Relocating from the United Kingdom to Costa Rica means managing two separate bureaucracies: HM Revenue & Customs (HMRC) and the UK export process on one end, and Costa Rica’s Dirección General de Aduanas (customs) and Dirección General de Migración y Extranjería (DGME, immigration) on the other. This guide is written for a UK resident — retiree, remote worker, investor, or employee — planning a household move, and covers what you must do before you leave Great Britain, what happens in transit, what Costa Rica requires on arrival, and a short note on moving back the other way.

Key takeaways

  • Your Costa Rican immigration status (tourist, Pensionado, Rentista, Inversionista, or Digital Nomad) directly determines whether your household goods and vehicle can enter duty-free — only residents approved under Ley 9996 get the one-time exemption.
  • Exporting a shipment from Great Britain requires an EORI number and a formal customs export declaration submitted through HMRC’s Customs Declaration Service (CDS), which became the UK’s single platform for export declarations once the old CHIEF/NES systems stopped accepting them.
  • The UK has no population-deregistration register to close when you leave; instead you notify HMRC of your departure — typically via form P85 — while your actual tax-residence status is decided by the Statutory Residence Test, not by the form itself.
  • Household goods enter Costa Rica under the "menaje de casa" regime administered by the Ministerio de Hacienda’s Dirección General de Aduanas, and the modality is closed to tourists and transit visitors.
  • Pets need a UK export health certificate signed by an APHA-registered official veterinarian before departure (gov.uk), and on the Costa Rica side must meet SENASA‘s microchip, vaccination and deworming rules.
  • Bringing a pet back to Great Britain later is harder than leaving: because Costa Rica is not on the UK’s "listed" country list, the return trip needs a rabies antibody blood test (result of at least 0.5 IU/ml) and a 3-month wait from the date of that blood sample before the pet can enter GB (gov.uk).
  • Carrying or shipping cash/financial instruments worth US$10,000 or more into or out of Costa Rica must be declared at the border, per Costa Rican law enforced via the Instituto Costarricense sobre Drogas.
  • Sea-freight transit times from the UK to Costa Rica are not published by any government agency — treat any given transit window as a freight-industry estimate, not an official figure.

1. How your Costa Rican immigration status determines the customs treatment

Costa Rica does not let household goods in duty-free simply because you own them — the exemption is tied to your immigration category, granted by the DGME. The main categories relevant to a mover from the UK are:

  • Pensionado: for applicants with a permanent lifetime pension of at least US$1,000/month.
  • Rentista: for applicants who can show stable income of at least US$2,500/month from outside Costa Rica, sustained for two years (or an equivalent bank deposit, commonly cited around US$60,000).
  • Inversionista: for those making a qualifying investment in Costa Rica (real estate, securities, or a qualifying project).
  • Digital Nomad: a separate temporary-stay category for remote workers, requiring proof of monthly income from outside Costa Rica and private/international medical insurance, applied for online through the Trámite Ya platform (see Digital Nomad requirements, Instituto Costarricense de Turismo and DGME – Nómadas Digitales).

Under Ley 9996 — the Law for the Attraction of Investors, Rentiers and Pensioners, Pensionados, Rentistas and Inversionistas who obtain DGME approval get a one-time customs exemption covering household goods and, separately, personal vehicles — but only once the DGME resolution exists. Ship before approval, or arrive still on a tourist stamp, and your goods clear as a standard import at ordinary duty rates instead. This is the single biggest cost variable in a UK–Costa Rica move, so timing your shipment around DGME approval matters more than almost any other decision in the process.

2. The UK export side: HMRC, EORI, and closing your tax residency

Customs authority. Exports from Great Britain are regulated by HM Revenue & Customs (HMRC). Any shipment leaving the UK — including a household removal — legally requires an export declaration; this is normally handled by your international mover or freight forwarder acting as your customs agent, but the requirement (and the underlying EORI number) is yours.

EORI number. Before goods can be declared for export, you (or your agent, using your number) need an Economic Operators Registration and Identification (EORI) number, obtained free via gov.uk. Without one, the declaration cannot be filed and the shipment cannot leave via a UK port or airport.

