1. Leaving Qatar: what to close out
Departing Qatar is much simpler than the country’s old reputation implies. A 2018 law removed the exit-permit requirement for most migrant workers, and a January 2020 ministerial decision extended that to almost every remaining category, including domestic, government, oil-and-gas, maritime and agricultural workers. Only members of the armed forces and a capped maximum of 5% of a company’s workforce — in practice senior staff, and only under strict conditions — can still be required to obtain an exit permit. Law No. 19 of 2020 separately abolished the No-Objection Certificate for changing jobs. For most private-sector employees, leaving is a matter of settling your affairs and booking a flight; check your category carefully only if you hold a senior or board-level role.
Residence permit and QID. Your employer, as sponsor, cancels your Qatar ID and residence permit at the end of your employment. Time this so it does not happen before your shipping, banking and utility formalities are done, because your QID is needed throughout. Ask HR to keep it valid until departure.
End-of-service gratuity. Under Qatar’s Labour Law, an employee with at least one year of continuous service is entitled to a gratuity of no less than three weeks’ basic wage for each year worked, pro-rated for part-years. Confirm the amount in writing and have it paid before your bank account closes.
Kahramaa (electricity and water). Apply to disconnect and settle the final bill: submit the disconnection form, request a final meter reading, pay the balance and collect your clearance certificate. Because the security deposit is refunded by bank transfer, finish the Kahramaa closure and refund before you close your Qatari bank account.
Bank account. Keep the account open until your final salary, gratuity and deposit refunds arrive, clear any loans or card balances, then request a formal closure and a zero-balance letter. Unsettled debt can create problems at departure.
Household goods export. Your remover files an export declaration with the General Authority of Customs describing the shipment as used personal effects, keeping it separate from commercial trade. Prepare a detailed inventory, copies of your passport and QID, the bill of lading and a signed authorisation letter for your clearing agent.
2. How your household goods ship to Sweden
Nearly every Qatar-to-Sweden household move travels by sea from Hamad Port, Qatar’s deep-water port south of Doha, to Gothenburg (Göteborg), Scandinavia’s largest port and the natural gateway for onward delivery across Sweden. Some consignments route via Rotterdam or another North-European hub and tranship on a feeder vessel to Gothenburg or Stockholm.
You will typically choose between a full-container load (FCL) — a 20ft or 40ft container to yourself — and a shared/groupage (LCL) service where you pay by the volume you use. FCL usually wins once you fill around half a 20ft container; LCL suits a smaller flat or a partial move. Vessels sail from Hamad Port through the Suez Canal and up to the North Sea and Kattegat, and port-to-port transit is typically a few weeks, with total door-to-door time longer once packing, export clearance, sailing, Swedish import clearance and final delivery are added. Because routings and transhipment vary — and because a Baltic or Scandinavian leg can add feeder time — treat any single figure as indicative and build in a buffer.
Air freight is the fast alternative: a small consignment can reach Sweden in days rather than weeks. It is far more expensive per cubic metre, so reserve it for essentials, work equipment or valuables, while the bulk of your home goes by sea.
3. Sweden customs & transfer-of-residence relief
Sweden lets people moving their permanent residence from outside the EU import used personal belongings — furniture, clothes, household goods — free of duty and VAT as flyttsaker (removal goods). The core conditions are that you lived outside the EU for at least 12 consecutive months, owned and used the items for at least six months, intend to live in Sweden for at least one year, and bring the goods within 12 months of your move. The relief is administered by Tullverket (Swedish Customs).
Sweden asks for proof that you are genuinely moving: for example, your residence-permit card or the Swedish Tax Agency’s decision on population registration, together with a detailed inventory and evidence of your prior residence in Qatar. The relief excludes items such as alcohol and tobacco. Give your mover accurate paperwork early so the Tullverket declaration clears smoothly at Gothenburg — a common cause of delay is arriving before your residence status is documented, which is one more reason to line up the Migrationsverket permit ahead of the shipment.
4. Arriving: registration, residence, driving, healthcare
Residence and visa (Migrationsverket first). As a third-country national you generally need a residence permit from Migrationsverket (the Swedish Migration Agency) before you settle — most commonly a work permit, the EU Blue Card or a permit as a self-employed person or family member. For a personnummer you normally need a permit valid for at least 12 months. Depending on nationality you may be able to travel before the card is produced and complete biometrics in Sweden, but the permit decision comes first.
Skatteverket and the personnummer. Once you hold your residence permit and have arrived, register with Skatteverket (the Swedish Tax Agency) in the population register (folkbokföring) to receive your personnummer — the personal identity number that unlocks banking, healthcare, employment and virtually everything else. Non-EU citizens must present the residence-permit card for this. Register promptly; population registration should be done within about a week if you intend to stay more than a year.
Healthcare. Once you are registered in the population register you gain access to Sweden’s public healthcare on the same terms as residents, paying the standard subsidised patient fees. Your personnummer is the practical key.
Driving licence. A Qatari licence cannot simply be exchanged for a Swedish one. Sweden exchanges licences with a limited set of countries (broadly EEA and a few others); a Qatari licence generally is not among them, so you would need to take the Swedish theory and driving tests to obtain a Swedish licence once resident. Confirm the current position with Transportstyrelsen (the Swedish Transport Agency) before relying on your existing or international permit.
5. Pets
Plan this first — it dictates the whole schedule. Qatar is not on the EU’s list of approved (listed) third countries, so a dog or cat entering Sweden from Doha must meet the stricter non-listed-country rules, the central one being a rabies antibody titration test. The sequence is fixed and cannot be shortened:
- Microchip (ISO 11784/11785) implanted and read before the rabies vaccination, or the vaccination will not count.
- Rabies vaccination after the microchip.
- Blood sample for the titration test taken at least 30 days after the vaccination, sent to an EU-approved laboratory, showing at least 0.5 IU/ml.
- A three-month wait from the date of that successful blood draw before the animal may enter the EU.
- An EU animal health certificate issued by an official veterinarian shortly before travel.
On the Qatar side you also need a veterinary export health certificate from the Department of Animal Resources at the Ministry of Municipality; the export document is short-dated (valid only a few days), so it is arranged right before departure. Because the vaccination, the 30-day wait, the laboratory result and the three-month wait run in series, the pet pathway usually takes four to five months from a standing start. Book the titration test as soon as the vaccination is done, and do not book flights until the three-month clock has fully run.
6. Money, banking & tax basics
Qatar levies no personal income tax, so your Doha salary and gratuity are received gross; Sweden taxes residents on worldwide income. Newly arrived experts, researchers and certain key personnel may qualify for Sweden’s expert tax relief (a reduction on part of employment income for a limited period, decided by the Taxation of Research Workers Board) — check whether you meet the criteria and apply within the deadline after starting work. You generally need a personnummer to open a Swedish bank account and access most financial services, so the Migrationsverket-then-Skatteverket order matters here too. Keep evidence of the source of funds you transfer from Qatar, and do not close your Qatari account until every final payment has cleared.
