1. Your Korean residence status drives the customs treatment

Before you touch a single box, understand this: Korea decides how your shipment is taxed based on who you are when you arrive, not on what you pack. Korea Customs Service grants the favourable "moving goods" treatment to a foreigner or overseas Korean who intends to live in Korea for at least one year — or six months if accompanied by family. To prove that intent at clearance you present your alien registration card or visa, and where relevant a domestic employment certificate (customs.go.kr).

Practically, that means your visa category — a work, business, marriage or overseas-Korean status — is what unlocks duty-free entry of your household effects. If you arrive as a short-term visitor with no qualifying status, your goods are treated far less generously. Sort out the residence status first; the shipping plan follows from it.

2. The France export side: customs and tax exit

The customs authority. France’s customs administration is the Direction générale des douanes et droits indirects (DGDDI), operating through douane.gouv.fr. For a transfer of your principal residence to a country outside the EU, the good news is that your furniture, personal effects and a non-commercial private vehicle require no export declaration in the ordinary case (douane.gouv.fr).

What still needs a declaration. Certain categories always require an export declaration: weapons and ammunition, gold and precious-metal objects, dual-use goods and technology, protected wildlife and plant species, and cultural goods. Documents to prepare. 3. Ports and transit times

France has two obvious gateways for a container heading to Korea. Le Havre, on the Channel coast and part of the HAROPA Port group, is one of France’s leading container ports (HAROPA Port). Marseille-Fos, on the Mediterranean, is the country’s largest port by tonnage and the natural southern option (Grand Port Maritime de Marseille). Which you use depends mainly on where in France you live and which carrier your mover contracts.

Sea freight to a Korean port such as Busan or Incheon is the standard route for a full household. As a rough freight-industry estimate — not an official figure — plan on roughly 6 to 10 weeks port-to-port by sea. 4. The South Korea import side: the actual form and process

At the airport on arrival, if part of your belongings is following later by sea or air, declare them as unaccompanied goods on your Traveler Declaration and obtain the clearance record — this is what links your later shipment to your entry (customs.go.kr).

For the main shipment, clearance runs on the Moving-Goods Declaration Form, filed in the name of the person moving, together with a power of attorney if a customs broker acts for you. You submit item descriptions and a packing list, the bill of lading, your alien registration card or visa, and an employment certificate or passport (customs.go.kr).

On duties: goods used abroad for more than three months are generally exempt, unless they fall into a mandatory-taxation category. Motor vehicles, jewellery worth KRW 5 million or more per unit, and items used for less than three months are always dutiable. 5. Pets: both ends of the journey

Leaving France (export). For a dog or cat travelling to a non-EU country, the export health certificate must follow the model required by the destination country and be endorsed by an official veterinarian of the departmental agricultural and veterinary services. In practice your own (private) veterinarian examines the animal, carries out the required tests and vaccinations and completes the certificate, after which the official veterinarian validates it — so start with your own vet well ahead of departure (agriculture.gouv.fr). Entering Korea (import). The reverse move: South Korea to France

Coming the other way, the French side is where the paperwork sits. Pets returning to France from a third country must meet the EU’s entry conditions — microchip, valid rabies vaccination, and a rabies antibody titration of at least 0.5 IU/ml taken at an approved lab at least 30 days after vaccination and 3 months before import (diplomatie.gouv.fr).