Export declaration system. Declarations are filed electronically through the Customs Declaration Service (CDS), HMRC’s platform for both imports and exports. CDS replaced the older CHIEF and National Export System (NES): after a phased migration through 2023–2024, HMRC set a final deadline of 4 June 2024, after which export declarations could no longer be submitted through CHIEF at all, per HMRC’s official update on gov.uk: making a full export declaration. There is no separate personal-effects threshold that exempts a house move from this requirement — a full declaration is needed regardless of value, though your mover typically bundles this into their service.

Deregistration and tax exit. The UK has no municipal or national "leaving registration" comparable to some countries’ population registers — there is no single office you check out with. Instead, HMRC needs to be told you’re going, because your tax position doesn’t change automatically:

  • If you’re employed and taxed under PAYE, you (or your employer) normally notify HMRC by post or, once you’ve left, online, using form P85. This can trigger an in-year tax refund and updates your tax code.
  • If you complete Self Assessment, you instead declare your departure on your Self Assessment return for the year you leave, per the same gov.uk guidance — you do not also file a P85.
  • Filing a P85 does not itself make you a non-UK tax resident. Residency is determined by the Statutory Residence Test (SRT), which weighs days spent in the UK, ties (family, property, work) and other factors — see gov.uk: Tax if you leave the UK to live abroad. Get this wrong and you can remain UK tax-resident (and liable on worldwide income) despite living in Costa Rica full time.
  • Other things people forget to close out: cancel or transfer your NHS GP registration, notify DVLA if you’re keeping your UK driving licence/vehicle, arrange a UK forwarding address, and decide whether to register as an overseas voter.

3. Ports and transit — realistic estimates, not official figures

No government body publishes a transit-time table for personal shipments, so the figures below are freight-industry planning estimates only.

UK origin ports: removals to Latin America are typically consolidated through Felixstowe (the UK’s largest container port), Southampton, or London Gateway, with air freight via Heathrow.

Estimated transit, UK to Costa Rica: sea freight (FCL/LCL) commonly runs 4–7 weeks port-to-port, direct or via a transhipment hub, plus Costa Rican clearance time on arrival; air freight is typically a few days but far costlier per kilo, so it’s usually only used for a partial/essentials shipment.

Costa Rica destination ports: sea shipments arrive via Puerto Moín/Puerto Limón on the Caribbean coast (the country’s principal container gateway) or Puerto Caldera on the Pacific — a carrier/routing decision, not something you choose directly. Treat any date your mover quotes as an estimate with a buffer, and plan your DGME approval and housing around that uncertainty.

4. The Costa Rica import side: the menaje de casa process

Household goods enter Costa Rica under the "menaje de casa" (household goods) import modality, governed by the Ministerio de Hacienda’s Dirección General de Aduanas — administratively under its detailed policy MH-DGA-PRO01-POL-001, and legally within the framework of the Ley General de Aduanas, Law No. 7557. Key points from the policy:

  • Eligible goods are household items — furniture, appliances, linens, kitchenware, decor — in quantities and types consistent with personal/family use, not commercial resale.
  • The modality is closed to tourists, foreigners in transit, and cross-border/frontier transit travellers; it is available to foreign nationals with a valid residency, work, or study permit (and to Costa Rican nationals returning after having lived abroad continuously for a qualifying period, commonly cited as at least 24 months).
  • Your customs broker files the import declaration with Costa Rican customs, supported by a detailed, itemised packing list and proof of your immigration status (the DGME resolution, if you’re claiming the Ley 9996 exemption).
  • If you don’t qualify for the one-time Ley 9996 exemption, standard import duties apply to the shipment’s declared value — engage a licensed Costa Rican customs broker (agente aduanero) to handle the declaration, as self-clearing personal shipments is not realistic in practice.

5. Pets: official rules on both ends

Leaving the UK (APHA rules). Your pet needs an Animal Health Certificate (AHC) for EU travel or, for a non-EU destination like Costa Rica, an Export Health Certificate (EHC) — an official document signed by an APHA-registered Official Veterinarian confirming your pet meets Costa Rica’s import conditions. See gov.uk: getting an animal health certificate; APHA can also be contacted directly to confirm exactly which certificate your route needs.

