Relocating from Italy to Jordan means moving your household goods out of the European Union’s customs territory and into the Hashemite Kingdom of Jordan — two very different regulatory systems that must line up on the same shipment. On the Italian side you deal with the EU export machinery: an electronic export declaration, deregistration from the population register, and a clean exit from Italian tax residence. On the Jordanian side you deal with a national customs regime where the duty treatment of your furniture depends almost entirely on your residency status. This guide covers both halves of the corridor, plus a short note on moving back the other way. It is written for a resident of Italy — Italian national or foreigner — who is physically shipping a home to Jordan.

Key takeaways

1. Your Jordanian status decides the customs treatment

Before you book a single crate, decide what you will be in Jordan on arrival. Jordan Customs treats a shipment of used furniture completely differently depending on the owner’s residency footing. The Jordan Government Portal lists a dedicated service, "Clearance of expatriates’ furniture (personal belongings, household furniture and used electrical appliances)", under the Jordan Customs / Ministry of Finance service catalogue (Jordan Government Portal). Relief on used household goods is built for people who are actually settling: returning Jordanian nationals (who generally must have lived abroad for at least 12 months) and holders of a valid residence footing, evidenced by documents such as a cancelled residence permit abroad, a legalised Jordanian lease or property title, an endorsed work contract, or children enrolled in Jordanian schools.

Two practical consequences follow. First, the owner generally must be present in Jordan for clearance, and the goods must arrive within a set window of the owner’s entry — so the shipment should follow you, not precede you by months. Second, if you enter as a visitor with no residence basis, your "personal effects" are handled under ordinary traveller/import rules rather than the settlement relief, and duty may apply (household goods and personal effects that fall outside the relief are assessed for duty plus general sales tax on their CIF value). Confirm your visa or residence route before shipping, because the paperwork you can produce in Amman is what unlocks the exemption.

2. The Italy export side

The authority. Italy’s customs body is the Agenzia delle Dogane e dei Monopoli (ADM). Because Jordan sits outside the EU, your move is a formal export out of the Union customs territory, and ADM requires the declaration to be lodged electronically through the Automated Export System (AES), which has replaced the older Export Control System (ECS). AES lets the declaration be registered, accepted and cleared electronically before the goods are presented at the office of export (ADM export declarations).

Who can lodge it. Any operator lodging a customs declaration in the EU needs an EORI number, which in Italy is assigned by ADM (ADM export regime). In practice your international mover or their Italian customs agent holds the EORI and files the export declaration on your behalf, attaching a valued packing inventory of your household goods.

Deregistration. If you are an Italian national leaving for more than 12 months, you must register with AIRE (Anagrafe degli Italiani Residenti all’Estero) through the Fast IT portal within 90 days of arriving in Jordan; this simultaneously cancels your entry in your municipality’s resident population register (APR). AIRE registration is free (Ministry of Foreign Affairs — AIRE).

Tax exit. Deregistering is not the same as ending your Italian tax residence. The Agenzia delle Entrate treats you as tax-resident if, for most of the tax year (at least 183 days, 184 in a leap year), you are registered in the population register, or your domicile — the centre of your personal and family relationships — or your physical presence is in Italy (Agenzia delle Entrate — residence for tax purposes). The Agency’s 2024 guidelines (Circular 20/E of 4 November 2024) spell out how these tests are applied (Circular 20/E of 4 Nov 2024). Time your move so your genuine centre of life shifts to Jordan, and keep AIRE registration and Jordanian residence documents to support the position.

3. Ports and transit times

Italy has no border with Jordan, so almost every household move goes by sea or air. On the Italian coast, Genoa is one of Italy’s leading gateway container ports, managed by the Autorità di Sistema Portuale del Mar Ligure Occidentale together with Prà, Savona and Vado Ligure (Ports of Genoa). La Spezia and Livorno on the Tyrrhenian coast and Naples/Gioia Tauro in the south are the other realistic load ports depending on where in Italy you live. On the Jordanian side there is one option by sea: Aqaba, Jordan’s only seaport, on the Red Sea, where your container is discharged and cleared before inland transport up to Amman.

Transit times below are freight-industry estimates, not official figures, and they swing with sailing schedules, transhipment and Red Sea routing:

  • Sea (FCL/LCL), Italian port → Aqaba: commonly quoted at roughly 3–6 weeks port-to-port, longer with transhipment; add customs clearance and the ~330 km road leg to Amman.
  • Air freight, Italy → Amman (Queen Alia): typically a few days in transit, at a much higher cost per cubic metre — sensible only for a small, urgent shipment.

Treat any quoted date as an estimate and build in a buffer, especially because your presence in Jordan is usually needed for clearance.

