Relocating from Finland to Ghana is a two-sided administrative process: Finland has to release you and your goods correctly, and Ghana has to admit you and your goods correctly. This guide is written for a Finland-based mover — whether Finnish, Ghanaian, or a third-country national leaving Finland — and covers both halves of the corridor: deregistering and exporting from Finland, and clearing immigration and customs on arrival in Ghana, plus pets, vehicles, money, and a short note on moving back the other way.

Key takeaways

  • Ghana’s customs treatment depends on immigration status: returning Ghanaians abroad 12+ continuous months get a duty concession on used household effects; others clear as ordinary importers under a GIS permit (GRA; GIS).
  • Moving outside the EU requires a Finnish Customs export declaration on your removal goods, filed via the Customs Clearance Service or a forwarding agent (Tulli).
  • You must notify DVV of your move abroad; a permanent move drops your Finnish municipality of residence, a temporary one (under a year, extendable to three) keeps it (DVV).
  • Finnish citizens normally stay Finnish tax residents for the moving year plus three further years (the "3-year rule") unless they prove no substantial ties remain (Vero.fi).
  • Unaccompanied baggage into Ghana must be declared on the PUBD within 48 hours of arrival or the duty concession can be forfeited (GRA).
  • Cash or other monetary instruments above USD 10,000 entering or leaving Ghana must be declared in full on the Bank of Ghana’s Foreign Currency Declaration Form (FX-5) — a threshold the central bank raised from the previous USD 1,000 limit under anti-money-laundering rules effective 1 September 2025 (Bank of Ghana Notice 2025/27; GRA).
  • Pets need a VSD import permit, rabies vaccination and testing, plus a Finnish export certificate matched to Ghana’s requirements — Ruokavirasto has no standard non-EU template (VSD; Ruokavirasto).
  • Vehicles must be deregistered from Finnish traffic use once exported and are excluded from Ghana’s returning-resident concession, subject instead to periodically revised age-based duty rules — confirm current thresholds with GRA Customs before shipping (Traficom).

1. Your immigration status decides your customs treatment

Ghana does not have one universal "moving goods" regime — what you can bring in duty-free depends on who you are on arrival. The Ghana Revenue Authority (GRA) Customs Division grants a removal-articles concession specifically to Ghanaians who have lived outside Ghana for more than 12 continuous months and are now relocating their residence to Ghana: their movable personal belongings, household appliances, household provisions and similar articles can enter free of duty, though arms, ammunition and motor vehicles are excluded from the concession (GRA – Passengers’ Obligations at Customs).

If you are not in that category — a Finnish citizen, a third-country national, or a dependant moving to Ghana on a work or family basis — your right to live in Ghana comes first, via the Ghana Immigration Service (GIS). GIS issues student residence permits, work-and-residence permits (for company employees, and separately for missionaries, NGO staff, GIPC-registered shareholders and immigrant-quota applicants), dependant residence permits for spouses, children and other family members, right-of-abode status, and indefinite residence status for those settling permanently (GIS – Permits). Your immigration category is typically what a customs officer or clearing agent will ask about when assessing whether your shipment qualifies for any personal-effects concession, so sort out the permit application before goods are shipped, not after they land.

2. The Finland export side: deregistering and declaring

Deregister your address. Notify the Digi- ja väestötietovirasto (DVV) of your move abroad through the joint online notification service run with Posti, using Finnish online banking credentials or a mobile certificate to identify yourself. A move of under one year is registered as temporary and you keep your Finnish municipality of residence; DVV can keep "temporary" status for up to three years if your ties to Finland remain stronger than to Ghana, but beyond three years the move is treated as permanent and you lose your municipality of residence in Finland. Report your Ghanaian address as soon as you have one, since DVV cannot correct historical population data retroactively and Finnish authorities (pension decisions, Defence Forces call-ups, passport renewal) rely on that address (DVV – Moving abroad).

Sort out your tax residency. Moving abroad does not end your Finnish tax residency automatically. Finnish citizens remain generally tax liable in Finland for the year of the move plus the three following tax years (the "3-year rule"), and can only be reclassified as non-resident earlier by formally demonstrating to the Finnish Tax Administration (Vero) that they have no substantial economic or social ties left in Finland during the relevant tax year. Foreign-sourced income earned while still tax-resident must still be reported on a Finnish tax return, and Finnish-sourced pensions, dividends, interest and royalties generally remain taxable in Finland even after non-resident status is granted (Vero.fi – Moving away from Finland; Vero.fi – Finnish citizens and the 3-year rule).

