Moving from Brazil to the United Kingdom (2026): Relocation Guide
Key takeaways
- Pets set the timetable — plan them first. Brazil is an unlisted country for Great Britain’s pet-entry regime, so a dog or cat needs a rabies blood test taken at least 30 days after vaccination, a result of 0.5 IU/ml or higher, and a mandatory three-month wait from the blood-sampling date before entry. Dogs also need tapeworm treatment shortly before travel. Realistically, budget four to five months.
- Close Brazil properly. File the Comunicação de Saída Definitiva do País and, where due, the Declaração de Saída Definitiva do País with Receita Federal to end your Brazilian tax residency.
- Import your belongings tax-free with ToR1. HMRC’s Transfer of Residence relief removes UK import duty and VAT if you have lived outside the UK for at least 12 consecutive months and owned and used the goods for at least six months.
- Brazilians need a visa. You cannot move to the UK on a visitor entry; you need a route such as the Skilled Worker visa, and in 2026 your status is held as a digital eVisa.
- Sea freight from Santos to Felixstowe is the standard route; air freight suits only a small box of essentials.
1. Leaving Brazil: what to close out
Treat your departure from Brazil as a formal process, not just a flight. Several steps have deadlines that fall due after you have already arrived in Britain.
Immigration. Brazilian citizens leave freely; there is no exit permit. If you are a foreign national holding Brazilian residency and want to preserve it, check re-entry rules with the Polícia Federal before you go.
Tax: the Declaração de Saída Definitiva. When you cease to be a Brazilian tax resident you notify Receita Federal in two parts. The Comunicação de Saída Definitiva do País (CSDP) formally reports your departure through the gov.br / e-CAC portal. The Declaração de Saída Definitiva do País (DSDP) is your exit income-tax return for the period you were still resident. Both are due by the last business day of February in the year after you leave. Completing them ends your worldwide tax exposure in Brazil; ignoring them means Receita Federal can keep taxing you as a resident even after you settle in the UK.
Household goods and money. Keep receipts, photos and a dated inventory proving your goods are used personal effects — HMRC will rely on this for your relief claim. When you actually move money, note there is no cash-declaration duty on entry to Great Britain below GBP 10,000 in cash carried in from abroad; declare at or above that threshold.
Pets — start now. Because of the blood-test timeline in section 5, phone your vet four to five months out. To leave Brazil your animal also needs the export health certificate issued by MAPA (Ministério da Agricultura e Pecuária) through its VIGIAGRO service — the Certificado Veterinário Internacional (CVI). Only MAPA’s federal inspectors issue it, and for destinations outside Mercosur it is generally valid for only around ten days, so it is arranged right before departure.
2. How your household goods ship to the United Kingdom
For a full home, sea freight is the economical choice. Containers depart from the Port of Santos (São Paulo) or Rio de Janeiro and arrive at the Port of Felixstowe, Britain’s biggest container port, or at London Gateway or Southampton. Some carriers run direct services while others transship through Rotterdam or Antwerp, so the ocean leg spans several weeks; with booking, UK customs clearance and delivery, plan on roughly six to ten weeks door to door.
Choose a full container (FCL — 20ft or 40ft) for a larger household, or shared groupage (LCL) if you are moving a flat’s worth of goods and want to pay only for the space you use. Air freight is available for a fast, small shipment of essentials, but it is far dearer per kilo and never makes sense for furniture.
Prepare a detailed valued inventory before anything is packed — it becomes both your shipping manifest and the packing list HMRC expects with your Transfer of Residence application.
3. United Kingdom customs & transfer-of-residence relief
People moving their normal home to Great Britain from outside the UK can import their belongings free of customs duty and import VAT under Transfer of Residence (ToR) relief. You apply to HMRC online using the ToR1 form before you arrive, and HMRC issues a Unique Reference Number (URN) that your shipping or customs agent quotes to clear the goods.
Core conditions:
- you have lived outside the UK for at least 12 consecutive months before the move;
- the goods were owned and used for at least six months and are for your continued personal use, not resale;
- you bring the goods within 12 months of arriving; and
- you can evidence the move — passport, proof of your Brazilian address, proof of your UK address, and your reason for relocating (employment contract, visa or tenancy).
