The Korea Customs Service (KCS) treats a shipment as relocation ("moving") goods only for a foreigner or overseas Korean who intends to establish residence in Korea for at least one year (reduced to six months if you are accompanied by family members) (KCS). That means your visa and Alien Registration status are part of your customs file, not a separate matter.

Within a qualifying shipment, goods that you have owned and used abroad for more than three months are eligible for duty exemption, unless they fall into a mandatory-taxation category (KCS). Brand-new, boxed or recently purchased items can be assessed duty. Practically, this rewards shipping a genuinely lived-in household rather than a container of new purchases, and it makes the timing of any big pre-move buying decisions financially relevant.

2. The Belgium export side: authority, deregistration, declaration and tax

Customs authority. Belgian customs is the General Administration of Customs and Excise (AGD&A / AAD&A), a general administration inside the Federal Public Service Finance (FPS Finance / SPF Finances / FOD Financiën) (FPS Finance). This is the body that oversees any export formalities for goods leaving the EU customs territory bound for Korea.

Deregistration (leaving the population register). Before you go, you must report your departure and be struck off the register at your commune/gemeente. EU citizens and their family members are required to notify the municipal administration in person, no later than the day before departure; the commune then deregisters you and issues your proof of departure — the Annex 18 certificate of removal from the population registers (IBZ). The Annex 18 is worth keeping: it is your formal evidence that you left Belgium on a given date.

4. The South Korea import side

When you relocate to Korea, you report your household effects to Korea Customs on a Moving-Goods Declaration and either pay duty or receive exemption under the Customs Act (KCS). Two rules govern eligibility, both covered above: you must meet the residency-intent test (one year, or six months with family), and your goods must arrive within six months of your own entry date, measured by the arrival of the carrying ship or aircraft (KCS).

Practical points that trip people up:

  • Clearance follows you, not precedes you. Unaccompanied household goods are cleared after the owner has entered Korea, so plan your flight and your container’s ETA accordingly.
  • Used vs. new. Items used abroad for more than three months are exempt; newer items, and mandatory-taxation categories, are dutiable (KCS).
  • Accompanied baggage on your flight is separate and falls under the traveller allowance — a duty-free limit of US$800 on personal effects, plus set allowances for alcohol, tobacco and perfume (KCS).

5. Pets: the rules at both ends

Animals aged 90 days or older from countries that are not rabies-free must have a rabies-neutralizing antibody titre of 0.5 IU/ml or higher, tested by an internationally approved laboratory within 24 months of the blood sample; animals from rabies-free countries are exempt from the titre requirement (APQA). You must present a certificate from the exporting country’s government agency confirming the microchip number and (where applicable) the test result. When the microchip matches and the titre is satisfied, pets are generally released without quarantine; otherwise they can be held for inspection at the owner’s expense (APQA). 6. Vehicles, money and the things people forget

Vehicles. Motor vehicles are not covered by the ordinary moving-goods duty exemption in Korea and are handled separately, generally with duty/tax and additional requirements (KCS). For most households a Belgian car is not worth shipping; sell before you go and buy locally. High-value jewellery is likewise a mandatory-taxation category rather than an exempt personal effect.
