1. Leaving Brazil: what to close out
Wrap up with three Brazilian authorities before your container sails: the Polícia Federal (immigration), the Receita Federal (tax and customs), and MAPA/VIGIAGRO (pets).
Immigration and documents. Brazilian citizens depart on a valid passport with no exit permit. Before leaving, gather apostilled copies of your birth certificate, marriage certificate, criminal-record certificate and diplomas. Sweden’s authorities routinely need legalised (apostilled) and translated documents, and it is cheaper and faster to obtain them in Brazil than from Sweden.
Tax exit. If you are emigrating for good, notify the Receita Federal with the Comunicação de Saída Definitiva do País and then the Declaração de Saída Definitiva do País. This ends your Brazilian tax residency, stops Brazil taxing income earned after departure, and protects you from double taxation and penalties. Neglecting it can keep you inside the Brazilian tax net for years.
Household goods export. The Receita Federal treats goods shipped apart from you as bagagem desacompanhada (unaccompanied baggage). Used household and personal effects forming part of a genuine change of residence leave Brazil without export tax when shipped within about six months of departure under a bill of lading. Build a detailed inventory (description and value per box), and keep your passport, proof of residence abroad and a broker power of attorney ready. Pets — organise this first. To take a dog or cat out of Brazil you need the Certificado Veterinário Internacional (CVI), issued only by a federal MAPA inspector through VIGIAGRO at the port or airport — never a private vet. - have had your normal residence outside the EU for a continuous period of at least one year;
- have owned and used the goods for at least 6 months before departure;
- bring the goods within one year of arriving in Sweden to take up residence; and
- not sell, rent out, lend, give away or pledge the goods during the first year after relief is granted.
Personal effects cover the things that make up your household — furniture, clothing, curtains, bed linen, household goods, and even your car and your pet. Alcohol and tobacco are excluded from the relief (though small traveller allowances apply separately). You declare the goods to Tullverket, typically through your shipping agent, supported by your inventory and proof of your move. Getting the paperwork right the first time avoids duty and VAT being charged on a whole container.
4. Arriving: registration, residence, driving, healthcare
Residence permit first. Sweden’s sequence is strict and different from many countries: because Brazil is outside the EU, you generally need a residence permit granted by Migrationsverket (the Migration Agency) before you settle — work permit, EU Blue Card, study, family reunification, or self-employment. Apply and receive the decision before travelling; your permit is the precondition for the next step.
Then the personnummer. Once you are in Sweden with a permit valid for at least a year, register with Skatteverket (the Tax Agency) to be entered in the population register and receive your personnummer (personal identity number). The personnummer is the master key to Swedish life: banking, healthcare, employment, phone contracts, ID cards and public services all hinge on it. Driving licence. Sweden does not exchange non-EU driving licences, so a Brazilian licence generally cannot simply be swapped for a Swedish one. You can drive on a valid Brazilian licence for a limited initial period after becoming resident, but to keep driving longer you must obtain a Swedish licence by passing the theory and practical tests through Transportstyrelsen (the Transport Agency). - Blood draw at least 30 days after vaccination, sent to an EU-approved laboratory; the result must be at least 0.5 IU/ml.
- Wait three months from the date of the blood sample before EU entry.