Approval can take from a few hours to around five weeks and longer if HMRC raises queries, so apply as soon as your dates firm up. Newly bought items and goods for business use are excluded and attract duty and VAT. Note that Great Britain (England, Scotland and Wales) and Northern Ireland have separate procedures; most Brazil moves land in Great Britain, so the ToR1 for GB is the relevant one.
4. Arriving: registration, residence, driving, healthcare
Visa and status. Brazilians can visit the UK visa-free for short stays (with an Electronic Travel Authorisation), but that does not permit living or working there. To relocate you need a specific route — commonly the Skilled Worker visa with a licensed sponsor, or family, student or other categories. Since 2026 the UK holds immigration status digitally: physical Biometric Residence Permits are being phased out and you prove your status through a UKVI online account and a time-limited share code, so create your account and link your passport as soon as your visa is granted.
There is no single “town hall” registration in the UK like continental Europe’s. Instead, several separate steps establish you: register with a local GP (family doctor) to access the NHS; set up council tax with your local council for the property you occupy; and, if you are working, give your employer your details so you are put on PAYE and receive a National Insurance number.
Healthcare. Most visa applicants pay the Immigration Health Surcharge as part of the visa, which gives access to the NHS. Register with a GP surgery near your home promptly — it is the gateway to routine and specialist care.
Driving. You can drive in Great Britain on a valid Brazilian licence for up to 12 months after becoming resident. Brazil is a “designated country” for licence exchange, so within that window you can generally exchange your CNH for a UK licence without sitting the driving tests. Apply to the DVLA and keep a certified translation to hand.
5. Pets
Read this before booking anything else, because the pet timeline dictates your earliest possible move date. Great Britain runs its own pet-entry regime, and Brazil counts as an unlisted country — the strictest category.
To bring a dog or cat into Great Britain from Brazil you need, in order:
- Microchip first (ISO standard), so every later record ties to that chip.
- Rabies vaccination after the microchip, with the animal old enough (at least 12 weeks) at vaccination.
- Rabies blood test. A sample is drawn at least 30 days after the vaccination and tested at an approved laboratory; the result must be 0.5 IU/ml or higher.
- The three-month wait. Your pet cannot enter Great Britain until at least three months from the date the blood sample was taken. Stacked with the microchip, vaccine and 30-day gap, this pushes the realistic minimum to four to five months.
- Great Britain health certificate for entry, plus Brazil’s MAPA/VIGIAGRO CVI to leave.
- Tapeworm treatment for dogs administered by a vet between 24 and 120 hours before entry, recorded on the certificate.
Pets must travel as manifested cargo with an approved operator into a designated entry point (the checks are not something you clear yourself at passport control). Because Brazil does not require a rabies titre for its own imports, local vets may not raise it for outbound animals — so it is on you to start the clock. Confirm the current rules on GOV.UK before you book, as the blood-test and treatment details are exactly the points that catch people out.
6. Money, banking & tax basics
Once you are UK-resident, the UK taxes you under its own rules, which is precisely why closing your Brazilian residency via the Declaração de Saída Definitiva matters — you want a clean cut-off, not overlapping resident-status claims. The UK and Brazil do not have a broad double-taxation treaty, so a session with an accountant covering your transition year is money well spent, especially if you keep Brazilian income or property.
Opening a UK bank account is easier once you have a UK address and proof of it (a tenancy agreement, or a letter from your employer or university). Many newcomers open a digital account that accepts an eVisa share code first, then move to a high-street bank once utility bills accumulate. Expect UK landlords to want a deposit (typically up to five weeks’ rent, protected in a government-backed scheme), the first month up front, and references or a guarantor. Keep a Brazilian account open long enough to receive final pay and tax refunds, and remember the GBP 10,000 cash-declaration threshold if you physically carry money in.
How Flyto handles your Brazil to United Kingdom move
Flyto Relocation runs the Brazil–UK corridor as one managed project. We work the pet timeline backwards from your arrival date so the blood test, three-month wait and dog tapeworm window line up with your flights; we build the inventory that both Brazilian export and the HMRC ToR1 claim rely on, and lodge the URN so your container clears Felixstowe without hold-ups; and we coordinate sea freight from Santos or Rio with our own hubs across Northern, Central and Southern Europe, giving you one bilingual point of contact from packing to delivery. We also brief you on GP and council-tax setup, licence exchange and banking. Get a quote and we will map your dates, budget and pet timeline together.
Frequently asked questions
Does my pet really need a rabies blood test to enter Great Britain from Brazil?