File the export declaration. Ghana is outside the EU, so Finnish Customs (Tulli) requires an export declaration for your removal goods before they leave Finnish (EU customs) territory, with a general itemised list attached (Tulli’s own example: "one bed, a television set, 3 kg of clothes, dishes, books"). File it yourself in the Customs Clearance Service, authorise someone else, or buy the service from a forwarding/moving company; keep the certification of exit and the declaration’s MRN in case you move back to Finland later. Separately, Tulli’s general private-export rules make a declaration mandatory once a consignment’s value exceeds €1,000 or weight exceeds 1,000 kg, or whenever the carrier requires one regardless of value — worth knowing if you ship in stages (Tulli – moving abroad; Tulli – export declaration). Firearms, cultural property and CITES-listed species carry extra permit requirements Tulli lists on the same pages — check early if any apply.

3. Ports, transit and freight routing

Finland’s two largest cargo ports are realistic starting points for a sea shipment to Ghana: Port of HaminaKotka, Finland’s biggest container port, handling close to half the country’s container traffic (Port of HaminaKotka); and Vuosaari Harbour, part of the Port of Helsinki and its main hub for container and RoRo traffic (Port of Helsinki – Vuosaari Harbour). Neither runs a direct liner service to Ghana; cargo transships through a European hub (commonly Antwerp, Rotterdam or Hamburg) onto a West Africa service calling at Tema, Ghana’s main container port, run by the Ghana Ports and Harbours Authority (GPHA) (GPHA – Port of Tema).

Freight-industry estimates only, not official figures — they vary by carrier, season and transshipment schedule: sea freight Finland → Tema roughly 5–8 weeks door-to-port; air freight Helsinki → Accra (Kotoka) typically 1–4 days transit via a European or Middle Eastern hub. Add a few days for Finnish export clearance before departure, and one to two weeks for Ghanaian import clearance (PUBD processing, examination, duty assessment) after arrival.

4. The Ghana import side: customs clearance on arrival

On arrival, personal effects and any goods sent ahead as unaccompanied baggage must be declared to GRA Customs on the Passengers’ Unaccompanied Baggage Declaration (PUBD), either immediately on arrival or within 48 hours of arrival — missing that window can forfeit the duty concession entirely. You will need your passport, a Tax Identification Number, and a clear, detailed packing list. Channel selection at the airport or port follows the standard green (nothing to declare, duty-free goods only) / red (commercial goods, restricted items, anything dutiable) system, and customs officers can require any bag to be opened for examination. New items and anything not clearly a personal effect are dutiable. Cash or other monetary instruments above USD 10,000 must be declared in full on the Bank of Ghana’s Foreign Currency Declaration Form (FX-5), stating the source and purpose of the funds — this USD 10,000 no-declaration threshold and the FX-5 form replaced the previous USD 1,000 / CDF 4A regime under Bank of Ghana anti-money-laundering rules effective 1 September 2025 (Bank of Ghana Notice No. BG/GOV/SEC/2025/27; GRA – Passengers’ Obligations at Customs).

If you qualify as a returning Ghanaian (12+ months continuously abroad), your used household effects and appliances are admitted free of duty under the removal-articles concession described in Section 1; everyone else’s goods are assessed as ordinary imports, so get a landed-cost estimate from a licensed Ghanaian clearing agent before you ship anything of significant value.

5. Pets: rules at both ends

Leaving Finland: the Finnish Food Authority (Ruokavirasto) does not issue a standard export health certificate for destinations outside the EU — the certificate can be written in a free format or precisely to the destination country’s specification, and is issued by an official or private veterinarian depending on what Ghana requires. Pets must be identifiable by tattoo or microchip before Ruokavirasto will support the export. An EU pet passport is a useful supplementary document even though it is not itself sufficient for Ghana. If Ghana’s authorities want confirmation of the issuing vet’s official competence, Ruokavirasto’s pet-export helpdesk can provide that declaration (Ruokavirasto – Export of pets outside the EU).

Entering Ghana: an import permit from Ghana’s Veterinary Services Directorate (VSD), under the Ministry of Food and Agriculture, is required before the animal travels. Both dogs and cats need a current veterinary health certificate and up-to-date rabies vaccination; dogs additionally need laboratory test results for specified diseases and proof of core vaccinations, with vaccination and test-report validity windows that are strict and cannot be shortcut. The application is approved by the Ministry of Food and Agriculture and then lodged through Ghana’s Integrated Customs Management System (ICUMS) for VSD’s evaluation (VSD – Import Requirements). Start this process well ahead of your shipment date — vaccination and testing windows are strict, and a permit obtained too early or too late can require repeating tests. Confirm the exact current timings directly with VSD, since these details are periodically revised.

