HMRC processing can take a few weeks and stretches out during the summer peak, and if the URN is not issued by the time your goods reach the UK border, the shipment cannot get ToR relief at that point — meaning duty and VAT, or costly storage while you sort it out. Apply as soon as you have your UK address and proof of your overseas residence; the URN is valid for six months before and up to twelve months after your move. Note that alcohol and tobacco are excluded from ToR and are taxed separately, and new items don’t qualify.
