1. Leaving Qatar: what to close out

Qatar unwound most of the old kafala exit-permit system between 2018 and 2020. A ministerial decision effective 16 January 2020 removed exit-permit requirements for the categories still covered after the 2018 reform, so the vast majority of private-sector employees can now leave permanently without their employer’s permission. Exit permits remain only for the armed forces and a capped share of a company’s workforce (up to 5%) designated in advance under strict conditions, so a small number of senior staff may still need a No Objection Certificate. Check your own position early.

The decisive formality is having your residence permit (QID) cancelled by your employer/sponsor via the Ministry of Interior when your employment ends. Keep the paperwork: an uncancelled residency can create problems if you return, and a travel ban linked to an unpaid debt or a court case will stop you at the airport regardless of the exit-permit reforms.

Before departure, close out:

• End-of-service gratuity. Under Qatar’s Labour Law (Law No. 14 of 2004), employees completing at least one year of service are entitled to a gratuity of at least three weeks’ basic wage per year of service, calculated on the final basic salary, plus payment of accrued leave. Get it confirmed in writing.
• Utilities. Close your Kahramaa (electricity and water) account and obtain a final clearance so nothing is left unpaid; do the same for internet and mobile, and end your lease on the correct notice.
• Banking. Settle loans and cards, recover any blocked amounts, and keep an account open long enough to receive your final salary and gratuity.
• Household export. Your outbound goods clear through the General Authority of Customs (GAC) and leave via Hamad Port, with your remover filing the export declaration on the Al Nadeeb platform.
• Pets. To take a dog or cat out of Qatar you need a veterinary export health certificate from the Livestock Department of the Ministry of Municipality, issued after microchipping, rabies vaccination and the rabies blood test. The Qatari export certificate is valid seven days, so it is issued just before travel; the long-lead work happens months earlier (section 5).

2. How your household goods ship to France

The standard route is sea freight from Hamad Port to Le Havre (France’s main container gateway on the Atlantic) or to Marseille-Fos in the Mediterranean, which is often the more direct option from the Gulf. A full 20ft or 40ft container suits a house; groupage (shared container/LCL) or a timber lift-van suits a flat or partial move. Deep-sea services from Qatar commonly tranship through a Gulf hub such as Jebel Ali or Salalah before the run to France, so allow several weeks door to door plus clearance at each end. Treat all sea-transit times as indicative, as they vary with sailing schedules, transhipment links and port congestion.

Air freight is the quick alternative for a small, urgent load — essentials, work equipment or clothing — landing at Paris Charles de Gaulle or another French cargo airport within days. It costs much more per kilo, so many movers combine a small air shipment of essentials with a larger sea shipment for the rest. A clean, valued, signed inventory is essential for French customs.

3. France customs & transfer-of-residence relief

Because you are relocating from outside the EU, your used personal effects can enter France free of import duty and VAT under the transfer-of-residence relief, known as the franchise de déménagement. The core conditions are that you are transferring your normal residence to France after having lived outside the EU for at least 12 months, and that the goods were owned and used for at least 6 months before the move and are for your continued personal use, not for sale.

You declare the goods to French Customs (Douane) using form CERFA 10070 (“déclaration d’entrée en franchise de biens personnels en provenance de pays tiers”), supported by a detailed, dated and signed inventory in two copies, your passport, your French visa or residence document, and evidence that you lived outside the EU and are settling in France. The declaration can be lodged through the douane.gouv.fr portal, and your remover normally handles it at the point of entry. Note an important condition: goods admitted under the franchise may not be sold, lent or hired out for 12 months after import, or the waived duties become payable.

4. Arriving: registration, residence, driving, healthcare

Visa validation (your “registration”). France has no town-hall address registration for new arrivals; the pivotal step instead is validating your long-stay visa. If you hold a VLS-TS (long-stay visa equivalent to a residence permit), you must validate it within three months of arrival on the ANEF portal (the digital administration for foreigners in France), entering your visa details and French address and paying the electronic tax stamp (timbre fiscal). Missing this deadline means your visa no longer functions as a residence permit and can leave you in an irregular situation. After validation you may be summoned by the OFII for a medical check or to sign the Contrat d’Intégration Républicaine.

Residence and visa. As a third-country national you must obtain the correct French national long-stay visa for your purpose — work (including the “talent” passport for qualified staff), family or study — from the French mission before travelling, then validate or convert it after arrival. For longer-term stays you later apply for a multi-year or renewed titre de séjour via ANEF.

Driving. A licence issued outside the EU/EEA is valid in France for up to one year from the validation of your VLS-TS (or issue of your residence permit). Within that year you must exchange it for a French licence — but only if Qatar (or your licence’s issuing state) has a reciprocal exchange agreement with France; if not, you must pass the French driving test. Check the position with the French authorities soon after arrival so you do not lose the window.

Healthcare. Once you are settled and meet the residence conditions, you can join the French health system (assurance maladie / PUMa) and obtain a social security number and, in time, a carte Vitale. In the meantime, keep private or travel health cover in place, as some visa categories require proof of insurance.

5. Pets

Start here — it is the longest-lead item in the entire move. Qatar is not on the EU’s list of low-risk third countries, so a dog or cat travelling from Qatar to France must complete the full non-listed-country regime:

1. Microchip (ISO-standard) implanted first, so all later records match the same animal.
2. Rabies vaccination given after the microchip.
3. Rabies antibody titration test. Blood must be drawn at least 30 days after vaccination and tested at an EU-approved laboratory; the result must be 0.5 IU/ml or higher.
4. Three-month wait. Your pet may enter the EU only three months after the date the blood sample was taken.
5. EU animal health certificate from an official vet, the Qatari export certificate to leave (valid seven days), and entry through an approved traveller point of entry.

When you add up vaccination, the 30-day minimum before the blood draw, lab turnaround and the fixed three-month wait, pets realistically need four to five months of preparation. Book the very first microchip-and-vaccination appointment before you fix your own travel date.

6. Money, banking & tax basics

French banks generally require proof of identity, a French address (a lease or utility document) and often your visa or residence document to open a current account (compte courant); several online banks can open an account soon after arrival. Keep a Qatari or international account running until your French account is live.

On tax, Qatar levies no personal income tax, whereas France taxes residents on worldwide income and determines residence mainly by where your home and main economic interests are. Understand your position for the year of the move — France can tax you as a resident from the date you settle. Bringing your gratuity and savings into France is lawful; keep documentation of the source of funds for your bank’s anti-money-laundering checks.