6. Vehicles, money and things people forget

Vehicles. If you take a car, first export it and then remove it from Finnish traffic use: once the vehicle has left the country, submit proof — a copy of its foreign registration certificate, or Finnish Customs’ export-confirmed disposal decision — to Traficom, either in person at a vehicle testing facility that handles registrations or by post/email, which also ends its Finnish road tax and traffic insurance (Traficom). In Ghana, motor vehicles are excluded from the returning-resident duty concession, and used-vehicle imports face age-based duty rules that are revised periodically by legislative instrument. Confirm current age limits and duty rates with GRA Customs or a licensed clearing agent before shipping a specific car.

Money. Anything above USD 10,000 in cash or other monetary instruments arriving in or leaving Ghana must be declared in full on the Bank of Ghana’s Foreign Currency Declaration Form (FX-5) at the point of entry or exit; undeclared amounts above the threshold can be seized (Bank of Ghana Notice 2025/27; GRA).

What people forget. Keep the Finnish export declaration’s MRN and exit certification safe — you’ll want it if you ever return goods to Finland. Notify Kela and your pension provider separately from DVV, since population registration and benefits administration are handled by different authorities. Photograph serial numbers and keep purchase records for electronics before shipping, since customs officers commonly ask new-looking or higher-value items to be substantiated as genuine personal effects. And apply for your Ghanaian residence or dependant permit before your shipment arrives — a customs officer assessing a personal-effects concession will generally want to see your immigration status resolved, not pending.

Reverse direction: moving from Ghana back to Finland

If you (or your belongings) are ever heading the other way, Finnish Customs runs a mirror-image process for people moving to Finland: household effects can generally be imported free of duty and VAT if you have lived outside the EU for at least 12 months and the goods have been in your own use, with an import declaration made through the Customs Clearance Service on arrival (Tulli – I am moving to Finland). You would also re-register with DVV as returning to Finland and re-establish your municipality of residence there (DVV – Moving abroad).

How Flyto handles your Finland to Ghana move

Flyto runs its own offices, warehouses, crews and vehicles across Northern, Central and Southern Europe, so the entire Finland side of your move — packing, export documentation, port or airport handling — stays in-house under one team you can reach directly. For the ocean or air leg to Tema or Accra and for clearance and last-mile delivery in Ghana, we work through a carefully vetted network of subcontracted carriers and trusted local partners on the ground in Ghana, so you get a single point of contact in Finland while local experts handle the parts of the process that require Ghanaian licensing and local knowledge.

Frequently asked questions

Do I need to pay Finnish tax after I move to Ghana? Possibly, for a while. Finnish citizens generally stay tax-resident for the moving year plus three further years unless they prove no substantial ties remain; Finnish-sourced pensions and dividends can stay taxable even after that (Vero.fi).

Is my move "temporary" or "permanent" in Finland’s population register? Under one year is temporary and keeps your municipality of residence; DVV can maintain that up to three years if your Finland ties stay stronger, but beyond three years it’s permanent and the municipality is lost (DVV).

Do I need an export declaration for a few boxes, or only a full household move? Tulli requires one whenever removal goods leave the EU; separately, any private export becomes mandatory once value exceeds €1,000 or weight exceeds 1,000 kg, or if the carrier asks regardless of value — check with your mover for partial shipments (Tulli).

How long do I have to declare my shipment after landing in Ghana? File the PUBD immediately on arrival or within 48 hours at the latest — missing that window can forfeit the duty concession (GRA).

How much cash can I bring into Ghana without declaring it? Up to USD 10,000 (or the equivalent in other currencies) without declaration; anything above that must be declared in full on the Bank of Ghana’s FX-5 form, a threshold raised from USD 1,000 in September 2025 (Bank of Ghana Notice 2025/27).

Can I bring a dog or cat without an import permit? No — VSD requires a permit obtained in advance, plus a current health certificate and rabies vaccination, and for dogs additional disease testing and core vaccinations (VSD).

Can I ship my car from Finland to Ghana? Yes, but it’s excluded from the returning-resident duty concession and subject to Ghana’s age-based import duty rules, revised periodically — get a current quote from GRA Customs first, and remove the car from Finnish traffic use with Traficom once it has left Finland (Traficom).