Arriving in Costa Rica (SENASA rules). Costa Rica’s Servicio Nacional de Salud Animal (SENASA) requires, per its official published requirements: a clinical exam by a vet within two weeks of travel; an official sanitary certificate from the country of origin; microchip identification (number recorded on the certificate); rabies vaccination for pets over three months old, plus core vaccines (distemper, hepatitis, parvovirus and leptospirosis for dogs; feline rhinotracheitis, calicivirus and panleukopenia for cats); and internal/external deworming within 15 days before arrival. Non-compliant pets can be denied entry and returned to the country of origin.

Moving back to the UK later. This is the step people underestimate. Costa Rica is not on the UK’s list of pre-approved ("listed") countries, so a pet returning to Great Britain needs a rabies antibody blood test, taken at least 21 days after vaccination, showing a result of at least 0.5 IU/ml, followed by a mandatory 3-month wait from the date the blood sample was taken before the pet can enter — on top of the standard microchip, vaccination and (for dogs) tapeworm treatment requirements (gov.uk: bringing your pet to Great Britain). Plan this timeline months in advance if a return move is even a possibility.

6. Vehicles, money, and things people forget

Vehicles. A used vehicle imported outside the Ley 9996 exemption can face import taxes exceeding half its value, so vehicle importing is generally only worthwhile if you qualify for the one-time Pensionado/Rentista/Inversionista exemption under Ley 9996 and time the import to your DGME approval. Get a landed-cost quote from a Costa Rican customs broker before committing to ship a car rather than buying locally.

Cash and money. Carrying or shipping cash or financial instruments worth US$10,000 or more (or equivalent) into or out of Costa Rica must be declared to the authorities at the point of entry/exit, under the framework enforced by the Instituto Costarricense sobre Drogas (ICD). Undeclared amounts above the threshold risk seizure. For day-to-day banking, most movers open a Costa Rican bank account only after residency is approved — before that, expect to rely on UK cards and wire transfers.

Things people forget. Getting your EORI number before contacting a freight forwarder; that a UK export declaration is required regardless of shipment value; that the SRT, not the P85, governs UK tax exit; that the DGME resolution must exist (or be imminent) before your container ships, or the customs exemption is lost; and that Costa Rica’s "unlisted" status means the pet’s eventual return to the UK needs planning as early as the outbound leg.

How Flyto handles your UK to Costa Rica move

Flyto runs its own offices, warehouses, crews and vehicles across Northern, Central and Southern Europe, so the UK collection, packing and export-documentation side of your move is handled in-house by our own teams wherever we operate directly — backed by a carefully vetted network of partner carriers and forwarders for the transatlantic leg and any regions outside our own footprint. On the Costa Rica side, we work with trusted local partners — licensed customs brokers and destination agents — who handle menaje de casa clearance, delivery and unpacking, so your Ley 9996 paperwork and Costa Rican customs process are managed by people who do it every day.

Frequently asked questions

Do I need Costa Rican residency approval before I can ship my household goods duty-free?
Yes — the Ley 9996 exemption applies only once you hold a DGME resolution as Pensionado, Rentista or Inversionista; shipping before approval means standard import duties apply instead.

Does filing a P85 make me a non-UK tax resident?
No. It notifies HMRC of your departure and can trigger a PAYE refund, but residency status is decided separately by the Statutory Residence Test.

Can I self-file my UK export declaration instead of using my mover’s customs agent?
Technically yes, via CDS with your own EORI number, but in practice removals companies file on the client’s behalf, since the declaration needs shipment-specific tariff and commodity data.

Is there a duty-free personal-effects allowance that skips the UK export declaration?
No — the declaration requirement applies to the shipment regardless of value; what varies is the complexity of the paperwork, not whether one is needed.

How early should I start pet paperwork if I might move back to the UK eventually?
As early as possible — Costa Rica is unlisted for UK pet entry, so the return leg needs a rabies blood test plus a minimum 3-month wait, on top of the outbound export certificate.

Who confirms whether I qualify for the Ley 9996 exemption?
The DGME issues the residency resolution that unlocks it; a Costa Rican customs broker or immigration attorney can confirm your category’s status before you commit to a shipping date.
