU/ml.
  • Three-month wait. After a successful sample you must wait three months (the sample must be taken not less than 90 days before the animal health certificate is issued) before the pet may enter the EU. This is the longest single lead time in the whole relocation.
  • Egyptian export certificate. Shortly before travel, an Egyptian vet completes an export health certificate endorsed by GOVS, and you also need the EU animal health certificate for entry.

Add up the vaccination validity, the 30-day minimum, the lab turnaround and the three-month wait and you are looking at four to five months at minimum. Confirm your vet and the EU-approved laboratory before you set any freight or flight dates.

6. Money, banking & tax basics

In Sweden, the personnummer is the gateway to daily life: most banks require it to open an account and to issue BankID, the digital identity used for nearly everything online. That makes your Skatteverket registration the practical first step once your residence permit is in hand. Budget for the up-front costs of the move — freight, insurance, deposits, the pet titre test and certificates, and any legal fees — and keep every receipt.

On tax, being registered in the population register and living in Sweden generally makes you tax resident, with worldwide income in scope; there are limited-liability rules for shorter stays. Bring evidence of your prior Egyptian residence and income, as it supports the customs relief and your first Swedish filing. This is general information, not personal tax advice — for anything material, consult Skatteverket or a qualified Swedish adviser.

How Flyto handles your Egypt to Sweden move

Flyto Relocation manages the Egypt-to-Sweden corridor as one coordinated project. We arrange export packing and the GOVS pet paperwork in Egypt, book the sailing from Alexandria or Port Said to Gothenburg (or air freight via Cairo when speed matters), and prepare the flyttsaker declaration to Tullverket so your used goods clear free of duty and VAT where you qualify. With our own hubs across Northern, Central and Southern Europe, the handover into Swedish delivery stays under one roof, and we sequence the immigration steps in the right order — Migrationsverket permit, then Skatteverket personnummer. Share your dates and we build the plan backwards from the one deadline that cannot move: your pet’s titre test. Get a quote and we will map your move end to end.

Frequently asked questions

Do I need a rabies blood test to bring my dog or cat from Egypt to Sweden?
Yes. Egypt is not EU-listed, so a rabies antibody titration test (result at least 0.5 IU/ml, blood taken at least 30 days after vaccination) is required, followed by a three-month wait before EU entry. See European Commission — Bringing a pet into the EU.

How early should I start the pet process?
About four to five months ahead, because the vaccination validity (21 days), the minimum 30 days before the blood test, the lab turnaround and the three-month wait stack up. Start before booking freight. See European Commission — designated titration laboratories.

Will I pay duty and VAT on my household goods?
Not if you qualify for removal-goods relief: at least 12 months outside the EU, goods owned and used for at least 6 months, imported within 12 months of registering, and intent to live in Sweden for at least a year. See Tullverket — customs exemption for personal belongings.

What is the right order for residence and the personnummer?
Residence permit from Migrationsverket first, then registration with Skatteverket to receive your personnummer. See Skatteverket — moving to Sweden (non-EU/EEA).

Can I use my Egyptian driving licence in Sweden?
It is valid for one year from your registration date; after that you must obtain a Swedish licence by passing the theory and practical tests, as Egypt does not qualify for direct exchange. See Transportstyrelsen — foreign driving licences.

Which port should my container go to?
Gothenburg is the standard gateway from Egypt, with sea transit from Alexandria or Port Said typically taking several weeks; air freight via Cairo is the fast option for small shipments. See Port of Gothenburg.