4. The Jordan import side

Your sea container arrives at Aqaba (or air cargo at Queen Alia) and is cleared by the Jordan Customs Department, under the Ministry of Finance. The relevant process is the expatriates’/personal effects furniture clearance service in the government service catalogue (Jordan Government Portal; Jordan Customs — FAQs).

Expect to provide: your passport and Jordanian residency evidence; a detailed, valued packing list/inventory of the shipped goods; the bill of lading or air waybill; and proof that you are establishing residence. Goods should be used household items in reasonable quantities, must generally arrive within the customs time window of your own entry into Jordan, and the owner is normally required to attend clearance in person. New items, commercial quantities, and restricted goods fall outside the relief and are assessed for duty and tax. Because documentary rules are applied strictly and digital copies are not always accepted, prepare originals and have them legalised where required.

5. Pets

Leaving Italy (export side). Jordan is a non-EU destination, so the EU Pet Passport is not the operative document. Your dog, cat or ferret needs an International Export Certificate (Certificato Internazionale di Esportazione) issued by your local ASL veterinary service under the Ministero della Salute, drawn up to meet the destination country’s health conditions, and the animal must be identified by microchip (Ministero della Salute — travelling with pets).

Entering Jordan (import side). Jordan’s pet-import authority is the Ministry of Agriculture, which issues the import permit (Jordan Ministry of Agriculture). Standard requirements reported for Jordan include an ISO-standard microchip, a valid rabies vaccination (given after microchipping and within one year of arrival), and a government-endorsed veterinary health certificate issued shortly before travel; unaccompanied (manifest cargo) animals require the import permit to be arranged in advance. Apply for the permit through the Ministry well before your pet flies, and confirm the current checklist directly with the Ministry, as details change.

6. Vehicles, money and things people forget

Vehicles. Bringing a car is rarely worth it. Used vehicles imported into Jordan are routed through the Zarqa Free Zone for inspection and clearance, subject to eligibility and age restrictions (vehicles more than a few model-years old are generally refused permanent import), before duties are paid and Jordanian plates are issued (Jordan Customs — FAQs). Duties can be high and older vehicles may be refused; check the current rules before shipping anything on wheels.

Money. Declare €10,000 or more in cash or equivalent bearer instruments when leaving the EU, on the EU cash declaration form to customs (EU cash rules). On arrival, Jordan requires declaration of JOD 10,000 or more (or the foreign-currency equivalent) to the Customs Department (Jordan Customs — money declaration).

Easy-to-forget items. Build your valued inventory carefully — it drives both the Italian export declaration and the Jordanian clearance. Watch for goods that trigger extra scrutiny in Jordan (alcohol, medicines, drones, certain electronics and printed material). Keep AIRE confirmation, Jordanian residence documents and the cancelled Italian residence handy, and settle Italian utilities, leases and tax matters before you go.

How Flyto handles your Italy to Jordan move

Flyto runs the European leg with its own offices, warehouses, teams and vehicles across Northern, Central and Southern Europe, so collection and packing in Italy and the road move to your export port are handled in-house. For the long ocean or air leg and the arrival side, we pair that with a carefully chosen partner and subcontractor network and trusted local partners in Jordan, who manage Aqaba clearance and delivery to Amman. We coordinate the whole corridor end to end — we do not claim to do every step ourselves.

Frequently asked questions

Do I have to be in Jordan when my shipment arrives?
Usually yes. Jordan’s expatriate furniture clearance generally requires the owner to attend, and the goods should arrive within the customs window of your own entry, so plan for your household goods to follow you (Jordan Government Portal).

Does registering with AIRE mean I stop paying Italian tax?
No. AIRE registration is a civil-registry step; Italian tax residence is decided separately by the 183-day, domicile and registry tests (Agenzia delle Entrate).

Who actually files the Italian export declaration?
An operator with an EORI number — in practice your mover or their customs agent — lodges it electronically via ADM’s Automated Export System (ADM).

Can I bring my dog?
Yes, with an Italian ASL International Export Certificate and a Jordan Ministry of Agriculture import permit, plus microchip and valid rabies vaccination (Ministero della Salute; Jordan Ministry of Agriculture).

How much cash can I carry?
Declare €10,000+ leaving the EU and JOD 10,000+ entering Jordan (EU; Jordan Customs).

And moving back — Jordan to Italy?
The direction reverses. Jordan Customs handles the export; on the EU side ADM handles the import, and pets face a tougher test: because Jordan is a non-listed third country, a dog or cat needs a microchip, rabies vaccination and a rabies antibody titration test (blood sampled at least 30 days after vaccination and at least 3 months before travel) plus an EU animal health certificate (EU — bringing a pet from a non-EU country).
